Job Description

Arcosa Lightweight is searching for an Environmental Engineer in Frazier Park. In this role you will support a positive safety culture within the Lightweight Aggregate operations that is regulated by MSHA safety standards. The Environmental Engineer will coordinate, direct and maintain all environmental systems with a heavy focus on Title V Air to ensure continued compliance with Corporate and Governmental standards. This position develops and implements programs to prevent and solve environmental problems and works in close conjunction with the plant operations teams.

Arcosa Lightweight is a leading producer and distributor in the Western and Southwestern U.S. of expanded shale and clay lightweight aggregate.

What Youll Do:

  • Works safely at all times and contributes to the establishment of a positive Safety culture by participating in ARC100 Defined Activities; adheres to all applicable safety policies; complies with all company policies, procedures, and standards.
  • Through interaction with plant leadership and operations teams, provide oversight and direction for day-to-day compliance with applicable air , wastewater, water and storm water permits, plans, regulations.
  • Coordinate the reporting and record keeping activities for facility permits and other environmental regulatory reporting requirements and corporate sustainability data tracking requirements.
  • Oversee the development of findings, recommendations, and corrective actions to mitigate environmental hazards across various environmental media, including but not limited to, air emissions, water pollution control, hazardous materials management, and solid waste management, etc.
  • Maintain detailed records and prepare related reports and studies for submission to local, state and federal regulatory agencies.
  • Develop and implement environmental compliance programs to ensure environment regulatory obligations are fulfilled in a cost-effective manner and that environmental risks are effectively managed.
  • Build strong working relationships in order to support the adherence to environmental initiatives.

  • Perform technical analysis of process data as related to air and water emissions.
  • Apply for original permits and maintains a schedule for renewals, reporting, and provisions of all required environmentally related permits.
  • Develop, implement, and coordinate emergency response to release events as necessary.
  • Interpret environmental laws and permit requirements, stay abreast of the changing regulatory landscape and analyze the various options for complying with new regulations and permit requirements.
  • Develop and deliver environmental compliance-related training sessions.
  • Build strong working relationships in order to support the adherence to environmental initiatives

What You'll Need:

  • 4+ years experience in industrial manufacturing facility with Title V Air Operating Permits, required .
  • Expert working knowledge of federal, state, and local regulations with regard to Air Quality, Wastewater, Storm Water, Solid and Hazardous Waste Management.
  • Data analysis and problem-solving skills that uncover contributors to environmental compliance-related variances and development of solutions to address those risks
  • Strong computer skills including data management and presentation and experience in MS Office Suite.
  • Excellent communication skills both verbally and in writing and able to communicate with multiple levels of the organization.
  • Strong knowledge of training methods, procedures, and techniques.
  • Ability to use regulatory database systems for required reports.
  • Bachelors Degree in Environmental Science, Engineering, Science, or related field.
  • Minimum of 3 years of Environmental Science with an emphasis in managing air compliance.
  • Strong regulatory experience with MSHA/OSHA

Compensation and Benefits:

  • Salary is between $80K and $90K annually

Job Description And Duties

Caltrans Environmental Scientists perform a broad range of work concerning environmental issues related to protecting California's resources as related to transportation projects. Incumbents do field analyses; prepare environmental documents and technical studies, environmental permitting packages and regulatory permits; ensure compliance with various environmental laws and regulations; and conduct environmental protection, planning, and mitigation activities. Incumbents apply scientific methods and principles to analyze and evaluate available data on the effects of transportation projects on all aspects of the environment; prepare and review CEQA/NEPA and other technical documents to determine the effects; and implement mitigation strategies to lessen the impact of those projects.

Under the general direction of the Environmental Branch Chief, the incumbent is an interdisciplinary team member who must establish and maintain a professional working relationship with internal project delivery partners, various regulatory agencies, local partners and interested parties involved with Caltrans' projects. The incumbent must be solution oriented and will need to investigate innovative solutions to meet deliverables. This work requires strong oral and written skills with the specific ability to prepare technical reports as well as written and verbal correspondence. This position may require site visits, sometimes to remote areas, which may require driving a personal or state vehicle on public roadways or on uneven terrain.

