Job Purpose

Lead the regional manufacturing process systems function team providing day-to-day, hands-on team leadership, development, execution and support promoting system standardization and diffusion across North American manufacturing plants ensuring robust, repeatable and controlled processes are in place to improve business value and plant characteristics enhancement.

Job Purpose

Develop the North America Quality Management System (QMS) including identification/resolution of business practice concerns, assuring compliance to ISO9001, and assuring compliance to government Conformity of Production (CoP) requirements. 
 
Key Accountabilities

  • As a regional function, develop, maintain, and assure adherence to the North American Quality Management System (QMS) through leadership of the Regional Quality Standardization committee.
  • Identify and resolve issues to improve business practices involving QMS compliance by leading working groups with QMS representatives and subject matter experts.
  • Integrate requirements for improvements from internal sources such as ISO9001 compliance audits, risk assessments, and regular PDCA, as well as external sources such as normal warranty issues, recalls, government audits and external ISO9001 compliance audits.
  • Strategically lead the development of solutions through guided expert recommendations to plant and business unit QMS representatives while building horizontal consensus across all HDMA locations for consistent application. 
  • Build consensus with all levels of management in the North American factories and business units to determine how to change business operations to improve quality.
  • Good understanding of Global Honda Quality Standards (GHQS) and how they apply to North America.
  • Develop clear QMS supplements, standards and procedures.
  • Compliance with ISO9001
  • Lead auditor for ISO9001 internal audits and support external audits.  
  • Negotiate with auditors on technical merits of C/M ideas.
  • Create analysis reports.
  • Lead and direct other departments to investigate/resolve non-conformities.
  • Review and confirm effective countermeasures for audit results.
  • Compliance with Government Regulation

  • Collaborate with factory Assistant Chief Inspecting Engineers (ACIE’s) to implement control plans and prepare for government audits.  
  • Lead government audits to allow sale of our products in countries requiring CoP.
  • Develop countermeasures to identified Gov't Regulation conformity concerns using Honda problem solving methods.

Job Responsibilities:

The Quality Assurance Manager is responsible for the quality of the programs including Quality Assurance, Quality Control and Compliance. Programs include but are not limited to: Incoming Material Acceptance, Policies and Procedures, Document Control and Records Management, Finished Product Testing and Release, CAPA, Auditing, Management Review, Food Safety monitoring, Quality Training, and Continuous Improvement through Data Analysis and Tracking/Trending.

Duties and Day-to-Day Responsibilities, but not limited to the following:
  • Play a key role in communication and support to cooperate quality and food safety programs and contribute to the continuous improvement of these programs.
  • Ensuring site adherence to required food safety laws, regulations, company policies and practices. Oversee the implementation of Good Manufacturing Practices and associated FSMA programs to ensure product safety and quality.
  • Coordinate with other internal facilities' QA departments and corporate R&D department to ensure overall compliance with related regulations and customer requirements.
  • Ensures the development, compliance, and certification of HACCP and other food safety programs at the manufacturing site.
  • Lead, manage and develop highly trained quality assurance staff to meet current and future quality requirements.
  • Ensure timely escalation to Management of critical quality issues.
  • Ensure compliance and record keeping for all mandated quality checks, testing, sampling, and sanitation activities.
  • Confirm product testing is completed promptly and accurately to ensure only the highest quality products are shipped to the customer.
  • Control and update procedures, including quality procedures, standard operating procedures, and work instructions. Ensure that procedures are accurate and staff have been trained on procedures.
  • Develop and manage necessary quality training programs and administer the quality training to site employees.
  • Prepare for and participate in customer and regulatory audits at the site to ensure superior audit scores and compliance with all regulatory and customer requirements. Review and document completion of any corrective actions and provide follow-up with customers and regulatory agencies.
  • Develop and manage the site internal quality auditing program.
  • Manage troubleshooting efforts and investigations to determine root cause when personnel or process deviations or failures occur and subsequently, identify and implement necessary corrective actions to prevent recurrence. Provide full documentation of investigation and corrective actions accomplished.
  • Oversee and investigate all site customer returns or complaints to ensure accurate determination of root cause and implementation of any needed corrective actions.
  • Develop and monitor the site environmental monitoring program to assure manufacture of the highest quality products.
  • Oversee the site Kosher program and procedures and maintain Kosher status on required products.
  • Oversee the site allergen program and procedures and assure allergens are properly controlled to prevent cross contamination opportunities.
  • Review and authorize Certificates of Analysis
  • Ensure the development, reporting, and achievement of quality metrics to drive continuous improvement in site quality programs. Provide site management with an accurate view of site performance through reports, meetings, and presentations.
  • Use continuous improvement methodologies and projects to improve and streamline quality processes.
  • Assist groups on new commercialized products so that quality and related customer issues can be resolved to ensure a successful product launch for the company and the customer.
  • Manage the department's quality budgets and spending.

