The St. Louis County Department of Transportation & Public Works is seeking an experienced and motivated Project Manager Supervisor to lead our road and signals projects. In this role, you will oversee project planning, execution, and delivery while ensuring compliance with safety and quality standards. You'll collaborate with a dynamic team and engage with various stakeholders to drive project success.

The annual starting salary for this position will be between $81,848 - $98,217 and will be based on experience and qualifications. The Supervisor will work out of the Transportation & Public Works Office in Creve Coeur, Missouri.

In addition to enhancing our community's infrastructure and safety through innovative projects, this position provides a variety of benefits to include paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays, 480 hours of paid parental leave, and a robust Wellness Plan. Examples of Duties

Assist incoordinating staff availability and project schedules toensure timely completion of projects.

Aid in formulating and establishing goals, objectives, policies, plans and programs. Provide technical and specialized functional services and make recommendations for carrying them out.

Serve as the program manager in charge of scheduling, budget,resource allocation, engineering, plan productionand reportingfor the Road, Bridge and Signal Improvement programs.

Assists in developing requests for qualifications, selecting design consultants, and negotiating consultant contracts.

Oversee the management of data and records associated with road and signal improvement projects.

Review plans and specifications for accuracy, conformance with standards, and compliance with regulatory codes. Manage program wide quality control/quality assurance policy.

Seal plans as requiredfor designwork completedby the team.

Assist in rendering technical services to all County Departments and establish and maintain all systems and related procedures.

Serve in theAssistant Division Manager's absence.

Perform other duties as required or assigned.

Minimum Qualifications

Licensed as a Professional Engineer by the Missouri Board of Architects, Professional Engineers, Professional Land Surveyors and Professional Landscape Architectsand seven years of related experience.

+ Directly supervise all shipping and receiving personnel. Ensure employees adhere to all company policies and standard operating procedures. Address any performance or safety issues including steps to execute disciplinary actions according to company policy.
+ Manage overtime to optimize performance while minimizing/controlling cost.
+ Assign order load and/or special tasks to personnel to meet on time delivery goals.
+ Confirm all materials are unpacked, sorted, accurately counted and properly labeled .
+ Trace lost shipments and/or customer claims of lost shipments; initiate proof of delivery documents.
+ Maintain department and company database, prepare routine reports, file shipping/receiving records. Measure and report team performance as agreed through daily, weekly and monthly metrics.
+ Review and approve order requests for department supplies.

Qualifications to apply for this role are:

  • A minimum of 2 or more years as a Warehouse Manager or Supervisor. Distribution experience is preferred.

+ Establish operating budget and measure financial performance through submission of monthly financial figures provided by the 3PL(s). Lead GMI improvements and saving projects. Partner with 3PL(s) to find ways to improve Warehousing and Distribution processes to improve service levels to in-external customers. Liaise with affiliates by capturing customer requirements and support AbbVie commercial leads in the Countries under their responsibility.
+ Review upcoming volumes, product launches and future capacity needs, take the lead in coordinating activities and communicating among the 3PL, Supply Planning and Customer Service teams. Undertake analysis for new product distribution avoiding any delay in the distribution flow and where possible expedite the access to market e.g. warehouse preparation, special distribution requirement.
+ Work with Global and/or Regional COE staff to drive process changes and Projects affecting AbbVie in the Countries under his/her responsibility and/or its 3PL partner(s). Support Customer Service and QA in responding to requests or complaints, escalate order issues as required, assist with asset tracking, traceability, support Finance teams with actual to budget spend analysis, partner with Global D&L COE staff to plan and execute strategic projects.
+ Identify distribution-related risks and escalate to the appropriate D&L COE staff as needed. Provide Root Cause analysis for out of performance should be collected by the Distribution Manager and shared with Global D&L CoE. Review 3PL(s) performance gaps, root cause analysis and improvement plan(s). Partner with Global Process Lead for Supply Chain, Warehouse and Logistics staff to plan and execute projects affecting SAP, the interface in place with the 3PL and all the reporting tools.
+ Communicate and sponsor the activities and key successes of the D&L CoE ensuring the right visibility during Management Review, S&OP, Area Review and other CoEs' team meetings. Take the lead in coordinating activities and communication among the 3PL(s), Supply Planning and Customer Service teams ensuring a continuous communication flow within VLOG and Affiliates promoting the logistic culture and the role of the CoE in this landscape within Affiliates and Area.
+ Identify Supply Chain improvement opportunities and drive a culture of continuous improvement. Promote a culture of sharing best practices. Drive the risk management process and escalate to the appropriate D&L COE staff. Assure the escalation process for distribution related activities is clearly defined and communicated. Lead strategic projects with the 3PL(s) setting the right priorities for the DM in the Area. Support sourcing and selection of local 3PL(s) within the Area.

Qualifications
+ BS degree in Operations Management, Supply Chain or related field
+ 8-10 years of direct warehouse management experience and/or experience managing 3PL warehouse providers
+ Demonstrated knowledge of distribution channels and requirements in the responsible countries
+ Strong communication, negotiation and stakeholder management skills are required
+ Experience with SAP IM, SAP WM and/or common Warehouse Management Systems (WMS) preferred

Basic Qualifications

The associate supply chain analyst / supply chain analyst gathers data and conducts analysis of various data sets and processes. Responsibilities

Monitors demand and supply for operations with the goal of optimizing and maintaining appropriate inventory levels. Maintain and prioritizes supply chain analytics to ensure equipment and material are obtained in a timely fashion with an emphasis on quality, cost and availability. (35%)

Assists in analysis of various processes and data sets to provide recommended actions to improve efficiency and reduce costs. Review processes and inventory levels within storerooms to successfully manage supply and demand. (35%)

Review storeroom storm response procedures to assure timely availability of materials in restoration. Coordinate emergency deliveries and material requests from internal and external sources. (15%)

Adhere to procurement policy and procedures including reports review and accuracy for compliance and auditing. (10%)

Qualifications

Bachelor's degree in supply chain, data analytics, business or related field. (Typically four years of related, progressive work experience would be needed for candidates applying for this position who do not possess an bachelor's degree.)

One year of related work experience for the assoc supply chain analyst position.

3+ years of related work experience for the supply chain analyst position.

Preference will be given to candidates with operations management, economics, computer science or statistics background or experience in purchasing, materials management or material management information systems.

Effective analytical and problem-solving skills to recognize patterns in data, information or events to draw logical conclusions and to make recommendations for action.

Knowledge of computer systems with skills to use software packages for creating spreadsheets, databases and for writing reports. Excellent interpersonal skills, a customer service focus and the ability to work as a member in a team-oriented environment.
