Job Responsibilities

  • Direct responsibility for Subsurface Utility Engineering (SUE) and utility coordination/ engineering projects for transportation projects.
  • Overseeing the preparation of existing SUE utility plans.
  • Providing quality assurance/quality control (QA/QC) reviews of field data and deliverables.
  • Conduct meetings, prepare agreements and/or cost estimates, review design plans, specifications and other submittals.
  • Designs and reviews utility relocation plans to comply with federal, state, and local laws and regulations.
  • Identifies and resolves utility conflicts in a time-sensitive manner to meet project deadlines.
  • Coordinates directly with clients and utility owners.
  • Represents BGE at public meetings and client meetings, as needed.
  • Other duties as assigned.
Job Qualifications
  • Bachelor's degree in civil engineering or related field.
  • Registered PE in Texas.
  • 6+ years of experience working with SUE, Utility Coordination/ Utility Engineering projects.
  • Demonstrated ability to supervise subordinates performing subsurface utility engineering, utility coordination, utility engineering, and utility construction monitoring and verification.
  • Strong computer skills.
  • Strong organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Experience with MicroStation, Geopak, AutoCAD, OpenRoads, and other relevant engineering software.

In the role of the Business Class Leader for Utility Management Services (UMS) within the Water Business Group (WBG), we'll count on you to lead a group of professionals in project delivery for our clients in the areas of:

The primary duties of the Utility Management Services Business Class Leader include responsibility for local client development, coordination, monitoring and improvement of technical competencies of business class staff and products to meet client needs and market drivers all within the direction and goals of business class plans. Participate in delivery of project services to meet client expectations. Collaborate on business class efforts with departmental operations, marketing, and project management. Participate in business class practice and professional discipline groups, project teams and activities to continually improve standards and best practices; implement effective quality assurance and quality control reviews.

This role will also:

  • Provide local and regional leadership of technical capabilities to support all of the UMS business classes in support of the Business Group Managers, Department Managers and the UMS National Practice Lead.
  • Assist in assignment of qualified, experienced staff to projects including effective use of work-sharing.
  • Support in hiring and recruiting efforts.
  • Serve as the Client Service Manager for key clients in the local area.
  • Provide input to the annual budgeting process for the UMS local practice.
  • Facilitate business class teamwork, communication and work-sharing between offices, business classes, management, marketing and staff.
  • Participate and engage technical experts in support of client development, project implementation, and project pursuits.
  • Provide strategic and tactical input on business trends to the UMS business classes and local office planning and assist in implementing actions to address market drivers.
  • Participate in strategic local, regional, and national marketing pursuits.
  • Participate in the execution of strategic projects and initiatives to maintain client relationships and to meet personal utilization goals.

Preferred Qualifications

  • BS degree in Engineering, Finance, or Economics or certified Operations Specialist (water and/or wastewater).
  • 15+ years of experience in engineering consulting management with a successful track record of marketing, project management, staff management, and client satisfaction.
  • Strong communication skills are a must.
  • Strong leadership and organizational skills are essential to this role.

HDR is looking for a Area Utility Management Services (UMS) Business Class Lead to join our Water Business Group team in North Texas. The ideal candidate will have a background leading teams in the delivery of utility management services associated with drinking water, wastewater, stormwater and/or water reuse systems. Duties will include:

Implement a range of best management practices with water, wastewater, and/or stormwater utilities including program management, business process improvement and change management, asset management and maintenance management.

Lead preparation of organizational assessments, infrastructure renewal and rehabilitation studies, alternative analyses, cost analyses, capital project development, and/or preliminary designs.

Grow and provide operational management (e.g. workload management, supervisor responsibilities) of the Utility Management Services team.

Primary Responsibilities

In the role as Area Utility Management Services Business Class Lead, we'll count on you to:

  • Provide technical oversight and mentorship of Utility Management Services team members. Manage workloads to ensure staff utilization targets are met
  • Serve as the project manager for utility management projects, with responsibility for task order development (e.g. scopes and fees), supervision and leadership of the project team, budgetary and schedule controls, and client coordination
  • Establish strong, productive, collaborative relationships through involvement with business class practice and professional discipline groups, project teams and activities to continually improve standards and best practices
  • Active engagement in selected professional conferences and industry associations with presentations, committee assignments, and leadership positions
  • Perform additional assignments as requested by senior management

