Job Description
The Manager of Projects has overall responsibility for the technical, budget, schedule, managerial, administrative and financial execution of all projects to which Project Management procedure OPM-PRO-0001 applies. The Manager of Projects reports to the Senior Vice President, Vice President Operations, Vice President Offshore or the delegated representative. The Manager of Projects position is a management-level position, with both technical and management responsibilities.
Schedule and Location:
- The position has a hybrid work schedule consisting of Tuesday through Thursday in the office. Monday and Friday provide the option to work remotely or from the office.
- This open role is located at our modern ten-story corporate headquarters in Spring, Texas.
- Assumes the lead role in the development of budgets, schedules, and profit objectives for assigned projects subject to approval from Senior Management to ensure projects remain within requirements of the specific contract.
- Assumes the lead role in negotiating budgets, schedules, project terms, and conditions on specific proposal opportunities.
- Works to establish staffing requirements in support of project execution plan.
- Assures projects are set up and project management files are established and maintained in accordance with established ABS procedures.
- Provides direction to and oversight of the Project Managers on team.
- Reviews project metrics to ensure that execution is within approved budget, schedule, and in accordance with company quality requirements.
- Communicate effectively with internal and external stakeholders, managing expectations and resolving conflicts.
- Actively monitors client feedback and service delivery status and serves as a supplementary point of contact for clients on assigned projects.
- Appraises the performance and development potential of direct subordinates and recommends appropriate compensation adjustments.
- Coordinates with Financial Services Group, Operations, and Engineering to assure that payment on outstanding invoices are forthcoming in a timely manner.
- Works with Financial Services Group, Senior Leadership in Operations to establish department headcount requirements and annual budget targets for revenue and contribution margins.
- Provides oversight of time charge records, expense reports, invoice approvals, and collections status notices in accordance with company procedures.
- Drive innovation in project management processes, tools and methodologies to enhance efficiency and effectiveness.
- Ensure projects align with organizational goals and contribute to overall strategic objectives.
- Establish and communicate the vision for project management within the organization.
- Leading organizational change initiatives to enhance project delivery capabilities.
- Engage with executive leadership to influence business planning and decision-making.
Education and Experience
- Bachelor's degree from an accredited university, preferably in Engineering, Business Management, or a related field.
- An advanced degree or comparable on-the-job experience is also required.
- Experience with enterprise-level, industry-standard Project/Portfolio Management (PPM) tools.
- Clarity and conciseness in oral and written communications; demonstrated capability to produce effective presentations for technical and non-technical audiences.
- Strong interpersonal skills to achieve process changes and departmental goals within a matrix organization; ability to communicate appropriately and work well with others at all levels of the organization.
- Ability to assess organizational, administrative, and project management skills and bring solutions and concrete actions to bear in areas needing assistance.
- Excellent project management and organizational skills; proven track record of successful enterprise-level project results.
- Must be an intelligent, articulate, and persuasive leader who can serve as an effective member of the senior management team and who can communicate project management-related concepts to diverse audiences.
- Strong knowledge of theoretical (PMBOK) and practical aspects of project management.
- Knowledge of and experience with Software Development Lifecycle (SDLC).
- Ability to know the ABS Health, Safety, Quality, and Environmental Management System.
- Project Management Professional (PMP) certification or formal education in Project Management desired
Reporting Relationships:
Depending on geography reports directly to the Project Management Office or the VP of Application Services. This position may have direct reports.
Base Salary Range:
$105,000 - $145,000 per year (depending on experience and qualifications)
Working Conditions:
Work will generally be performed in an air-conditioned office environment. A member of the clerical support staff will provide assistance. May be required to travel occasionally. Occasionally, you may have to lift between 5 and 15 pounds.

Joint Venture Projects Support Division (JVPS) under Fuels Strategy & Capital Planning Department (FS&CPD) is responsible for providing oversight and support to company affiliates projects within Downstream Fuels portfolios. This includes providing an independent view to decision makers on project progress, identifying areas of improvement and recommending corrective actions.
Your primary role is to lead and conduct project execution capability assessment or project health check assessment to identify gaps that will impact project execution. You are also going to provide project management consultations to project teams as required.
Key Responsibilities
As the successful candidate you will be required to perform the following:
- Conduct project execution capability assessment or project health check assessment for joint venture projects and present the outcome to the project sponsor.
- Analyze projects performance and present results to the project team and project sponsor.
- Prepare reports to analyses project progress in development or execution stages
- Facilitate project risks analysis.