This is a Limited Term position which may be extended to 24 months or become permanent.

Multiple positions may be filled from this recruitment.

Effective July 1, 2025, all Caltrans employees are required to be in the office four days per week with one telework day. While this position is advertised as "telework-hybrid," please note this updated work arrangement. The District 4 office is located in Oakland, CA.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltranss evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the supervision of a Senior Environmental Scientist (Supervisor), the incumbent will conduct analyses, gather scientific data, review and report on pesticides and other chemicals that effect the environment and the food supply. The incumbent is responsible for providing depositions and analytical expertise on disputed analytical results. The Environmental Scientist (ES) position is a single classification where the incumbent can be assigned any duties within the class concept.

Essential Job Functions:

Function #1 - Environmental Sample Analysis

•Analyze environmental and food samples, such as water, soil, foliage, produce, milk, swabs, biological materials, clothing, commercial fertilizers, and air using gas and liquid chromatograph coupled with various detectors such as mass spectrometer to obtain quantitative values of environmental contaminants including toxins, pesticides, and their metabolites.

•Conduct analyses and collect critical, realistic pesticide residue data for the local, state and federal agencies in their risk assessment and enforcement activities and to assist in developing pollution prevention strategies and assess regulatory requirements.

Function #2: Method Validation and Verification

•Review or revise existing methods, Standard Operating Procedures (SOP), and work instructions using established scientific techniques and methods to meet customer needs; determine the accuracy and validity of the methods on new matrices and on alternate technologies.

•Perform validation of analytical methods according to laboratory procedures and protocols to ensure established scientific techniques are followed, meet customer needs, and in compliance with ISO 17025 requirements.

Function #3: Environmental Sample Preparation

•Prepare environmental and food samples for analysis using appropriate extraction, clean-up, and digestion techniques to ensure sample quality meets the specified requirements in the SOPs.

•Prepare sample extracts following established SOPs to meet calibration range and linearity.

Function #4: Equipment Troubleshooting and Maintenance

•Perform basic daily routine maintenance of equipment as specified in equipment manual and laboratory procedures that meets client needs and complies with contract requirements.

•Perform and document troubleshooting and basic instrument repairs as specified in equipment manuals and laboratory procedures in order to ensure data quality.

The Center for Analytical Chemistry has free parking and is within walking distance of a light rail station.

The duties of this job are performed indoors approximately 100% of the time. Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy. The employee's workplace is the CAC which has laboratory equipment necessary for performing the required analyses. The employee has a desk space, books, and a computer necessary to perform required tasks. The building has an air-conditioning/heating system. The employee may be occasionally exposed to fumes, gases, or odors when solvents or acids are not properly placed in fume hoods. Noise levels near fume hoods may reach higher than normal level and earplugs or earmuffs are provided in these areas.

Department Information
The California Department of Food and Agricultures Inspection Services Division, Center for Analytical Chemistry (CAC) provides valuable services to California related to food and environmental safety issues including crop protection, farm worker safety, data gathering activities, and emergency response. The CAC uses state of the art equipment and processes to test fruits, vegetables, nuts, and animal fertilizer, to ensure that pesticide and chemical levels are within the safety range established by national and international standards. The CAC also serves the nation as a member of the Food Emergency Response Network (FERN). CAC's clients are comprised of local, state and federal governmental agencies that are responsible for monitoring the nation's food supply.

Special Requirements
This position requires a completed Health Questionnaire and Physician's Report prior to appointment.

**Job Responsibilities**

+ Cooks and prepare a variety of food according to production guidelines and standardized recipes
+ Sets up workstation with all needed ingredients and equipment
+ Prepares ingredients by measuring, weighing, mixing, chopping, trimming, and peeling food items
+ Safely uses a variety of utensils including knives
+ Operates equipment such as ovens, stoves, slicers, mixers, etc.

**Qualifications**
+ Experience as a cook or in a related role required

+ Demonstrates interpersonal communication skills, both written and verbal
