Overview

Please note that this position is contingent upon contract award. This position may be located in Quantico, VA, Hanover, MD or Huntsville, AL.

Responsibilities

  • Provide cybersecurity support services to include A&A, RMF, cloud initiatives, risk management, product analysis, facility inspections/site assessments (locations hosting information systems, worksites for classified production or storage, support regional directorates as requested), circuit action support.
  • Contractor cybersecurity support includes systems which comprise the ESS, the Agency's administrative networks (Unclassified but sensitive Data Network (UDN), Classified Data Network (CDN), and JWICS enclaves), Cloud, GIG waivered networks and all standalone systems (non-networked computers).
  • A Government representative shall perform oversight for all tasks:
    • This support extends to major Enterprise programs such as Vetting Risk Operations (VRO), DoD Insider Threat Management Analysis Center (DITMAC), Center for Development of Security Education (CDSE), Program Executive Office (PEO), National Background Investigation Services (NBIS), Background Investigations (BI), Standard Procurement System, Consolidated Adjudications Facility (CAF), National Industrial Security System (NISS), as well as specific PEO portfolio of systems.
  • Assist with Mission Assurance tasks and information to include the development of cybersecurity artifacts related to IT Continuity of Operations Plan initiatives.
  • Develop and integrate cybersecurity procedures on all ISCP phases of activation and notification, recovery, and reconstitution.
Qualifications
  • Bachelor's degree from an accredited university/college
  • Must have and maintain an active DoD Top Secret/SCI level clearance
  • Minimum 7 years of experience in a similar role
  • Cybersecurity Lead is required to meet DD8140/DoD8570.01-M IAM Level III requirements prior to onboarding


Pay Range

USD $175,000.00 - USD $200,000.00 /Yr.

  • Experience leveraging innovative cybersecurity practices such as continuous Authority to Operate (cATO), security inheritance models, and automated testing frameworks.
  • Must have a current Security+ CE certificate.
SALARY RANGE: $95,000 - $151,000

The salary range for this position is determined based on qualifications, skills, and relevant experience. The final salary offered will be determined based on several factors including:
  • The candidate's professional background and relevant work experience
  • The specific responsibilities of the role and organizational needs
  • Internal equity and alignment with current team compensation
  • This role is also eligible for additional compensation, subject to the terms and policies of MetroStar, which may include:
    • Performance-based bonuses
    • Company-paid training and/or certifications
    • Referral bonuses

Please note that the position, Cybersecurity Network Defense Specialist (Network/Defense Analyst & Cyber Network/Defense Incident Responder), is contingent upon contract award. This position may be located in Quantico, VA, Hanover, MD or Huntsville, AL.

Responsibilities

The Contractor shall:
  • Update and maintain the SOPs for VM.
  • Conduct vulnerability auditing on 100% of DCSA ISs (currently with DISA Assured Compliance Assessment Solution (ACAS)). The Contractor shall provide weekly audits to the system owners and on demand; audits shall be performed on devices not accessible during automated vulnerability audits on all DCSA enclaves.
  • Maintain compliance to the standards set by the DISA Filed Security Operations
  • Command Cyber Readiness Inspectors (CCRI) and C&A and all applicable DOD inspection programs.
  • Develop and maintain a dashboard on DCSA CND SharePoint with current vulnerabilities and IAVMs on DCSA computing devices. Include associated ACAS plugins, suspense dates, POA&M status, system owners, percentage of compliance, and status.
    Provide DoD Security and Technical Configuration Control Auditing: Manage the Security Technical Implementation Guide (STIG) progress within DCSA programs (including PEO program), and effectively and efficiently work with programs, system owners, system administrators, ISSOs, and Enterprise CISO cyber team to advise, coordinate, assure configurations and inspect program assets for the compliance with the STIG for the assets being reviewed.
  • Command Cyber Readiness Inspectors (CCRI) and C&A and all applicable DOD inspection programs.
  • Develop and maintain a dashboard on DCSA CND SharePoint with current vulnerabilities and IAVMs on DCSA computing devices. Include associated ACAS plugins, suspense dates, POA&M status, system owners, percentage of compliance, and status.
  • Develop and maintain a dashboard with the current Security Requirements Guides (SRG) and STIGs and implementation status on DCSA environment. Include associated vulnerabilities, suspense dates, POA&M status, system owners, percentage of compliance, and status.
  • Conduct monthly audits including, but not limited to, STIG-SRG, SCAP, and all system vulnerabilities in compliance with mandated DOD directives.
  • Conduct and report daily audits in support of identity assurance in order to validate user accounts, computer accounts, privileged accounts, system accounts, and report any anomalies to Incident Responders.
  • Integrate approved data and systems with the DCSA IOD.
  • Coordinate the assessment of vulnerabilities with system owners.
  • Provide weekly status reports on all vulnerability metrics
  • Manage the Assured Compliance assessment Solution (ACAS) Security Center, scanners and connections for the vulnerability management tracking systems in coordination with the enterprise CISO/Cyber team.
  • In coordination with the enterprise CISO cyber team, conduct vulnerability scans on 100% of PEO ISs.
Qualifications
  • Bachelor's degree from an accredited university/college or 4 years of additional experience can be substituted
  • Must have and maintain an active DoD Top Secret/SCI level clearance
  • Bachelor's degree in Computer Science or similar Information Technology field or 4 years of experience can be substituted for degree within the field.
  • 5 years of experience managing enterprise Cybersecurity tool installation
  • Experience with leading FireEye Tool implementations Experience with meeting timelines, budget, Risk Management Framework (RMF) requirements to be submitted for Authority to Operate (ATO)
  • 10 years of experience gathering, analyzing and documenting cyber threat intelligence
  • Experience providing cyber threat monitoring and defense capabilities
  • Experience with Plan of Action and Milestones (POAMs) (and Enterprise Mission Assurance Support Service (eMASS), preferred)
  • Experience with HELIX deployment and operations