Preferred Qualifications

  • MS in Civil or Environmental Engineering or related field a plus
  • 20+ years of progressive experience in drinking water, wastewater, and/or stormwater utility engineering
  • 5 or more years of demonstrated leadership experience
  • Experience with planning and implementation of infrastructure inspection and condition assessment programs; business process assessments, operations optimization, regulatory support, system conveyance, master planning, data management/ visualization, or financial planning and utility rates
  • Project management experience
  • Understanding of financial and administrative aspects of technical projects
  • Proven leadership and mentoring skills. Demonstrate strong written and verbal communication and negotiating skills
  • Willingness to learn and grow technical and professional skills to meet client and market needs
  • Self-motivated, able to work independently and within a team environment, and possessing excellent organizational and time management skills
  • Must have excellent communication skills and thrive working in a team environment
  • Working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint as well as project management system, project scheduling, scoping, budgeting, cost analysis, resource analysis, and reporting
  • Working knowledge of ArcGIS, maintenance management systems (CMMS) and hydraulic modeling for planning and design highly desired
  • Infrastructure design experience
  • Experience working for a public, municipal, or investor-owned water and/or wastewater utility, public works department, or engineering consulting firm is beneficial

Job Summary:

The Utility Construction Management Associate 1 ensures that third-party projects on, under, or above our clients' property meet or exceed the approved plan and agreement. This position identifies and escalates potential non-compliant items for resolution and develops relationships with field personnel to ensure compliance.

Essential Duties & Responsibilities:
  • Observe utility installations across railroad property.
  • Perform on-site observation of trenchless construction within railroad right-of-way, providing support for third-party activities on and around live railroad tracks.
  • Document pre- and post-construction site conditions, verify materials and layout, observe and document construction activities, and maintain an active dialog with on- and off-site personnel.
  • Document work in accordance with approved plans .
  • Attend both railroad (flagger) and contractor daily job briefings to discuss project requirements.
  • Attend monthly training calls .
  • Submit time and expenses.
  • Submit daily inspection reports using a tablet that accurately reflects work progress and adherence to the railroad utility agreement.
  • Escalate non-compliance items to management/engineers for review.
  • Travel 100% of the time.

  • Understanding of operations, contract administration, contract management, processes, and standards, with emphasis on the utility industry. 
  • Experience in project planning and training scheduling 
  • Excellent written and verbal communication and interpersonal skills (tact, diplomacy, influence, etc.) essential with management, project teams, contractors, and customers, both written and verbal. 
  • Excellent computer skills, and experience with Google Chrome or Microsoft software (Sheets, Excel, PowerPoint, Video conferencing, etc.)
  • Ability to prioritize and work with limited direct supervision
  • Bachelor’s degree in Occupational Safety, Project Management, Safety Management, Business Administration, or equivalent related industry experience
  • CSP, ASP, CHST, OHST preferred
  • Certified Utility Safety Professional + documentation of 5-7 years of utility work experience (CUSP Green)
  • A valid driver's license is required.
  • Ability to travel regionally through the Northeast and Midwest

The Utility Mechanic performs maintenance and repair activities on mechanical, electrical and plumbing systems and equipment and performs tasks including carpentry, locksmithing, and painting. The Utility Mechanic assists maintenance mechanics and engineers with major tasks, repairs and other duties as assigned.

+ Two or more years of experience within the disciplines of stationary engineering, HVAC, plumbing, electrical, fire protection, other mechanical systems and/or general building/facilities maintenance.

**Responsibilities**
+ Assists with the operation, maintenance and repair of all mechanical, plumbing, electrical, life safety systems and other equipment in assigned properties
+ Performs preventive and reactive equipment maintenance as required by Company standards and manufacturers' specifications and documents actions/measures with the service request system
+ Places orders for components, parts and supplies to maintain the continuous and efficient operations of building systems
+ Takes care and custody of issued tools and equipment and assists with the maintenance and organization of tools, parts, and supplies inventories
+ Quickly responds to and resolves tenant and property management service requests and documents actions with the service request system
+ Performs general building maintenance and repairs, including re-lamping, plumbing, locksmithing, and painting equipment, mechanical, related spaces and other minor spot and touch-ups as needed
+ Conducts periodic inspections of mechanical, common and vacant spaces and appurtenances; maintains these areas in a clean, operational, orderly, and safe condition
+ Responds to alarms and incidents of any nature, provides assistance when needed, and identifies recurring issues for follow up and correction
+ Ensures that required documentation, operating logs, and maintenance forms are completed accurately and clearly and are maintained in Company Compliance Books, paper files, and electronic data/filing systems
+ Attends and participates in Toolbox Meetings and assists with the training and mentoring of colleagues and new employees
+ Responsible for complying with and enforcing policies from the Employee Manual, Operations Manual, safety guidelines, and accepted Company practices
+ Performs other duties and completes special projects as assigned; and carries out all tasks assigned by managers and supervisors in an efficient and timely manner
+ Maintains a clean, safe, and accident free workplace and exercises common sense and good judgment when performing duties
+ This position requires a regular, scheduled work shift set by the supervisor
+ Carry and utilize Company issued communication devices for emergency response and daily communication
+ As essential building personnel the responsibilities of this position occasionally require overtime, weekend and holiday work on a scheduled, short-notice or emergency basis
