Summary:

The goal of the Quality Control and Safety Manager is to support the prevention of any cure notices or contract deficiency reports and to eliminate/minimize any safety issues from occurring. The Quality Control and Safety Manager will oversee all quality assurance and safety initiatives across Unique Cleaning Service, Inc.'s contracts, ensuring strict compliance with OSHA and FAR regulations, safety data sheets, and internal policies. Reporting to the Director of Contract Operations, this role will audit contracts, manage safety training programs, and drive operational improvements. The position requires 50% or more travel to sites and includes telework opportunities. As part of the kickoff/initiation team, the Quality Control and Safety Manager will develop SOPs, policies, and "get well" plans for contracts that require corrective action. This position will also manage several sites and support the execution of periodic services and complete other tasks as directed.

Duties/Responsibilities:

Quality Control & Safety Oversight:
  • Conduct audits on all contracts, ensuring adherence to OSHA and FAR clauses and standards, and company policies.
  • Develop tracking protocols to ensure periodic services are performed in accordance to contract requirements, including subcontractors.
  • Develop and implement quality assurance programs to maintain consistent service standards.
  • Oversee and update Safety Data Sheets (SDS) for compliance across all service locations.
  • Moderate safety measures at job sites, providing recommendations to minimize risks.

Training & Compliance Management:
  • Ensure staff receives up-to-date safety and operational training.
  • Develop company-wide Health and Safety Plan, Standard Operating Procedures (SOPs), and policies to enhance contract compliance.
  • Lead employee education initiatives on safety regulations and quality control protocols.
  • Develop Quality Control Plans (QCP's) supporting bid proposals in accordance with relative statement of work.
  • Provide weekly QC and safety compliance reports to Director of Contract Operations. Ensuring all incident reporting and mitigations are tracked. Non-compliancy issues of safety or security will be reported immediately.
  • Ensure any required certifications are up to date and managed.

Government Relations & Contract Auditing:
  • Ensure compliance with government regulations related to contract requirements; and stay abreast on any upcoming changes. maintain knowledge and awareness of the latest developments.
  • Serve as a key point of contact for government contracting officials regarding safety and quality control matters, as needed in support of the Operations Support Managers.
  • Establish and monitor "get well" plans when operational standards need improvement.

Customer Relations & Operational Support:
  • Communicate with customers, addressing safety concerns and contract compliance issues.
  • Collaborate with Operations Headquarters and travel to sites for on-site assessments.
  • Work closely with the Director of Contract Operations and Operations Support Managers (OSMs) to resolve customer concerns related to safety and quality.

Business Development Support:
  • Provide support by providing responses, charts, data, etc. to be considered for our technical responses.
  • Be aware for opportunities for on contract growth (OCG) and share that info with the Business Development Team.
  • Conduct site visits to support our technical responses

Required Skills/Abilities:
  • Strong understanding of OSHA regulations and safety compliance requirements.
  • Experience in government contracting and janitorial service industry standards.
  • Excellent auditing, problem-solving, communication, and leadership skills.
  • Ability to manage training programs, develop policies, and implement process improvements.
  • Proficiency in business software and safety data management systems.
  • Provide documentation to show authorization to work and identity i.e., REAL ID compliant drivers license or ID Card (required to enter federal facilities)

Desired Qualifications:
  • Certifications related to quality control, safety management, or OSHA compliance.
  • Ability to obtain necessary security clearances. Prior experience in government contract administration.
  • Ability to read, write, and speak English. Spanish (if possible).

Education and Experience:
  • Bachelor's degree in Business Administration, Occupational Safety, related field equivalent experience.
  • Minimum of four years of relevant experience in quality assurance, safety management, or government project management.

Physical and Travel Requirements:
  • Ability to sit for prolonged periods and work on a computer.
  • Must be able to lift 15 pounds occasionally.
  • Able to use floor equipment necessary for stripping and waxing.
  • Able to use carpet cleaning machines and extractors.
  • Travel to project sites and events as required ( Up to 50% or more).

**GENERAL POSITION SUMMARY**
The Quality Control Manager is responsible for ensuring the adherence to quality standards and protocols in all construction and industrial services projects. This position plays a crucial role in maintaining the quality of AIS Infrastructure's deliverables, ensuring customer satisfaction, and promoting a culture of safety and excellence.
**MAJOR DUTIES & RESPONSIBILITIES**
+ Develop and implement quality control procedures and guidelines for construction and industrial services projects.
+ Conduct regular inspections and audits to assess compliance with quality standards and specifications.
+ Identify and address any quality issues, non-conformities, or deficiencies in construction processes, materials, or workmanship.
+ Collaborate with project teams to establish corrective actions and preventive measures to improve quality performance.
+ Review project plans, drawings, and specifications to ensure alignment with quality requirements.
+ Provide guidance and support to project teams regarding quality control practices and requirements.
+ Conduct training sessions to enhance the understanding of quality standards and procedures among project personnel.
+ Monitor the implementation of quality control measures throughout the project lifecycle.

**EDUCATION, KNOWLEDGE, SKILLS & ABILITIES**
+ Ability to obtain and maintain security clearance to access secured facilities, including military bases.
+ Bachelor's degree in Civil Engineering, Construction Management, or a related field.
+ Relevant certifications in quality control or quality management (e.g., Certified Quality Manager, Certified Quality Engineer).
+ Minimum of 3 years of experience in the construction industry, with a focus on quality control is generally required to be successful.
