The FEMA Disaster Management Construction Specialist:

• Schedules and conducts site inspections with applicants, performs accurate quantification and detailed descriptions of disaster related damage, takes photographs and completes sketches of sites.

• Engages technical specialists when appropriate throughout the process.

• Obtains the applicant representative’s agreement that all disaster-related damage was described and quantified correctly, provides the completed site inspection information in a timely manner, develops scopes of work using code and standard requirements, and works with the applicants to prioritize their projects and meets regularly on the status.

• Evaluates applicant-provided cost claims for reasonableness to report to FEMA regarding claim eligibility. Participates in and assists with the development of the final determinations while participating in regular FEMA meetings.

• Must be a U.S. citizen and be able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.

• Performs other duties as required.

We are seeking an Inten who can work full-time in Houston during the summer and remotely part-time once fall classes begin.

RESPONSIBILITIES

• Assist team with Standard of Care and Construction Defect Analysis
  • Log and organize documentation from technical evaluations, testing and instrumentation, quality control and quality assurance, bidding, contract administration, construction observations, building science, material science, and other components/systems related to building design and construction.
  • Perform data review and analysis utilizing analytical skills with acute attention to detail and ability to see the bigger picture.
  • Analyze contract documents and other data, and report findings to other team members.
• Assist team with creation of narratives, demonstratives, presentations and other deliverables for clients.
  • Create and use MS Excel to develop pivot tables for logging and organizing data.
  • Utilize SketchUp, Adobe Pro, or other utilities to develop demonstratives.
  • Assist with the preparation of critique reports examining the conclusions of other experts.

QUALIFICATIONS

• Currently pursuing Bachelor's degree in architecture or engineering (architectural, building science, civil, structural, or mechanical); Master's degree preferred, from an accredited university or college.
• Expected graduation date before September 2027.
• Eligibility and desire for professional license (professional engineer or registered architect) preferred.
• Excellent written and verbal communication skills
• Strong skills using relevant software tools: MS Office Suite (Word, Excel, PowerPoint, TEAMs, SharePoint, Access) and BlueBeam or Adobe Pro.

JOB DESCRIPTION:

Blue World Construction is seeking highly motivated, self-starters for the position of Construction Technician. The desired candidate must have previous hands-on construction experience with construction-related field activities such as process piping, working on heavy construction sites, exposed to HDPE butt/electro-fusion welding, above and below ground pipe installation, basic masonry skills, welding of pipe and structural steel and repairs, rigging and fabrication, and working varied shifts in the field under various climates. This is a true 'jack-of'all-trades' position. The ideal candidate must have a good work ethic, a willingness to learn new skills, have a team mentality, and must be safety-oriented in all situations and environments. The candidate will be required to take direction from the project manager(s) and site superintendent, and work independently as well as potentially lead small crews in various tasks. This position requires an ability to perform various types of skilled labor as well.

QUALIFICATIONS:

• Construction Experience – 3-5 years preferred in remedial, process or civil/site construction, process installation, and site work preferred; 1 year required of piping and construction

• Driver's License – Required – in good standing

• Office is in Houston area, but be willing to travel around TX as needed - per diem and mileage compensation provided when more than 1.5 hrs from Houston office

• Education – high school or equivalent required

• Experience - we need multi-talented individuals that have experience, and are willing to gain additional experience in installing process pipe, HDPE, welding, rigging, equipment operation, installing equipment, carpentry, painting; HDPE fusion beneficial

• Performing heavy construction, process construction and environmental remedial construction projects in line with company standards

• Using hand tools and construction equipment safely and efficiently

• Performing activities outside of typical construction tasks. Experience that is beneficial to have for this position: working with mechanical, pipeline work, electrical, fabrication, masonry, plumbing, and rigging; ability to troubleshoot small engines and equipment, as well as welding preferred.

• Primary role is Field Technician, performing construction-related field activities.

• Requires hands-on work effort in most cases, and ability to adapt to changing conditions quickly and safely

• Travel outside TX may be required, including support on projects for our NJ and AZ offices

Minimum education/experience requirements:

• High school diploma at a minimum or equivalent required. Associates degree in science/technology preferred. Certifications for welding and rigging preferred.

CERTIFICATIONS:

• OSHA 40-hour HAZWOPER training certification and any current updates are preferred

• Additional certifications such as OSHA 10- or 30-hour Training, Competent Person, MSHA, etc. preferred
