Northrop Grumman has an immediate need for a Manager Information Technology 3 to lead the Chief Information Digital Office (CIDO) team supporting the Mission Systems NIS (Networked Information Solutions) division. The selected candidate will be responsible and accountable to lead IT, program security, and service delivery in partnership with CIDO Service Lines.

This position will be located in San Diego, CA; please note that the selected candidate will be required to work on-site, full-time, at our San Diego campus - this is not a remote work opportunity.

The Manager will be responsible and accountable for managing all Division-specific IT budgets, as well as recurring and nonrecurring activity that:

• Enables program execution, program security, and business capture.

• Improves user productivity and experience.

• Delivers value to Mission Systems sector and NIS division business partners.

• Develops talent and enables the CIDO culture.

• Manages risk.

The Manager will establish and maintain effective internal and external stakeholder relationships to foster an in-depth understanding of business requirements and will lead and develop transformational strategies/concepts, and implement change to create and drive programs responsive to business requirements. Additional responsibilities will include but not be limited to the following:

• Shape and lead digital transformation and digital maturity initiatives at scale.

• Lead the delivery of infrastructure, tools, and processes to support division and sector wide objectives.

• Strategic demand planning.

• Develop and obtain approval for annual CIDO project and budget plans to support Division Long Range Strategic Planning (LRSP).

• Governance and compliance for all sites in NIS divisions.

• Manage day-to-day CIDO activities across NIS programs.

Basic Qualifications:

• Bachelor's degree with 11 years of relevant experience, or a Master's degree with 9 years of relevant experience.

• Applicants must have an active DoD Secret level security clearance (at a minimum), to include a closed investigation date completed within the last 6 years, or must be enrolled in the DoD Continuous Evaluation Program (CEP), in order to be considered; the required security clearance must be maintained as a condition of continued employment.

• The selected candidate will be required to obtain and maintain a Special Access Program (SAP/SAR) clearance as a condition of continued employment.

• Experience leading diverse/matrixed functional or program teams driving outcomes and achieving results, including leading with Agile and/or SAFE methodologies, and leading aspects of digital transformation.

• Experience supporting and managing classified programs or classified environments for manufacturing, engineering, development, and production programs.

• Results-oriented team player, with the ability to handle a rapidly changing set of projects and priorities while maintaining a strong professional presence.

• Must be flexible and demonstrate strong judgment/decision-making skills, as well as a strong business and technical acumen.

• Excellent organizational, verbal, and written communications skills, in addition to program management, strategy, analytical, planning, and presentation skills are required.

• Management experience in a leadership position, to include management of offsite and matrixed personnel, and employee development.

• 10% travel will be required.

Preferred Qualifications:

• Prior Northrop Grumman sector-specific experience.

• Prior experience managing a portfolio of diverse and complex classified IT projects.

• Experience solving resource challenges for large programs and/or products.

• Comfortable making recommendations that have broad organizational impacts.

• Experience managing supplier relationships.

• Active DoD TS/SCI security clearance.

Primary Level Salary Range: $170,000.00 - $255,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. ENTRY LEVEL ROTATION - ITS (Information Technology Solutions)
This position is part of our Information Technology Solutions (ITS) Entry Level Rotation Program. The ITS Rotation Program provides the foundation for the future success of Solar Turbines technology professionals and the future success of the organization. The purpose of the program is to start the development and training of the next generation of well-rounded and highly competent technology professionals through an analyst rotation program.

Compensation & Benefits

Technology Modernization - Strategy Manager

As a Technology Modernization Strategy Manager, you’ll provide strategic technology advisory services to address business needs throughout client organizations for the Technology Modernization Practice – all with the resources, environment, and support to help you excel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Perform detailed analysis to identify opportunities for improvement, documenting conclusions, and providing recommendations

Utilize and continuously learning new technologies to collaborate with team members and enhance service delivery

Engage directly with client executive leadership to lead the analysis, documentation and recommendations of technology strategies, business process improvements, technology platforms architectures, custom application design, strategic roadmaps, transformation business cases and other solutions as required.

Leverage various data collection techniques, selecting appropriate method and prioritization to fit project objectives and deliverables, and applying established analytical models to evaluate findings, data, costs and benefits.

Assist in strategic planning that integrates multiple functional disciplines including accounting, finance, sales, operations, and human capital management and information technology to support the client’s business strategy and operational plans.

You have the following technical skills and qualifications:
