Annual Salary: $33,238.40 Grade: 20 (Employee: 7% on your current salary, whichever is greater; or 10.5% on your current salary, whichever is greater, if position is 3 grades or higher than current position) Appointment to a position in the classified service shall be at the minimum of the corresponding pay range unless otherwise approved.
Examination is announced to establish an employment list to fill vacancies in the Utility Services Department and future vacancies, as they occur to perform skilled work in the design, fabrication, repair and/or maintenance of tools, equipment, machinery and utility infrastructure for all departments of the City of Alexandria. Performs welding and fabrication in support of piping projects for maintenance and repair of utility infrastructure (water, wastewater, gas, and electric). Fabricates special machinery, materials, and apparatus as required by city departments. Performs flat, vertical, and horizontal welding; brazes, solders, and coats non-ferrous metal; inspects, brushes, and grinds welds.
Minimum Applicant Qualifications:
- High School diploma or GED, with vocational or technical diploma in Welding/Fitting; supplemented by three (3) years of experience in welding, and varied maintenance and repair tasks; or any equivalent combination of education, training, and experience which provide the requisite knowledge, skills, and abilities for this position.
- Must possess a valid driver's license.
- Will be required to obtain a valid State of Louisiana driver's license at time of appointment and maintain throughout employment for this classification.
Work Hours:
Monday Friday, 7am 3:30pm, may work some weekends

**Responsibilities** :
+ Provide contracts support for proposals and active contracts with major utilities across the nation.
+ Lead the contract review and negotiation process for new proposals, RFP awards, amendments to existing contracts, and new contracts with a focus on risk mitigation and overall value to the company, consistent with sound business practices, ICF policies and procedures, and government regulations. Maintain all required contractual and price/business volume documentation.
+ Review and negotiate non-disclosure agreements, teaming agreements, and subcontract agreements (when ICF is subcontractor).
+ Identify contractual and/or RFP terms which may pose risk to the company and provide recommendations where applicable on strategies to mitigate.
+ Provide guidance and oversight, and work with client representatives to resolve operational and contractual issues that may arise during the performance of the contract, with a focus on mitigating ICF's risk, maintaining and increasing profitability, balanced with client needs.
+ Proactively assess critical contract obligations and contract provisions, to include gaps and risks. Advise on contract revisions to better meet the needs of the Client and ICF.
+ Support data calls, maintain compliance with SOX and other governmental requirements, as well as client audit requirements on an ongoing basis.
+ Handle multiple priority tasks and proposals effectively.
+ Develop effective positive working relationships with both internal and external clients; participate in client meetings as required.
**Basic Qualifications:**
+ 8+ years' experience negotiating terms and managing commercial contracts.
+ 8+ years' experience working with relevant laws, regulations, terms, conditions, and policies governing commercial contracts.
**Preferred Qualifications:**
+ Bachelor's Degree
+ Familiarity with the utility industry.

Garver is seeking aUtility Management Services Team Leader to drive the growth of our services supporting municipal water, wastewater, stormwater, water supply, and reuse utilities. This leader will play a pivotal role in helping communities strengthen their utility systems through asset management, strategic planning, financial planning, program management, capital planning and scheduling, organizational effectiveness, IT governance, data visualization, and operational excellence. The Utility Management Services Practice Area Team is a national resource team that focuses on thought leadership and efficient project execution in support of both internal and external clients.
The Utility Management Services Team Leader will be responsible for guiding strategy, building a national resource team, developing client relationships, and delivering impactful projects while fostering a culture of collaboration and technical excellence within Garver's Water Business Line.
The Practice Leaderwill have the following capabilities:
- Develop and execute a business and financial plan for Garver's Utility Management Services practice.
- Lead business development efforts, including direct engagement with clients outside Garver's existing Water Business Line footprint.
- Collaborate closely with Garver's regional Water Business Line teams on business development activities within our established footprint.
- Partner with Garver's marketing and business development team to lead pursuit and capture efforts for top-line revenue-generating projects.
- Oversee the hiring and growth of a Utility Management Services team to support execution of the business plan.
- Provide leadership for project delivery with a strong focus on risk management and profitability.
- Build Garver's visibility and reputation in the industry through participation in professional committees and by presenting at state and national conferences.
- Bachelor's degree in relevant field (Master's degree preferred).
- Registered Professional Engineer (PE) preferred.
- 15-20 years of progressive technical experience in planning and delivering utility management services, such as infrastructure condition assessments, asset management, financial studies and funding, business operations optimization, capital planning, and program management
- Demonstrated ability to grow, manage, and mentor a Utility Management Services team.
- Solid project management background, including scope development, budgeting, scheduling, client coordination, and risk management.
- Strong communication and negotiation skills, with the ability to collaborate effectively across technical and business teams.
- Familiarity with tools such as ArcGIS, CMMS, and hydraulic modeling software.
- Experience working with municipal or investor-owned utilities, public works departments, or engineering consulting firms.
- Highly organized, self-motivated, and able to work both independently and collaboratively in a fast-paced environment.
- Proficiency with Microsoft Word, Excel, PowerPoint, Project, and Outlook.
