Job Summary
The Employment Specialist will work with unstably housed individual ages 18-24 years old to obtain job readiness skills, stabilize housing and obtain employment. The Employment Specialist will conduct assessments, provide job training workshops, and assist young adults with internship placements, job placement, job retention, and wage progression. The Employment Specialist will also provide support services to ensure newly hired young adults have the training, clothing, transportation and tools to succeed on the job. Additional duties include maintaining records of client progress, completing reports on demographics and achievement of program outcomes, making housing referrals, and working closely with the YMCA's Housing Programs, working with employers to develop job opportunities and to ensure that clients are meeting workplace expectations, working with staff to co-enroll young adults when eligible.
This position is at the Social Impact Center Y, the social services branch of YMCA of Greater Seattle (YGS). The mission of the Social Impact Center Y is to accelerate young people’s ability to build safe, successful, and happy lives. Every year, we serve 5,000 children, youth, young adults, and families across King County with programs that aim to strengthen young people’s ability to develop to their fullest potential through four strategies: reducing risk factors; navigating systems towards successful life transition; ensuring stability, safety and wellness in times of crisis; and building competencies and social capital. The Social Impact Center Y’s programs include housing, behavioral health, foster care licensing, violence prevention, education, and employment. Many of the young people we serve have had involvement in the foster care, criminal justice system, and/or homelessness systems.

Salary range is $97k to $01k, with a midpoint of 149k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under general direction, directs, plans, designs, and implements Agency technology projects in assigned areas of responsibility; manages the quality, scope, schedule, and budget related to assigned project(s) and supports the promotion of the IT Project Management Office's formal processes to support the products delivered to the Agency. This position requires technical aptitude to complement the IT infrastructure portfolio of projects.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Drives project leadership toward real time decisions through Sound Transit project management framework and communication disciplines.
- Provides technical expertise in the IT or Engineering field, to effectively manage complex technical infrastructure projects.
- Familiar with delivering projects following the standard ITIL process.
- Experience working in close collaboration with technology and engineering teams, driving the successful, sustainable delivery of 24x7 systems and services, including transition to operations.
- Leads a portfolio review board (PRB) with a focus on coordination of internal resources and third parties/vendors and of the development of all pertinent project related artifacts. Ensure resource availability and allocation.
- Ensures all projects are delivered on-time, within scope, and within budget while maintaining quality.
- Manages the relationship with all stakeholders to clarify specific requirements of each project. Develop comprehensive project plans to be shared with clients as well as other staff members.
- Leads projects that might involve a mix of technical domains: projects based on new and updated Sound Transit computer systems, applications, infrastructure, networks, client/server topologies, hardware, custom software implementations, "off the shelf" software solutions, databases, middleware, SaaS solutions, and internet/intranet sites.
- Facilitates working sessions in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Manages changes to the project scope, project schedule, and project costs using appropriate verification techniques. Tracks project performance, specifically to analyze the successful completion of short and long-term goals. Meets budgetary objectives and makes adjustments to project constraints based on financial analysis.
- Provides a variety of regular updates ranging from weekly/monthly status of projects. Confidently brief executive audiences to include reports and other information that facilitates proactive decision making. Reports and escalates to IT leadership as needed.
- Develops, teaches, and trains project management and non-project management personnel as required.
- Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor's degree in Computer Science, Information Technology, Business Management, Information Systems, Project Management or closely related field and six years of experience in information technology project delivery or complex project management, with leadership experience within a Project Management Office as a team lead, a senior project manager with direct/indirect reporting relationships, or prior IT management experience; OR an equivalent combination of education and experience. Master's Degree in the above fields is preferred.

- Project Management Professional Certification (PMP).

**PRIMARY JOB RESPONSIBILITIES**
+ Provide outreach and marketing of all program services related to hiring persons with disabilities. Assist other staff with job placement and provide direct service to assigned clients.
+ Under general direction, assist in the development of new and/or expanded programs relating to employment of persons with disabilities. Provide outreach and marketing of all Program services. Represent the Program to community organizations/task forces, etc. Regularly work within an interdisciplinary team environment.
+ Carry a caseload of clients as assigned by the Director or Manager. Under general direction, coordinate job development, placement, training and continued employment of assigned clients. Work with employers, parents, agencies and other support personnel to assure successful and equitable employment for clients with disabilities.
+ Make presentations to employers, vocational rehabilitation counselors or other groups in order to promote hiring of individuals with disabilities. Conduct cold calls to generate additional employer contacts, inform employers of Program services and discuss incentives to hire clients. Participate in job fairs, attend Chamber of Commerce meetings or other service organizations to market and make employer contacts. Refer contacts to program staff as appropriate. Participate in the development of overall program brochures and other marketing materials.
+ Regularly participate on interdisciplinary teams composed of employers, consumers, and/or community members for the purpose of increasing the employment options for persons with disabilities.
+ Maintain data base of clients and develop reports related to attainment of program revenue goals, assuring that billing is accurate and routinely reviewed and reporting program outcomes for tracking purposes to assure maintenance of program goals and to assure that reports meet the standards of outside accrediting agencies.
+ Maintain program related materials and supplies and analyze the need for and purchase of any needed supplies.
+ Participate in program development and marketing projects as assigned by the Clinical Director and/or Manager.
**REQUIREMENTS**
Bachelor's degree in special education, psychology, rehabilitation, vocational counseling, or related field AND one year of experience as an Employment Training Specialist I.
Equivalent education and/or experience may substitute for minimum qualifications except when there are legal requirements, such as a license, certification, and/or registration.
