Purpose

Responsible for the procurement process, preparation, submission, and maintenance of contractual agreements and related processes pertaining to construction projects managed by PDC.

Responsibilities
  • Proficient in competitive solicitations and the resulting contracts, state procurement requirements, and departmental processes to perform job duties and provide technical support to PDC staff and other university departments.
  • Coordinates solicitation and contract document distribution and quality control with Project Managers, Professional Service Providers, HUB Staff Associates, and Project Specialists.
  • Prepares competitive solicitation award contracts for execution, routing, and retention. Review contract documents for quality control and compliance with state procurement regulations and Campus Operations processes.
  • Updates Contracts Database and LBB website with contract award information. Database entry and report generations.
  • Schedules and coordinates multi-task projects in an evolving and deadline-driven environment to maintain timely completion of contract functions. Use computer applications Windows PC, Word, Excel, Outlook, Define, UT Works and the contracts database.
  • Provides technical, contracting, and accounting support for PDC staff. Works independently and as a team member with other contracting staff, project managers, the HUB coordinator, and other professionals on PDC projects.
  • Coordinates Contract-related events, including networking with PMs, training sessions, orientations, etc.
  • Other related functions as assigned.
Required Qualifications

High school graduation or GED. Five years of purchasing or contracting experience. Experience in a deadline-driven environment working on multiple projects. Three years of experience in Microsoft Office software. At least one year of experience with database entry. A minimum of one (1) professional contracting certification must be attained within twelve months of appointment to the position. Once attained, certification must be maintained active in this position for the duration of time.
Experience using excellent communication, collaboration, and organizational skills, with an ability to manage multiple simultaneous activities in a complex environment.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Bachelor's degree or additional education in contract management or related field. Four or more years of experience in the State of Texas, Higher Ed contracting process. Advanced work skills in typical office software packages, including merging, formatting styles, templates, and Excel-linked workbooks. Two years of experience in the preparation of contracts and competitive solicitation process. Experience in the State of Texas contracting and procurement process. Professional certification in procurement/contracting, such as Certified Texas Contract Developer and/or Certified Texas Contract Manager. Experience in the construction industry, architectural, or engineering processes. Familiarity with UT-specific programs such as UT Works (Assetworks - AiM) and DEFINE.

Job Description

As a Senior Engineer on our Data Center Civil Team, you will be a part of the firm's largest and most complex projects. You will serve as a project manager on some projects and lead design engineer on others. Prepare planning and design documents, process design calculations, and develop and maintain team and client standards. You may lead quality assurance/quality control and act as an advisor on complex projects. You will also coordinate with other Olsson teams, professional staff, technical staff, clients, and other consultants.

You may travel to job sites for observation and attend client meetings.

Olsson currently has several opportunities for a Senior Civil Engineer to support our Data Center Civil team. This role offers flexible work options, including remote and hybrid opportunities, to accommodate diverse working preferences and promote work-life balance. Candidates can work hybrid schedules, remotely, or work out of any Olsson office location.

$113,000-$73,000USD

Key Responsibilities
  • Perform full take off by scraping plans, counting fixtures and electrical equipment and entering information into the estimating system

Description
Under limited supervision, this position within the department of Utilities and Environmental Services, Transportation, Planning and Development Services, or other, is responsible for performing engineering and project management activities in support of engineering projects, including management of the design, bidding, and construction of projects and development of design plans to meet city standards.

  • Analyzes proposed engineering, transportation, and public infrastructure associated with private development and/or capital improvements.
  • Reviews plans and specifications for private development and/or capital improvement projects for compliance with health, safety, and welfare requirements.
  • Facilitates the design and issues approval of proposed or commissioned projects.
  • Responds to citizen and stakeholder inquiries and concerns.
  • Reviews and/or manages assigned projects, which includes: attending and managing project related meetings, reviewing plans and making recommendations for alternative design; reviewing studies (flood, wastewater capacity, TIA's etc.) with the assistance of Engineers - Principal and Senior; execution of tasks as staff engineer by coordinating and setting meetings; responding to technical projects inquires; coordinating with engineers, surveyors, and contractors; meeting with internal and other departmental staff, and consultants regularly to discuss issues and provide advice related to regulations and identify potential problems and solutions by advising Engineers - Principal and Senior on project-related issues and code interpretations; recommending payments/fee assessments within established guidelines; monitoring project budgets/estimates of cost; ensuring conformance with project timelines and fiscal constraints; recommending authorization of payments to/fiscal security from contractors; administering construction contracts/permits; and/or, performing; preparing and maintaining project records, files, reports and estimates, maintaining status of budget, and scheduling for each project; and other related activities.
  • Participates in/on a variety of meetings, committees, Planning and Zoning Commission meetings, and/or task forces to provide technical engineering advice and information based on assigned area of responsibility. Provides expertise by analyzing, reviewing, and critiquing development projects and plans.
  • Reviews engineering plans in assigned area of responsibility. Conveys/incorporates review comments to/from internal departments.
  • Assists in performing in-house design, detail, and drafting of capital improvement projects. Meets with consultants (engineers, surveyors, etc.) and/or contractors to explain code requirements and assist in providing solutions to complex design issues on all types of projects.
  • Participates in amending, interpreting, and implementing city ordinances and policies to improve and provide an adequate degree of safety in response to the changing market demands in design and construction.
  • Updates and maintains numerous reference materials, manuals, and brochures, which may include checklists, plats, board packets, reports, and/or other related information.
  • Reviews/assists in design of engineering plans in assigned area of responsibility. Conveys and interprets review comments from internal departments.
  • Examines the effectiveness of the department processes and proposes improvements to management or Engineer - Senior.

Experience and Training
  • Bachelor's degree from an accredited four-year college or university in Engineering or a closely related field is required.
  • Four (4) years of engineering work experience post completion of Bachelor's degree is required.

Certificates and Licenses Required
  • Must be licensed as a Professional Engineer in the state of Texas or be able to obtain a license within twelve (12) months of hire.
  • Valid Texas driver license or the ability to obtain prior to employment.