DCSA requires cybersecurity publications support in order to maintain and support current and future cyber organizational operations. As such, various technical documents, procedures, and cyber written artifacts are to be performed in order to accomplish the needed support. The Government will provide an established workflow in which the Contractor shall support in line with the tasks below. The Contractor shall support the CISO in developing cyber written artifacts, and/or ensuring the rigorous application of information security/cybersecurity policies, principles, and practices in the delivery of planning and management services that are compliant.

Responsibilities

The Contractor shall:
  • Provide support in creating, writing, and maintaining missing or outdated Cybersecurity Memos/Procedures and Processes.
  • Develop and deliver actionable reports (daily, weekly, monthly, quarterly, and annually) that support effective organizational decision-making for both technical and non-technical stakeholders.
  • Facilitate communication and understanding between technical cybersecurity Subject Matter Experts (SMEs) and non-technical stakeholders (e.g., end-users, program managers, leadership) regarding cybersecurity initiatives.
  • Translate complex technical cybersecurity concepts, requirements, and findings into clear, concise, and accessible language for diverse audiences, tailoring content to their level of understanding.
  • Develop and publish user-friendly cybersecurity awareness materials, guides, FAQs, and training content (e.g., digital posters, intranet articles, talking points) to promote a strong cybersecurity posture across the enterprise.
  • Identify opportunities for process automation and efficiency gains within the cybersecurity publication and documentation lifecycle, recommending and implementing streamlined workflows.
  • Coordinate the review, approval, and timely dissemination of all cybersecurity-related publications and communications, ensuring adherence to DCSA and DoD branding, style, and compliance guidelines.
  • Maintain a centralized repository and version control for all published cybersecurity artifacts, ensuring easy access and historical tracking.
  • Assist in developing and tracking metrics related to the effectiveness and reach of cybersecurity awareness campaigns and published materials.
  • Analyze, recommend, and address changes to current cybersecurity Processes and Procedures.
  • Provide support to day-to-day as well as long-term cybersecurity strategic operations.
  • Develop and maintain templates, communications, briefings, meeting minutes, workshops and other efforts required to successfully initiate implementation of cybersecurity initiatives.
  • Manage & track cyber tasker correspondence and completion deadlines.
  • Track authorization termination dates, publication and assessment expiration dates.
  • Review and update existing cyber policies bi-annually for relevance to current DoD and DCSA mandates.
  • Maintain updates on cyber SharePoint, dashboards and issuances library.
  • Create and oversee cybersecurity content, whether it's composing reports, synthesizing data, creating manuals, or editing cybersecurity policies.
  • Participate in the planning and proofreading of content.

PKI Cybersecurity Lead

Position Summary:

The PKI Cybersecurity Lead is responsible for overseeing the planning, implementation, and management of enterprise Public Key Infrastructure solutions and services. This leadership role ensures the secure issuance, validation, and revocation of digital certificates to support authentication, encryption, and digital signature services across the organization. The ideal candidate will be an expert in certificate lifecycle management, HSMs, cryptographic policies, and compliance with federal or industry standards such as NIST, FIPS, and DoD PKI guidelines.

Key Responsibilities:

  • Lead and manage the design, deployment, and lifecycle support of PKI and certificate-based authentication solutions.

  • Develop and enforce PKI governance, policies, and procedures in compliance with applicable regulations (e.g., DoD, NIST, FISMA, FIPS 140-3).

  • Oversee Certificate Authorities (CAs), Registration Authorities (RAs), and related infrastructure including HSMs and OCSP/CRL services.

  • Manage a team of PKI engineers, Registration Authority personnel, and contractors, providing guidance and mentorship.

  • Coordinate with security, network, and identity management teams to ensure seamless integration of PKI with enterprise systems.

  • Serve as the subject matter expert (SME) on cryptographic services, certificate management, and digital identity assurance.

  • Conduct risk assessments and audits of cryptographic solutions; respond to findings with remediation plans.

  • Support incident response efforts involving compromised or misused certificates.

  • Maintain documentation, SOPs, key management plans, and business continuity strategies for PKI services.

  • Provide technical expertise for the procurement, configuration, and lifecycle of PKI tools and platforms (e.g., Microsoft ADCS, Venafi, Keyfactor, Entrust).

Required Qualifications:

  • Secret Clearance; must be a US Citizen

  • Favorable Adjudicated Tier 5 Level Investigation

  • Current DoD/DISA ACAS Training Certification

  • Experience with DoD/NSS and Only-Locally - Trusted PKI Operations, Maintenance, Cybersecurity, DoD/NSS PKI Compliance, and DoD/USMC Risk Management Framework
