About you
Site Services Department employees are a member of a shift-based and plant-wide team that provide support for the Bristol Site's manufacturing operation through the packaging and distribution of our products to meet Dow Coatings Business objectives in a safe, efficient, cost-effective and environmentally sound manner. Duties
As a Logistics Management Specialist, GS-0346-09, you will provide technical/administrative assistance to the program manager for the Integrated Deployment System (IDS); Deliberate and Crisis Action Planning and Execution Segments (DCAPES), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMOD-B), Automated Air Load Planning System (AALPS), and Cargo Movement Operations System (CMOS). Formulate and consolidate logistical annexes for IDS guidance based on regulations, manuals, instructions, and directives issued by higher headquarters. At the direction of, and in conjunction with the logistics staff, identifies required deployment/redeployment support with the wing staff, serving as the NCOIC of the Redeployment Assistance Team (RAT), Air Mobility Command (AMC), and Air Combat Command (ACC) for the transportation of equipment and personnel. Review resource/logistics plans, programs, and deployment activities with the senior officer to ensure authorized mobility equipment is available or on order, and assures that the equipment is properly budgeted. Review OPLANS, Concept Plans (CONPLANS), Concept of Operations (CONOP), USAF Special Operation Plans, Exercise Plans, and Execution Orders for tasking from higher headquarters. Analyze In-Garrison Expeditionary Site Plans (IGESP) and participates in site surveys to ascertain, identify, and plan airlift and logistical support requirement needs to support and sustain the wing and units. Maintain and analyze the correlation of data between the Unit Type Code (UTC) Management Information System (UMIS), Designed Operational Capacity (DOC) statements, and all applicable plans for all wing and supported units for readiness reporting and tasking. Assist with maintaining and analyzes the correlation of data between the Unit Type Code (UTC) Management Information System (UMIS), Designed Operational Capacity (DOC) statements, and all applicable plans for all wing and supported units for readiness reporting and tasking. Noblis MSD seeks an experienced Logistics Provisioning Analyst responsible for provisioning operations in support of NAVSEA and NSWCPD. Noblis MSD's mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is seeking an experienced Provisioning Specialist to lead a team of provisioners providing logistics support to our US Navy programs.
This is a hybrid position. Candidate must be willing to travel to Philadelphia, PA on an ad-hoc basis for customer meetings and trainings, and team engagement.
Responsibilities:
+ Reviewing surface ship sustainment proposals and communicate with technical codes to ensure proper inclusion of Integrated Logistics Support (ILS)
+ Analyzing and interpreting logistic documents, publications, and technical manuals for provisioning packages
+ Developing and maintaining provisioning documentation including illustrated parts breakdowns, drawings and technical manuals to support carrier fleet readiness
+ Reviewing Provisioning Technical Documentation (PTD) for accuracy along with customer input to establish Technical Data Packages (TDP)
+ Utilizing Department of Defense (DoD) specific databases for identification of NSNs and other pertinent data
+ Working with multiple systems including NDE, Deckplate, Logiquest, Webflis, MBPS, CDMD-OA, ICAPS, and ILIT to support provisioning activities
+ Coordinating with suppliers, maintenance teams, and logistics personnel to coordinate regarding accurate parts information
+ Monitoring provisioning metrics, conducting regular audits of provisioning data, and recommending improvements to enhance carrier sustainment program effectiveness
+ Creating Provisioning Contract Control Numbers (PCCNs) and developing Availability Baseline Reports (ABR) and ILS Impact Summaries as needed
Required Qualifications
Bachelor's degree & 3 years of experience **OR** will also consider an Associates degree & 6 years of relevant experience **OR** a High School diploma & 9 years of relevant experience in lieu of a degree.
+ Experience in logistics support and provisioning analysis with demonstrated ability to review technical documentation, conduct quality assurance on deliverables including Provisioning Technical Documentation, and develop Provisioning Parts Lists
+ Proficiency in data analysis and research skills, including the ability to track progress throughout the lifecycle of provisioning processes, create trackers, and quantify accomplishments to meet operational requirement
+ Strong communication and coordination skills to facilitate meetings with customers, create agendas, provide status updates, and collaborate with engineering teams, suppliers, and logistics personnel to establish and maintain accurate parts
