Farmersville is a small incorporated community with a population of 11,900 located between Visalia and Exeter in eastern Tulare County. The community is located about 36 miles from the entrance to Sequoia National Park and about 90 miles from Yosemite, which offers some of the state's finest mountain and recreational areas. Farmersville's first school house was built at the southwest corner of the Four Corners. Summary:

The OSP Project Manager oversees and coordinates the planning, execution, and completion of outside plant (OSP) projects, working closely with contractors, vendors, and internal teams to ensure projects are delivered on time, within budget, and to the highest quality standards. This role involves managing multiple large-scale fiber optic construction projects, ensuring compliance with industry regulations, and maintaining effective communication with stakeholders. The OSP Project Manager plays a pivotal role in advancing Race Communications' mission to bridge the digital divide by delivering reliable, high-speed internet services to underserved rural and urban communities.

Qualifications and Experience:
  • Eligibility for US Employment without sponsorship
  • Minimum of 18 years of age
  • High School Graduate, GED, or equivalent required• A valid driver's license, subject to successful verification through a DMV check, is mandatory

  • 3+ of experience as an OSP Project Manager, or in an equivalent position
    is required
  • Work experience in the telecommunications industry is preferred
  • Comprehensive knowledge of G.O.95 (General Order 95) rules and their application in outside plant (OSP) construction and maintenance projects
  • Class A or B commercial driver's license preferred but not required
  • Proficient in Microsoft Applications, Google Earth (KMZs), AutoCad, Excel
  • Ability to travel to multiple work sites, work overtime, weekends, holidays, or off hours as needed
  • The ability to effectively communicate in English, including speaking, reading, writing, and comprehension, as necessary for effective job performance and workplace communication
Skills:
  • Proficient use of MS Office applications including Teams, Word, Excel, and PowerPoint; teleconferencing applications
  • Functional use of common office equipment, computers, and office software
Essential Duties and Responsibilities:

Project Manager:
  • Manages multiple large-scale fiber optic construction projects from initiation to completion, ensuring all deliverables are met with high quality and precision
  • Directs and coordinates the efforts of OSP support teams, contractors, and vendors, fostering collaboration to achieve project goals
  • Organizes and leads recurring project meetings to align cross-functional teams, track progress, address challenges, and maintain a clear focus on objectives
  • Conducts final inspections and punch walks to ensure project standards are met, creating detailed punch lists and overseeing the completion of close-out packages
  • Ensures that all fiber project milestones and deliverables are completed on time, adhering to established schedules and budgets
  • Directly supervises projects to ensure adherence to program timelines, budget constraints, and record-keeping requirements
Documentation and Reporting:
  • Collaborate with OSP staff to develop and manage purchase orders, audit invoices, and maintain accurate final-as-built documentation for projects
  • Manages daily interactions with construction vendors to streamline the construction, maintenance, and repair of OSP infrastructure, ensuring all activities align with project objectives and regulatory requirements
Stakeholder Communication:
  • Serves as the primary interface with customers, subcontractors, jurisdictional authorities, and internal teams to ensure clear and effective communication throughout the project lifecycle
  • Attends and contributes to customer meetings, which may require in-person engagement and travel to client sites and construction locations, ensuring all client expectations and requirements are met
Vehicle Maintenance and Travel:
  • Maintains vehicle/equipment pre-op/post-op to be prepared to perform required duties
  • Maintains a clean driving record as defined by the current fleet insurance underwriter
  • Spends a significant portion of the workday traveling in a vehicle visiting various locations and spending time both indoors and outdoors, including businesses and/or residents depending on the nature of the job
  • May be required to work overtime, after hours, on weekends, for emergencies, or be on-call as needed to ensure work is completed
Safety Awareness and Compliance:
  • Observes hazards and reports any concerns or accidents to a supervisor or safety professional; participates in the investigation process as needed
  • Understands, completes, and signs off all pre-job safety planning tools at the start and end of the shift; completes all required safety-related paperwork
  • Understands and responds appropriately to all safety hazards and warning devices (e.g., back-up alarms, smell of smoke, fumes, odors, different colored warning tags, warning sirens)
  • Upholds a secure work environment by adhering to regulations, procedures, and company policies, ensuring safety standards are consistently maintained