Minimum Training, Education and Experience Requirements:
  • Bachelor of Science degree in chemistry, microbiology, food science, or health science; or five to ten years' work-related experience and/or training; two to five years' experience in a food manufacturing environment.
  • Experience in leading, developing, and coaching exempt and non-exempt employees.
  • Knowledgeable in FDA and non-US quality regulations, guidelines, and standards is essential.
  • Knowledge of CGMP
  • Prior experience interacting with regulatory agencies is strongly preferred.
  • Necessary characteristics include being an initiative-taker, purposeful, attention to detail, collaborative, ability to have positive interactions with other professionals without being critical and ability to multi-task.

POSITION SUMMARY:

The Director of Quality Assurance will lead Equitas Health's Quality Management program and implementation of the annual Quality Assurance plan. QA is integrated in all aspects of business and clinical operations across the organization and owned by all providers and employees. The Director of QA works closely with leaders and staff to build quality assurance into workflows, deploying effective education, training, communications and a regulatory change management process. This position is responsible for ensuring the organization is compliant with federal, state and local government regulations. This includes developing, monitoring and revision of policies and procedures that address risk management, HIPAA compliance, 340B pharmacy and other regulatory requirements.

Salary: $105,600- $132,000

ESSENTIAL JOB FUNCTIONS:

Essential functions of the job include, but are not limited to local and regional travel, personnel management, leading organizational change, analytical and problem solving to direct process improvement, audit preparation, program compliance, quality outcomes and reporting, strategic planning, maintain staff and patient confidentiality, effectively manage multiple and simultaneous responsibilities, and strong communication and interpersonal skills.

Job Responsibilities:

  • Chair the Quality Assurance Committee for the organization. Ensure the QA Committee provides evidence that the organization has systems in place to meet the Seven Elements of an Effective Compliance Program. Such evidence must contain trending data that is both accurate and can be used in predictive analysis.
  • Create an FQHC Compliance Program that meets Section 330 of the Public Health Services Act and the requirements outlined in the Health Center Program Compliance Manual promulgated by HRSA.
  • Develop and foster effective collaboration between departments and programs to ensure an integrated approach to quality, safety, and performance improvement. Communicate effectively to facilitate positive working relationships and achieve desired outcomes.
  • Use an equity and social justice lens to support more equitable analyses and evaluation and bring greater awareness/understanding of the correlation between health disparities and health outcomes.
  • Direct the day-to-day execution of the strategies and tactics necessary to successfully improve the outcomes and results of the organization.
  • Manage organizational attestations, trainings, incident reporting, and policies.
  • Implement Quality Management and Annual QA Plan(s), and provide Board of Trustee's an Annual QA Report. Provide Board of Trustees with regular reports on health center and clinical compliance.
  • Create annual audit plan for high risk areas, with particular attention to billing; coding; documentation; HIPAA; investigations; cybersecurity; fraud, waste & abuse; grants management; vendor relations; and revenue protection in general.
  • Participate in the development and timely review of organizational policies, procedures, and programs and provide continuing guidance to all employees on quality assurance matters that have implications for all departments.
  • Collaborate across departments and update the following Operational Policies & Procedures: Compliance, HIPAA, Safety, 340B, Risk Management, Emergency Preparedness.
  • Perform annual HIPAA risk assessments by ensuring the agency is in compliance with the Security Rule's administrative, physical, and technical requirements.
  • Work with Human Resources to create, implement, update, and ensure compliance with the Employee Handbook.
  • Ensure systems are in place to meet compliance requirements of all federal, state and local laws, including but not limited to HIPAA, OSHA, 340B, HRSA, HUD, CDC and other regulatory guidelines, and accreditation requirements (CARF, URAC).
  • Establish an open communication environment that encourages all employees to report any suspected illegal conduct or other conduct that violates any policy or procedure, or any applicable law or regulation.
  • Appropriately document and investigate incident reports submitted by employees. Provide data to Quality Committee giving them an understanding of the reporting made by staff.
  • Ensure department directors review and attest to department-specific policies and procedures.
  • Ensure, as appropriate, that the National Practitioner Data Bank, state licensure records, the HHS-OIG's List of Excluded Individuals/Entities, and the General Services Administration's (GSA's) List of Parties Debarred from Federal Programs are regularly checked with respect to applicable employees, medical staff, and contractors.
  • Annually review the OIG Office of Civil Rights Work Plan and amend the QA Manual and Audit Schedule as necessary to accommodate federal government's priorities.
  • Collaborate with external auditors whenever necessary.
  • Ensure best practices are met in service areas provided by Equitas Health, if possible and practical.
  • Maintain departmental regulatory and accreditation compliance by ensuring staff are competent, and take actions to improve.
  • Collaborate with Safety and IT to monitor, implement and revise Equitas Health's Emergency Preparedness Program.
  • Collaborate with patient experience specialist on grievance policies and organizational activities are followed.
  • Manage timesheets, performance reviews and other management requirements for Quality Staff; provides ongoing coaching, feedback and support to develop competency and capacity to successfully meet the goals of the department and further the mission of the organization.
  • Contribute to a positive work environment by demonstrating unconditional positive regard to patients, clients, employees and stakeholders. Promote and participate in continued learning that supports greater cultural humility and affirming interactions.
  • Other duties as assigned.

