**Director, Reporting & Data Analysis - Cost of Care Analytics**

The **Director of Reporting & Data Analysis** - **Cost of Care Analytics** is a strategic leader responsible for advancing analytics capabilities to drive insights and decisions that improve cost of care performance. This role oversees a high-performing analytics organization, aligning resources, tools, and methodologies to deliver actionable intelligence that supports both business unit objectives and enterprise-wide healthcare affordability strategies.

**Minimum Qualifications:**
+ Requires a BA/BS degree and a minimum of 10 years of experience leading project teams, or any combination of education and experience, which would provide an equivalent background.

+ Deep knowledge of information management technologies and modern analytics platforms.
+ Demonstrated track record of developing and executing analytics strategies that impact cost of care or financial performance.

CTS Enterprise Analytics Services organization is seeking a **skilled and proactive Starburst and Business Intelligence Tools (Tableau, Cognos or MicroStrategy) Administrator Operations Lead to manage, maintain, and optimize our enterprise data query platform based on Starburst Enterprise and Tableau, Cognos and MicroStrategy environments.**
This individual will be responsible for ensuring high availability, security, and performance of the **Starburst platform** , supporting enterprise-wide analytics, and enabling efficient data access across multiple business units and overseeing **Tableau Server or Tableau Cloud infrastructure, Cognos Server and MicroStrategy** infrastructure ensuring platform stability, managing user access, and supporting data visualization teams across the organization.
The candidate must have experience with complex applications, architectures, and technologies that integrate with the complex data ecosystems. The individual will contribute to the operations, architecture, engineering, and deliver the best-in-class services.
**Responsibilities:**
+ **Starburst Administrator should be responsible for administering, supporting, governing and maintenance activities.**
+ **Lead installation, configuration, upgrades, and patching of Tableau Server/Tableau Cloud.**
+ **Install, configure, and manage Starburst software to utilize the AI and machine learning toolset provided for reporting, collecting analytics, and forecasting industry trends.**
+ **Integration of Starburst to SAS / Tableau interface.**
+ **Tableau, Cognos and MicroStrategy Administrator** will be responsible for administering, supporting, governing and maintaining multiple Tableau, Cognos and MicroStrategy environments in Business Intelligence Tools team.
+ Manage system availability, reliability, and failover strategies.
+ Implement and tune resource groups, query limits, and optimization rules.
+ Should be able to handle large scale data sources in optimized manner.
+ Monitor Starburst servers' activity/usage statistics to identify possible performance issues and enhancement opportunities.
+ Cluster tuning, monitoring and analysis and optimization of Starburst query plans.
+ Collection, debugging and analysis of logs and Java thread dumps from Splunk.
+ Troubleshoot Starburst issues regarding users access, query failures and performance.
+ Manage user access, authentication (LDAP, SSO), and role-based access control (RBAC).
+ Ensure audit logging, compliance with enterprise security and data privacy policies.
+ Configure and maintain catalogs for heterogeneous data sources (Hive, Iceberg, Delta Lake, RDBMS).
+ Troubleshoot connectivity and metadata issues with data lake or warehouse sources
+ Must have a thorough understanding of Tableau, Cognos and MicroStrategy architecture and the entire product suite, administration policies, techniques and methodologies.
+ Monitor Tableau Server health, extract refreshes, background tasks, and server usage.
+ Optimize workbook and dashboard performance by collaborating with developers.
+ Forecast scaling needs and optimize infrastructure costs (especially for cloud).
+ Manage Tableau license allocation and utilization reporting.
+ Define Cognos systems architecture for a business and executing platform patching and upgrades to ensure compliance with security standards for each client.
+ Provide Cognos technical assistance to application and business teams to solve complex problems, maintain system infrastructure requirements, enhance and configure system integrations, and ensure on-time delivery of solutions.
+ Install, upgrade, configure and manage MicroStrategy platform in Linux environments.
+ Configure database instance, user setup, and security and governance settings in MicroStrategy.
+ Continuously improve the platform through tuning, optimization, governance, automation, and troubleshooting of MicroStrategy Environments.
+ Provide MicroStrategy support for the platform, report execution and implementation, user community, and data investigations.
+ Lead incident response and root cause analysis for production issues.
+ Develop and maintain standard operating procedures (SOPs) and runbooks.
+ Ensure disaster recovery and backup strategies are tested and documented.
+ Forecast platform capacity requirements and plan infrastructure scaling.
+ Track and optimize usage costs in cloud or hybrid environments.
+ Automate cluster provisioning, monitoring, and routine operations.
+ Integrate platform configuration with CI/CD and infrastructure-as-code tools.
+ CyberArk Onboarding & Maintenance of the Starburst services.
+ This is a multitasking role, and the individual is expected to support multiple Application teams as well as a large and diverse Business user community.
+ Automate product installation and configuration for rapid deployments.
+ Collaborate with cross-functional engineering teams to build a portfolio of capabilities for recommendation and use in analytical product development across Citi lines of businesses.
+ As subject matter experts in Starburst, provide L3/L4 support and guidance to respective applications.
+ Publish best practices, configuration recommendations, design patterns, deployment and security architecture to internal customers.
+ Create complex project plans, perform impact analyses solve/work high impact problems/projects, and provide resolutions to restore services in case of any disaster.
+ Drive Root Cause Analysis (RCA) post restoration of service and implement steps to avoid such situation.
+ Design testing approaches, complex processes, reporting streams, and create automation of repetitive tasks.
+ Provide technical/strategic direction and act as advisor/coach to lower-level analysts.
+ Develop projects required for design of metrics, analytical tools, benchmarking activities and best practices.
+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
**Qualifications:**
+ **6+ years IT experience in the areas of Starburst and BI Tools Administration (Tableau)**
+ **5+ years of Linux, Shell scripting experience. (required)**
+ **Proficiency in cloud platforms (AWS, Azure, GCP) and Kubernetes-based deployments.**
+ Strong communication, documentation, and cross-functional collaboration abilities.
+ Team player with a willingness to share knowledge, cross-train, and learn new technologies.