The Project Management Co-ordinator will provide project co-ordination and administration support to the Change Management Leader and Change Management Leads on all matters related to the organisational change project.
The remit of this role is broad and the high-profile nature of the position will provide a challenging and stimulating opportunity for the right individual.

Key Duties:
- Preparation of weekly meeting presentation packs;
- Close liaison with change managers on the progress of their allocated change plans and actions;
- Providing feedback to Change Lead on any issues or matters resulting in project slippage or advising on concerns in need of action;
- Offering pro-active solutions to get project scope back on track when specific areas fall off schedule;
- Provide co-ordination support to the wider Change Management Team;
- Assist the Change Leader in scheduling and tracking the weekly Change Management meetings;
- Assist the Change Leader in the formulation, tracking and distribution of meeting actions.
The position carries significant responsibility and requires a self-starter with impressive organisational, communication and co-ordination skills, an excellent work ethic and a commitment to consistently deliver high-quality, detailed and accurate work. The role demands a driven and committed candidate ideally from a Project Management / Co-ordination background. The candidate will be an innovative, pro-active thinker who will not only react to current situations but also anticipate future issues.

About the Role Reporting to the Vice President of Engineering and Construction, the Director of Project Management and Construction will lead integrated, complex, multi-disciplinary teams and projects. Collaborates with the Construction, Engineering and Development teams to determine project team resource needs for assessing the size, duration, scope, and complexity of the project. Responsibilities Lead a team that manages a large development pipeline and projects in execution and advise senior management in decision making. Provide highly competent technical leadership with minimal oversight for assigned projects resulting in successful project delivery. Effectively communicate project expectations to team members and stakeholders and provide them with appropriate direction and focus to ensure alignment of project goals and objectives in accomplishing tasks and activities. Coordinate project workflows across multiple departments including Development, Engineering, Procurement, Energy Marketing, Operations, Finance and Groups internal or external to Repsol Renewables to ensure overall compliance with the project objectives, contracts, budgets and schedules. Proactively manage the execution of project contracts and perform review and approval of change orders and invoices. Deliver project financial management resulting in consistently profitable work. Assure the timely execution of the project within the established schedule and budgetary constraints and in compliance with safety, reliability, quality and regulatory requirements. Responsible for all project deliverables and baselines including schedule, cost and revenue budgets and cost forecasts from PO award through contract closure. Manages projects delegated by leadership including, but not limited to, business planning and development, strategic planning, financial analysis, development of affiliations and contracts, medical staffing, facilities planning and construction, and operations planning and development. Monitors progress against plan and budget. When necessary, adjust the plan with approval of project sponsors. Analyzes issues and data related to projects and presents findings to leadership for effective decision-making. Coordinates team goal preparation and writing, coordinates the tracking of progress and reports updates to executive leadership quarterly. Suggests and initiates improvements to team processes to improve efficiency and communication between work teams. Offers project management and operations services both internally and externally. Actively participates in task forces and director-level committees. Represents leadership or any of their areas of responsibility on multidisciplinary teams. Consults with and provides guidance to senior leaders on issues that cross multiple departments within areas of responsibility; involves others within these areas as needed. Acts as a single point of contact for the life cycle of the project. Leads all internal and customer meetings to identify and control scope, schedule and budgets. Ensuring adherence to policies, procedures, government regulations, and customer specifications; ensuring the documentation of project activities and deliverables. Qualifications Bachelor’s degree from a 4-year accredited college or university. Preferred degree in engineering or construction. 15+ years of project management and construction experience, with at least 7 years in renewable energy projects. Extensive wind experience is required Extensive knowledge of wind energy technologies and photovoltaic technology is required. In-depth knowledge of contracts, contracting strategies, and negotiation abilities. Network of industry professionals in the space.
