The Construction Foreman takes a hands-on leadership role on the job site ensuring prompt, efficient progress of the work. The Foreman determines priorities for work to be done, sometimes on their own initiative and authority, but more often based on needs communicated by management.
Job Duties:
- Heavy equipment operation - Track hoe, backhoe, (ability to install sheet piling a plus), rental equipment and materials scheduling and call off.
- Direct and run the project which includes piping and the installation of the tanks and related project materials.
- Communicate to the Installation Manager any specific requirements for completing the project in a safe, timely, and profitable manner.
- Communicate with the customer or their onsite representative the requirements or issues that may arise on the job site.
- Ability to read and understand applicable plans and specification, environmental regulations, fire and building codes that must be enforced on the site.
- Attend the following meetings (as applicable):
- Pre-Construction Meetings
- Safety Meetings
- Selected training sessions as directed by the Installation Manager
- Keep accurate daily records on each job. This should include, as a minimum, a record of all tests, inspections, the daily progress on the job, visitors to the job and situations that may affect the schedule in a negative way.
- Set an example for your crew members by reporting to work on time and in proper uniform.
- Supervise the daily activities of the crew.
- Plan for tomorrow.
- Take opportunities to train the crew so that each member is able to take on increasing responsibilities.
- Enforce all mandatory safety rules:
- Be aware of potential hazards and correct any of these situations.
- Require the use of the proper personal protective equipment by all crew members and subcontractors.
- Hold weekly job-site safety meetings.
- Ensure a positive Company image including the following:
- The personal appearance of each crew member should be clean and in compliance with Company Policy.
- Each vehicle must be clean and orderly.
- The job site should be kept orderly and free of safety hazards. Treat the site as if it is your own property.
- The job site sign should be kept clean and in good repair.
- The conduct of each crew member should be professional and courteous.
- Maintain all vehicles in compliance with departmental preventive maintenance policies. Do not allow unsafe conditions to exist on the vehicles. Vehicles should be washed and cleaned weekly. Operate all vehicles in a safe manner.
- Work will include after-hours
- Able to work in all weather conditions - significant portion of the work is done outdoors
- Willing to travel, up to 50-60% of the time
- Highschool Diploma or GED required
- 5+ Years of experience in piping and products experience REQUIRED.
- Must possess a valid driver's license and be able to safely operate a construction truck and tow small trailers when needed.
- Must be able to meet company's employment requirements, which includes passing a drug screen, criminal background check, and MVR, if driving for the company

Job Summary:
The Construction Field Supervisor will report to the Utility Construction Manager and will be engaged in the project during the construction phase of Construction Projects for substations and transmission lines through final commissioning and closeout phases. Below is list of activities the Construction Field Supervisor may be involved in throughout the life cycle of a project from initiation to final commissioning and closeout. Project scopes vary as will the roles of a Construction Field Supervisor for each project.
Job Duties and Responsibilities:
• Participate as a member of project teams to assist others in the development of project scope, project cost estimate, project schedule
• Participate on site field / scope visits
• Assist others in developing schedule including critical paths
• Assist others in developing detailed construction plans and identify outage requirements to implement new facilities
• Assist in developing construction contract bid packages; review responses and participates in vendor selection. Attend pre-bid meeting with contractors
• Participate in design constructability reviews
• Participate in developing a detailed construction plan, which includes a list of outages, exact work dates, and construction resource requirements
• Ensure that contractors are in compliance with Utility Company mandated safety training
• Coordinate with survey and soil boring crews as needed
• Ensure all necessary permits from ROW and or Environmental groups are in place prior to the start of construction
• Participate in Contractors Pre Construction/Safety Kickoff meeting to outline what is expected of contractor
• Ensure contractor inventories all material delivered to site. Work with contract design engineers when deficiencies are noted
• Safety - Tailboard conference attendance/review, JSA development/review, observations/hazard analysis, monitor contract crew members to have Substation Awareness training, monitor skills abilities of contractors for task, mental and physical state, public exposure, accident/incident reporting
• Monitor and report theft or illegal activity
• Ensure contractor activities do not compromise system reliability
• Ensure expected quality is achieved by contractor in field
• Ensure project work is maintainable by the Utility Grid Operations at end of project
• Ensure project work does not hamper the Grid Operations maintainability of existing equipment at site
• Protect the Utility position in relation to environmental issues
• Coordinate with Environmental Contractors on the sampling and removal of oil from devices taken out of service
• Coordinate with the Utility Environmental Group and specified Contractors on any environmental concern and/or clean-up activities due to spills of any type
• Coordinate with the Utility Environmental Group and specified Contractors on all Storm water Management activities
• Ensure that SWMPP (substation work management project plan) is in installed and maintained as designed
• Ensure that SPCC (Spill Prevention Controls & Countermeasures) are in effect and maintained properly.
• Identifies and addresses all project safety hazards and environmental concerns. Responsible for monitoring and routine reporting on project construction schedule and cost
• Perform quality assurance checks during construction
• Ensure that SWMS (substation work management system)/Asset Data forms, and corresponding photos are completed for all equipment being installed and/or removed
• Monitor schedule and progress versus requested in service date
• Ensure contractor returns excess material to stores and that it is credited to the job. "Follow the Material Return Process"
• Work with investment recovery in the salvage of conductor. "Follow the Investment Recovery Process"
• Be with the construction crew first thing in the morning to kick off the work day
o Ensure the Safety of self, public and all team members
o Proactively identify and address safety issues and provide input to mitigate the hazards
o Assist in crews JSA and Tailboards
o Discuss work activity for the day
o Discuss any material issues
• Be Environmental Stewards
o Ensure permit requirements are adhered to while performing work
• Work with engineers to:
o Provide input to scopes, estimates, schedules, constructability meetings
o Coordinate material deliveries and landowner access
o Perform QA/QC activities on all phases of the project
o Log construction progress and keep field notes
• Ensure as-built documentation is done and work complies to Utility Company Standards
Qualifications (Knowledge, Skills and Abilities):
• Requires ten (10) to fifteen (15) years' experience in the Electric Utility Transmission or Distribution.
• Must be knowledgeable and be able to interpret and cite OSHA regulations and provide guidance to construction crews and upper management on the proper application of these regulations in the workplace.
Working Conditions:
• Work is primarily conducted at Project Construction Sites within Utility Company service area (may require occasional travel to other services areas). This might include electric Substations, Transmission and Distribution lines.
• Interaction with other team members, as well as supervisors and client personnel.
• Must be able to wear safety equipment as required by the safety department for personal protection.