Duties: Develop processes to evaluate and test input data used in models for compliance with fair lending regulations and clearly document and articulate the model usage boundaries to the stakeholders. Evaluate Tier 2 and Tier 3 models including Artificial Intelligence/Machine Learning (AI/ML) and Natural Language Processing (NLP) models for compliance with fair lending regulations. Periodically re-validate processes to ensure validity, efficiency, and accuracy; and to identify enhancement opportunities. Research new reform rules and rule changes and implement policies, procedures, or other controls necessary to comply with the rules related to algorithm review from a fair lending and fairness perspective. Assist with regulatory inquiries and/or examinations. This may include coordination with regulators and other parties. Work with examiners and business units to resolve any questions related to analytical methodology or data integrity. Review internal strategies, policies, procedures, processes, and programs to prevent violations of law, rule, or regulation and design and deliver a risk management framework that maintains risk levels within the firm's risk appetite. Engage with the Independent Compliance Risk Management (ICRM) Product and Function coverage teams to partner with, develop, and apply ICRM program solutions that meet the functional, business, product, and customer needs in a manner consistent with the Citi program framework. Collaborate with other internal areas including Legal, Business Management, Operations, other Control Functions, and In-Business Risk to address compliance issues related to review of models which may impact the supported function/business/product. A telecommuting/hybrid work schedule may be permitted within a commutable distance from the worksite in accordance with Citi policies and protocols.
Requirements: Bachelor's degree, or foreign equivalent, in Data Science, Statistics, Business Analytics and Project Management, Economics, or a related field, and three (3) years of experience in the job offered or in a related occupation developing, validating, modifying, and testing quantitative modeling approaches within the financial services industry. Three (3) years of experience must include: Developing, designing, and leveraging advanced quantitative modeling approaches, standard techniques for data inference and performance, and sophisticated statistical models including time-series forecasting, and supervised and unsupervised learning methods using Python, Statistical Analysis Software (SAS), and R; Performing complex data discovery utilizing Artificial Intelligence (AI) and Machine Learning (ML) on large-scale data lakes using Structured Query Language (SQL) and Big Data technologies; Developing Machine Learning scoring models; Preparing and validating data to build and validate scoring models using logistic regression and behavioral analytics for analysis and tuning of monitoring money laundering behavioral typologies/scenarios; Conducting data-driven analysis and creating reports using quantitative and qualitative data analysis methods; and Preparing statistical and non-statistical data exploration, documenting solutions, and presenting comprehensive results to both technical and non-technical audiences using visualization tools, including Matplotlib, Pyplot, and Seaborn in Python. 40 hrs./wk.
