Basic Purpose

Positions in this job family are responsible for planning, supervising, and performing technical and professional level transportation work. Responsibilities may be assigned in any area of transportation work, including research, planning and design, survey, environmental studies, bid lettings, construction, maintenance, or project management. Responsibilities may include all phases of highway and bridge construction, field management of utilities or property appraisal and acquisition, relocation assistance, traffic operations, materials testing and sampling, or materials laboratory management.

Typical Functions

* Performs sampling and testing of materials for use in highway construction and maintenance operation; performs plant inspections and prepares materials certifications.
* Surveys grade and alignment of highways using survey equipment.
* Collects statistics and documentation about the state highway system.
* Conducts traffic studies to aid in the determination of transportation system improvements.
* Performs or supervises the various functions required for the bid letting of construction projects, such as developing bid proposals from design plans, incorporating revisions to proposals, and disseminating information to contractors and industry throughout the letting progress.
* Inspects, reviews, or provides oversight for contractors, consultants or utility relocations associated with construction projects to ensure compliance with plans and contracts for highway construction activities; prepares progressive and final estimates for construction contractors.
* Performs planning and review functions for transportation systems such as rail, public transportation, waterways, and highways; determines existing service levels and future needs for transportation modes; considers social, economic, and environmental effects of proposed projects.
* Performs real estate duties in one or more of the following areas; property appraisal, acquisition of real property, or relocation assistance; prepares plans and reports for right-of-way projects.

  • Manages vendors to obtain product or service information such as price, availability, MOQs, and delivery.
  • Review attrition rates and current trends to head off problems. Work with Engineering/Production for accurate data and understanding.
  • Review and approve purchasing documents for adequacy of specified requirements prior to release.
  • Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action.
  • Reviews invoice discrepancies for payment.
  • Recommends projects to reduce inventories and to improve supply chain processes.
  • Track ALL cost changes, submits for review and approval with Accounting, Business Development, and Customers as applicable.
  • Track SREA and Alerts for successful implementation and ensuring appropriate inventory levels
  • Develop PFEP and item master entries
  • Responsible for successful, on-time program launches as assigned and submitting/analyzing request for quotes as required.
  • Oversight of supplier forecasts and ensure understanding and commitment from suppliers to secure products needed to support ATC production
  • Work with suppliers to increase performance through reports and phone conferences
  • Develop listing of At Risk parts and suppliers
  • Responsible for adherence to policies, procedures and instructions of the quality management systems.

The candidate will have an opportunity to work on projects for regional clients and help bring in work opportunities with the Oklahoma DOT, the Oklahoma Turnpike Authority, and other Oklahoma clients. We offer a flexible work schedule and the position will be located in our downtown Oklahoma City office.

What You'll Do

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
  • Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the clients satisfaction. Assists with client project scoping and contract negotiations.
  • Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.
  • Implements the firms project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.
  • Performs coordination with managers on project staffing, including, but not limited to; recruitment, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for strategic and mini-mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic and mini-mega projects to the client as well as general presentations within the industry and community.
  • May be responsible for the recruitment, hiring, development, and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

What You'll Need

  • Bachelors degree in Engineering and 8 years of relevant experience
  • 2 years task management or Deputy PM experience

What You'll Bring

  • Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on smaller projects. Identifying and escalating risk and change management issues, with oversight from more experienced staff.
  • Leading a team for a smaller project or task order with no or few subconsultants.
  • Using system tools to manage, monitor, and deliver smaller projects or task orders.

Olsson provides multidisciplinary design services for transportation-related projects including urban and rural highways, interchanges, and municipal roadways. As a Transportation Regional Director for our Roadway and Bridge team, you will be responsible for overseeing all team operations including staff management, financial performance, project quality, and client service. This position establishes goals and objectives for the team, focuses on employee development and mentoring, and oversees client service management and winning work with repeat clients. The senior team leader directs a team of a high-performing individuals that provide purposeful, high-quality solutions to successfully solve engineering and design needs.
Primary Responsibilities include:
+ Establishes and communicates team objectives, develops plans and strategies that align with firmwide goals, and sets high performance expectations for the team.
+ Oversees and monitors staffing, utilization, and financial performance for the team, ensuring each group is operating successfully and maximizing opportunities.
+ Manages staff and team dynamics, fostering a collaborative work environment and a high-performance culture in which individuals and groups are positioned to grow and succeed.
+ Works closely with group leaders to set priorities, manage workloads, and resource allocation, and ensure groups are accomplishing goals and contributing to strong team performance.

+ Holds ultimate responsibility for team's financial performance, project management activities, and quality of project deliverables.
+ Leads efforts to expand the team's capabilities and service offerings, identifying opportunities for growth that align with client needs and firmwide strategic objectives. Also supports the resource needs of large and complex projects outside of the team for the benefit of the firm.
+ Drives recruitment efforts to attract top talent, fostering a workplace environment that supports staff retention, professional development, and team success.
+ Evaluates team performance, identifies areas of improvement, and makes necessary adjustments to ensure successful outcomes.
+ Oversees marketing efforts for repeat clients and coordination with business development on new client pursuits, including client strategy, proposal process, interviewing, and selection efforts within the team.
+ Responsible for the performance and development of group leaders, client managers, project managers, and lead staff and conducts performance management mentoring.
+ Adheres to regulations and enforces safety standards.
