Job Responsibilities

Summary- This is a contingent opportunity and would begin work upon the contract award
The Veteran Affairs Transition Assistance Program (VA TAP) supports Service members and Veterans as they transition from military to civilian life. Through a structured curriculum and personalized support, VA TAP delivers education and career guidance, benefits briefings, and resources to promote post-service success.
The Project Manager - Data Analytics Lead is responsible for leading all data-related activities across the TAP program, including the development of dashboards, analysis of service delivery metrics, and reporting to the Department of Veterans Affairs. This position ensures contract compliance through data-driven insights, supports performance monitoring, and translates trends into actionable recommendations to improve TAP outcomes.
Essential Duties and Responsibilities
+ Design and manage dashboards, scorecards, and reporting tools aligned with contract KPIs
+ Track and analyze data across service delivery, curriculum usage, training completions, and participant feedback
+ Translate program data into digestible executive summaries and presentations for VA and internal leadership
+ Support the implementation of the Quality Control Plan through data-driven performance tracking
+ Lead monthly, quarterly, and ad hoc data submissions to the VA in coordination with PM and DPM
+ Maintain data dictionaries and ensure standard definitions are applied across reporting systems
+ Monitor data integrity, flag anomalies, and work with operations staff to resolve gaps
+ Support risk mitigation planning and trend forecasting based on program analytics
+ Ensure all reporting complies with VA security, privacy, and Section 508 standards
+ Manage a small team of data analysts and technical specialists supporting contract reporting
Supervisory Responsibilities
+ Manages subordinate employees, along with potential vendor support and matrix staff.
+ Responsible for the overall direction, coordination, and evaluation of their team.
+ Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
+ Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Required Qualifications
+ Bachelor's degree in data analytics, statistics, business intelligence, or related field
+ Minimum of 6 years of experience in data management, analytics, and program performance reporting
+ 3+ years' experience managing, staffing and overseeing geographically dispersed teams.
+ Proficiency in Excel, Power BI, Tableau, or similar analytics platforms
+ Proficiency in Microsoft Office and project management tools.
+ Demonstrated ability to analyze, interpret, and present complex datasets to varied audiences
+ Strong understanding of performance-based service contracts and federal reporting standards
+ Ability to travel up to 10%
+ Valid passport (or ability to obtain one)
Preferred Qualifications
+ Prior experience working on VA TAP contract
+ PMP or equivalent industry-recognized Project Management certification (must be maintained throughout the contract)
+ Master's degree in data science, public administration, or related field
+ Prior experience supporting VA or DoD human services programs
+ Experience with data reporting under QASP or government performance frameworks
+ Familiarity with VA systems including TMS 2.0, SharePoint, and Section 508 remediation tools
Other Requirements
+ Must pass a pre-employment background check and be able to obtain and maintain a government clearance.
+ This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required.
