We are currently seeking a Senior Project Manager, Civil/Environmental Engineer to work in a technical support role with highly skilled professionals on diverse project teams that require site characterization, environmental investigation, state and USEPA regulatory interaction, remedial alternatives analysis, remedial design, and field support during remedy implementation and construction. Duties/Responsibilities In this position, you will: Serve as a key member of the environmental remediation group to work collaboratively with a passionate team supporting a wide variety of clients with complex and challenging investigation and remediation projects. Work collaboratively on all aspects of the project to address client goals and objectives; with primary focus on: Developing investigation design submissions for Superfund and New Jersey regulatory programs. Developing remedial design submissions for inclusion in bid packages. Developing remedial alternative analysis assessments and remedial action work plans. Preparing proposals, project report/deliverables, and regulatory compliance submissions. Oversee day-to-day management of multi-disciplinary project teams to develop complete site/civil/remediation design packages and permit applications for construction with a focus on project delivery, quality, financial performance, and health and safety. Lead large, complex, or high-risk projects with multiple integrated services, and ensure these projects are executed to meet project, client, and regulatory objectives. Hold primary responsibility for all aspects of the project lifecycle, including cost estimating and proposal preparation, scheduling, subcontracting, resourcing, project planning, execution, document preparation and review, and financial management. Demonstrate strong technical competence, knowledge of codes and regulations, and professional standards of practice to assigned tasks. Plan and direct environmental field observation and testing programs; including laboratory test selection and data evaluation. Lead development of technical approaches, specifically as related to preparing design-phase documents (design reports, design drawings, technical specifications), obtaining project permits, and implementing remedial construction. Manage and develop remedial alternative assessments and cost analyses, remedial action work plans, and construction cost estimates. Manage and implement treatability tests, pilot tests, pre-design investigations. Administer and/or manage construction-phase engineering support including submittals review, contractor pay requisitions, change orders, requests for information. Collaborate closely with the project team, supporting field teams, providing oversight, and observing health and safety processes and procedures. Regularly and effectively communicate with clients, partners, subcontractors, regulators, and other stakeholders. Regularly direct, coach, and support staff to ensure high-quality project execution, focusing on developing team skills for professional growth and delivering comprehensive technical reports and deliverables. Plan all work in accordance with company and client health and safety protocols. Demonstrate the company's foundational safety behaviors. Skills/Experience Minimum Skills and Requirements: Bachelor of Science in Civil Engineering or Environmental Engineering or related field. 8+ years of relevant experience in environmental regulations, environmental investigation, remediation design and compliance, along with environmental construction support experience. New Jersey PE license required, or ability to obtain reciprocity within six months of hire. Experience with the preparation of design plans, permit applications and technical specifications for remediation of New Jersey contaminated sites, including earthwork and site/civil aspects of remedial construction projects. Demonstrated experience in all phases of NJDEP investigation and remediation process. Experience with managing and evaluating large environmental data sets to develop conclusions and recommendations relative to remedial strategy. Experience managing all phases of environmental projects including delegation of work, schedule, cost, quality and client relationship. Strong organizational skills, attention to technical details, and financial acumen. Proficient computer literacy skills including use of the Microsoft Office 365 Suite (Word, Excel, PowerPoint, Teams, and SharePoint) and the ability to learn various software needed to support financial management, diverse project needs, and client requirements. Excellent written and verbal communication, and strategic thinking skills. Must be proficient at writing, reviewing and editing technical reports to meet scope and quality objectives and client expectations. Advanced knowledge of the local, state and federal regulatory landscape and proven negotiation skills with federal, state and local regulators. OSHA 40-Hour HAZWOPER training and refresher updates, and strong commitment to safety. Preferred Skills Master's degree in Civil/Environmental Engineering or related field. 4+ years of project management and financial management experience. Proficient with Microsoft Project and CAD/Civil3D and GIS software Construction and/or construction management experience with civil and environmental projects. The salary range for this position in Cherry Hill, NJ and Princeton, NJ is $120,000 - $40,000 annually . Actual compensation will be based upon a variety of factors such as education, related work experience, certificates, skills, and current market conditions. The Experienced Environmental Engineer will provide technical assistance and guidance for multi-site/phase environmental engineering projects, and environmental permitting projects. The Project Engineer will assist project leadership with environmental site assessment, development of remedial/corrective measure strategies, selection and design of remedial alternatives, and oversight of construction activities.

Typical responsibilities will include the following:

- Candidate shall assist in the development, design, and distribution of communications outreach materials for use by TSA personnel, other government personnel, and the public.

- Candidate shall conduct Environmental Management System (EMS) conformance Compliance Audits and Supplemental Compliance Audit Procedures. Familiarity with ISO 14001 standard is desirable.
- Candidate shall assist in the development, review, and update of Environmental Program training content to support On-line Learning Center (OLC), eLearning, In-Class, Seminars. Candidate shall have aptitude for conducting environmental training in-person and online.
- Candidate shall review state and local environmental regulations that may impact TSA operations and facilities and recommend, as necessary, modifications to the environmental compliance requirements.
- Candidate shall monitor federal environmental laws and amendments proposed regulations and rule makings to identify any that may impact TSA operations and facilities. Once identified, the contractor shall provide TSA an assessment of the potential impact(s) and recommendations for addressing the impact(s).
- Candidate shall assist in the development, design, and distribution of communications outreach materials for use by TSA personnel, other government personnel, and the public.
- Candidate shall be responsible for assisting with the development or acquisition and maintenance of any necessary reports, plans, licenses, or permits, and for assistance with compliance with any applicable state and local laws, codes, and regulations in connection with the performance of this contract.
- Candidate shall provide emergency response support immediately as practicable related to reporting environmental leaks or spills, as necessary, in response to an environmental leak or spill at TSA locations.
- Candidate shall provide assistance support for external environmental or fire marshal inspections.
- Candidate shall support the implementation of continual improvement and increased efficiency initiatives. These initiatives are defined as project or activities conducted by a limited number of TSA facilities or operations to assess the effectiveness and viability of a programmatic, procedural or technology change in support of TSA environmental management activities for continual improvement and increased efficiencies.
- Minimum of 1 year in related experience in environmental work is required, including familiarity with hazardous materials and hazardous waste regulations.
- Bachelor's Degree in an environmentally related field is required.
- Must have the ability to work in a dynamic environment and effectively interact with numerous civilian personnel and industry partners.
- Working knowledge of Microsoft Office (Word, PowerPoint, and Excel).
- Possess a high degree of originality, creativity, initiative requiring minimal supervision.
- It is expected that the Candidate will be required to travel as tasked to support the program. Possible travel includes various airports within all six TSA regions to provide support services to TSA operations CONUS and OCONUS. Additional TSA field locations may be required. Candidate must be willing and able to support travel requirements.
- Clearance: A Public Trust background check is required, and a Public Trust clearance must be granted before access to the System or other TSA resources is granted.