Knowledge, Skills, Abilities and other Qualifications:

  • Requires healthcare compliance certification (CHC) or 7 years of experience in healthcare compliance.
  • Experience with operationalizing quality assurance program processes and workflows, doing so in a community health center is preferred.
  • Effective interpersonal skills including the ability to develop a rapport with all employees at all levels in order to cultivate an environment conducive to reporting possible legal and policy violations. Ability to competently follow through on investigating such potential violations.
  • Strong written and verbal communication skills a must.
  • Ability to work independently and efficiently with minimal supervision, including the ability to complete projects in a timely manner in a fast-paced and changing environment with multiple priorities and objectives.
  • Must have sensitivity to, interest in and competence in cultural differences, HIV/AIDS, minority health, sexual practices, chemical dependency and a demonstrated competence in working with persons of color, and the LGBTQIA community.
  • Proficiency in all Microsoft Office applications and other computer applications required.
  • Must have reliable transportation and valid Ohio driver's license.

Hours are varied including some evenings and weekends. Background and reference checks will be conducted. Job Description

Manage and coordinate all aspects of quality assurance activities with various levels of risk and complexity within a variety of scopes across a single site / multiple sites and / or single or multiple customers . Proactive liaison with customer for quality assurance across site(s). Develop, manage, and oversee site quality resources. * Oversee the maintenance and continuous improvement of the overall quality system, including management review, CAPA management, internal quality audits, quality self-assessments, change control, document control, and standard operating procedures/work instructions.
* Oversee the licenses, permits, and registrations process.
* Manage and provide oversight for regulatory compliance with regards to products handled and services performed at site by assessing performance to cGxP, the contract (OSA, QAA/ TA), and customer requirements as applicable; reporting the results to executive management
* Ensure that systems and equipment are validated (if applicable) and change control processes maintained
* Hire, train, and develop quality associates.
* Monitor the training and development of site associates to ensure compliance to processes and regulations.
* Work in coordination with continuous improvement team to focus/direct continuous improvement activities/workshops
* Review and provide recommendations on regulatory, customer and 3rd party audits.
* Review and identify trends within the quality assurance metrics for the organization.
* Primary customer contact for QA related issues/initiatives as needed.
* Develop, distribute and maintain regular management reports
* Manage site suppliers and prepare, receive, and act on audits
* Provide Business Development support and represent DHL in customer events and meetings as required

Required Education and Experience

* Bachelor Degree or equivalent 4 years work experience, required
* Certification related to quality control, preferred
* 3+ years experience in a regulated environment OR ISO 9001 compliant or certified, required
* 1+ years of supervisory or management experience, required
* Manufacturing, Food, Life Sciences, or 3PL Industry experience, required