ADDITIONAL INFORMATION:
Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.
The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
Incumbent is entitled to 25% Post Differential pay.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.
The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
Incumbent is entitled to 25% Post Differential pay.

- Allocate approximately 90% of his/her time performing observations/safety audits.
- Perform periodic audits of Critical Behaviors (Behavior Based Observations), Operating Disciplines (OD Audits), Safe Work Permits, Lock Out Tag Out, and Safety Task Analysis Cards and other tasks required by the scope of the assignment.
- Perform periodic audits of work activities to verify work is being performed safely and within the scope of applicable SWP, LOTO, STAC, etc. documents.
- Perform daily housekeeping audits for identification/correction of hazards.
- Act as single point of contact to customers.
- Assist in the development and management of safety technicians.
- Coordinate with EH&S representatives to complete any required tasks in a timely manner.
- Immediately communicate any significant EH&S issues to the responsible Client representative and to Total Safety Management as required. Able to make recommendations for improving site safety performance.
- Provide support to shift /field supervisors on all safety related issues.
- Coach Operation/ Contractor personnel on hazard awareness/recognition.
- Attend / conduct regularly scheduled EH&S Team meetings and safety meetings e.g., net meetings, tailgate meetings, shift change meetings
- Utilize Safety Technician "Activity Log" to document daily safety activities. Submit completed activity log electronically to the Total Safety Manager upon completion of project or as required.
Skills and Experience:
- The Lead Safety Technician must display a thorough understanding of all federal, state, local, company and client regulations. The ability to recognize hazardous situations and recommend corrective measures is essential.
- Computer literacy must be sufficient to communicate effectively through emails and prepare written reports and summarize observations, prepare incident reports and statements, basic spreadsheets and time and expense reporting.
- Employees will be required to climb and work from ladders, scaffolds, and elevated platforms. The scope may require climbing access ladders on plant equipment to various heights. At times, the employee must enter several types of process equipment where work is being performed. Work will occur on hard and uneven surfaces like gravel, asphalt, and cement. Where excavations are present soil conditions will be slippery at times and change as work progresses throughout the project. Work will occur in all weather conditions in an outdoor environment. Some projects require work at night.
- Employee will be required to perform the scope of the assignment while wearing the appropriate personal protective equipment, including but not limited to flame retardant clothing, chemical suits, respirators, breathing air equipment, rescue harness, safety harness with lanyards, hardhats, and other equipment required for personal safety.

Responsibilities:
- Oversee all aspects of construction project from planning to implementation
- Allocate resources for assigned projects
- Supervise onsite personnel and subcontractors
- Interface with project inspectors, contractors, architects, engineers, city and county officials, and clients
- Negotiate with contractors to receive reasonable order costs
- Maintain high standards of workmanship that adhere to original plans and specifications
