Position Overview
Responsible for driving the BI solution development and delivery across the organization that aligns with our strategic goals. The Director will bring up-to-date reporting and visualization design philosophies and best practices into the business and help our team to internalize and incorporate those practices in providing data, information, and insights to stakeholders across the company. The Director of Business Intelligence will also be responsible for developing and advancing the organization’s approach to data governance to ensure consistency in key business dimensions across the various source system.
Responsibilities
- Lead design and development of BI data models, reports, dashboards, and visualizations using data modeling and visualization best practices.
- Develop and implement a robust business intelligence strategy to support the organization's strategic goals and objectives.
- Work with the Snowflake product team to define the short- and long-term roadmap for data warehouse/data mart development.
- Synthesize and articulate design requirements from business stakeholders to develop fit-for-purpose data marts and visualizations based on business stakeholder input.
- Engage with BI tool users to identify opportunities for improvement, using human-centered design principles.
- Interrogate data sources and examine data models and transformations to identify and bridge gaps so that BI tools can achieve their full impact.
- Ensure data quality throughout the BI development, deployment, and enterprise configuration processes by conducting thorough testing and validation of data sources, models, and output.
- Work with Reporting & Analytics team to devise solutions to address data quality issues in source systems and improve accuracy and consistency of data used in BI applications.
- Optimize BI solutions for performance and scalability.
- Lead a team of business intelligence professionals and provide guidance, mentorship, and support to ensure the team's success. Identify gaps in internal capacity and make recommendations on positions that are needed to fully implement the agency’s data warehousing strategy.
- Develop training and support for end-users that facilitates full use of BI tools for daily decision-making.
- Work with IT data security team to ensure that users have access to the information they need while protecting the security of all sensitive data.
- Work with the Managing Director of Data Science to drive buy-in and adoption of business intelligence tools at all levels across the organization.
- Stay up to date with the latest features, technologies, and best practices as they are related to the agency’s BI and IT infrastructure and environment.
- Ensure that technical documentation is created and maintained in accordance with best practices, such as data dictionaries, design documents, and user manuals, to facilitate effective use and maintenance of the BI applications.
- Champion the exploration and responsible integration of emerging technologies, such as Generative AI, to enhance the productivity of data teams, accelerate insight delivery, and potentially automate BI use cases.
- Perform ad hoc analysis and other duties as required.
Requirements
- Bachelor's degree in Computer Science, Information Systems, or a related field
- 5+ years of experience leading BI teams and setting strategy for enterprise business intelligence
- 8-10 years of experience in architecture, design, and development of scalable Business Intelligence solutions, using a variety of architectures, designs, and modeling techniques
- Experience in a Snowflake environment is required
- Experience with Microsoft SQL Server and related tools required; experience with Tableau strongly preferred
- Other preferred skillsets: Fivetran, Coalesce, SQL, Python, R, data normalization, ETL processing, data pipelining, unstructured data analysis, agile framework

Innovation Teams unlock creativity from within city governments and the communities they serve. These teams take partners and stakeholders through an evidence-based process to tackle the big problems in their cities no one has yet been able to solve, generate more ambitious responses, and test and adapt interventions until they produce impact. They also work closely with the Mayor, the City's leadership team, and City departments to change the culture of city government.
The Data Analytics Manager will create and execute the i-team's approaches for using quantitative data and methods to understand complex issues.
The ideal candidate will have a strong background in data analytics, be proficient in a general programming language (like Python) or a statistical package (R), and an appetite for engaging in non-quantitative aspects of the innovation process. The Data Analytics Manager is an employee of Johns Hopkins University and based in City Hall of Memphis. They report to the i-team Director.

Specific Duties & Responsibilities
- Lead the development and implementation of the i-team's strategies for using quantitative data and methods to understand complex issues.

Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) is seeking an i-team Data Analytics Manager , Memphis to support a new Memphis Innovation Team ("i-team").
Innovation Teams unlock creativity from within city governments and the communities they serve. These teams take partners and stakeholders through an evidence-based process to tackle the big problems in their cities no one has yet been able to solve, generate more ambitious responses, and test and adapt interventions until they produce impact. They also work closely with the Mayor, the City's leadership team, and City departments to change the culture of city government.
The Data Analytics Manager will create and execute the i-team's approaches for using quantitative data and methods to understand complex issues.
The ideal candidate will have a strong background in data analytics, be proficient in a general programming language (like Python) or a statistical package (R), and an appetite for engaging in non-quantitative aspects of the innovation process. The Data Analytics Manager is an employee of Johns Hopkins University and based in City Hall of Memphis. They report to the i-team Director.
The first of its kind in the world, the Center is advancing the field of public sector innovation by marrying cutting-edge practice with world-class research to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.
Specific Duties & Responsibilities

Lead the development and implementation of the i-team's strategies for using quantitative data and methods to understand complex issues.

Shape and conduct approaches for collecting, organizing, and analyzing data, including methods for creating new data (e.g. through surveys) when there is limited or no data.

Employ diverse quantitative methodologies and software packages, including data validation, joining of diverse datasets, historical/trend analysis, comparative/cross-sectional analysis, GIS mapping, regression analysis, etc.

Invent and quickly iterate novel solutions to challenging data-related problems.

Create and manage project plans for the quantitative data components of all i-team work.

Develop and manage partnerships and collaborations with data providers and stakeholders inside and outside of city government.

Champion the use of quantitative data to drive decisions throughout the i-team's work.

Produce compelling and intuitive data visualizations to drive comprehension of complex topics and concepts across a broad range of stakeholders;

Communicate data analysis so that information and findings are accessible to a non-technical audience, including through dashboard tools like Tableau or Microsoft Power BI.

Develop metrics and measurement systems to measure the impact of the innovation team's projects and initiatives.

Connect data insights to civic design research and collaborate with the civic designer to conduct research sessions including focus groups, interviews, and user testing.

Support analogous research and literature reviews.

Serve as a key participant in each step of the Innovation Team methodology, providing a quantitative perspective to all projects.
Special Knowledge, Skills, & Abilities:

Five plus years relevant experience managing data and conducting quantitative analysis.

In-depth knowledge of quantitative and statistical analysis techniques.

Experience tracking key performance indicators.

Highly proficient with big-data software such as STATA, R, SAS, GIS software, Tableau, etc.

Advanced-level MS Excel skills, including the use of macros, pivot tables, and other advanced functions.

Strong ability to communicate complex concepts to diverse audiences and stakeholders.

Attentiveness to details, deadline-oriented, acute vision, and the ability to give and receive constructive criticism.

Excellent written and oral communication.

Experience working for or in collaboration with local government.
