Project/Position Overview:
The project is located at George Washington Memorial Parkway in Virginia, Maryland, and Washington DC. The work includes bridge preservation work of 26 bridges along the George Washington Memorial Parkway, Spout Run Parkway, and Clara Barton Parkway, and pavement preservation work on 33 NPS road and parking assets. Although this work is in a park setting, traffic volumes on the respective parkways are very high, and surrounded by urban and suburban development.  

Responsibilities and Duties:

  • Coordinates technical and administrative activities for the project.
  • Reads, interprets, and understands the construction contract plans and specifications.
  • Reviews drawings as design reviewers and changes to contract documents.
  • Assists the government in providing direction and control of design and construction phase activities.
  • Manages the inspections of physical work performance and installations of materials/components.
  • Ensures quality and safety standards are met.
  • Prepares IGEs and reviews schedules.
  • Reviews pay applications.
  • Develop and controls budgets and funding strategies.
  • Maintains effective communication with project stakeholders and facilitates meetings.


Required Education, Knowledge and Skills:

  • Education and/or professional qualifications in construction management or paving and construction practices; minimum 5 years of experience with the three phases of onsite control.
  • Knowledge of and experience with construction practices directly related to Bridge Preservation Projects including, but not limited to traffic management, spall repair, crack sealing, bridge joint repair/replacement, scupper drainage repair, bearing restoration, guardrail repair, asphalt patching, microsurfacing, fatigue crack mitigations, and scour countermeasures. 
  • Experience with on-site field sampling and testing.
  • Knowledgeable in paving, concrete, and transportation construction practices, including applicable industry standards, regulations and codes.
  • Basic knowledge of building science fundamentals.
  • Ability to communicate effective both orally and in writing.
  • Experience in preparing correspondence, written reports, and briefing clients and management personnel.
  • Knowledge of local and codes.
  • Knowledge of construction means and methods.
  • Ability to perform and evaluate engineering economic analyses, evaluate proper systems to meet scope requirements, and verify the adequacy of all building systems.
  • Ability to interpret Architectural/Engineering plans and specifications.
  • Familiarity with modern construction products (quality, uses, and applications).
  • Familiarity with federal and local government office building projects.
  • Knowledge of commonly utilized construction management software (Kahua, Microsoft Project, Word, Excel, Primavera, etc).
  • OSHA 30-hour construction safety training .
  • Ability to maintain a valid driver's license.
  • Certifications related to pavement preservation.
  • Certifications with mix designs, inspections of, and testing of asphalt pavement; not required but .

Working Conditions and Physical Demands:
This position requires both office and field work, exposing the employee to various weather conditions and construction site hazards. Physical demands include frequent sitting, standing, walking, and occasional bending, stooping, kneeling, and crouching. The ability to lift up to 25 pounds and wear personal protective equipment is essential. Frequent travel to the job site(s) is also required.

Document Management Scanner

ProSidian Seeks a Document Management Scanner (Document Management, Imaging, and Archiving) in the Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area to support engagement for the US Department of Energy (DOE) Hanford.

ProSidian Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford (which consists of Richland Operations Office (RL), and Office of River Protection (ORP)) in support of the Govt's operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington.

ProSidian's work includes supporting requirements for consulting, acquisition support, program/project management, operational/administrative business support, and environmental consulting support. It is also ProSidian's duty to adhere to regulations covering the responsibility to protect classified matter (including documents, material, and special nuclear material) in connection with the performance of work under this contract.

FY20-004: Large Scale Scanning Support Services Candidates shall work to support requirements as a Document Management Scanner (Document Management, Imaging, and Archiving) and provide document management, imaging, and archiving services to the United States Department of Energy (DOE) Hanford Site (Richland Operations Office (RL), and Office of River Protection (ORP).

The ProSidian Document Management, Imaging, and Archiving Team will scan various records from long-term records storage or other locations. Potential record media types may include: Paper records; Microfilm/microfiche; X-rays; Photographs; Maps; or other record types deemed suitable for preservation.

Equipment required for the performance of this service will be provided by the government. Services may be conducted at multiple locations. ProSidian Consulting shall ensure the maximum utilization of the equipment via scheduling of the workforce within the funding provided. Unusual schedules should be coordinated and approved by the Program Official (PO) prior to commencement of work. No additional funds will be expended for overtime unless approved in writing by the Contracting Officer in advance.

In consultation with ProSidian Consulting, the PO/Records Management Field Officer (RMO) will determine which record collections will be completed in which order. ProSidian Consulting will work with the records storage contractor to coordinate record delivery, staging, and return.

To prepare the records, appropriate actions are to be taken, i.e. removing of staples, removing pages from prongs, etc. The appropriate preparation will depend on the specific record format. After scanning, the records are to be returned in the format determined by the PO, RMO, and/or record customer.

The entire personnel or other similar record is to be scanned into a separate folder in the provided shared area on the Hanford network. The scanned image shall be quality checked to ensure the entire document was captured in the scan and is legible, clear, and unblemished. Utilizing the provided index or similar process, ProSidian Consulting will ensure that all records in the collection were captured. The file will be reduced following specific directions provided. The image will be linked to a provided index existing in the Hanford Employment Record Explorer or other records process, depending on the records collection and as determined by the PO, RMO, and/or record customer.

All government required training will be identified and coordinated by the PO and reimbursed as Other Direct Cost (ODC).

The ProSidian Document Management, Imaging, and Archiving Team shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:

Weekly Report includes hours worked and number documents scanned and address work accomplished, deliverable progress such as Records prepped and scanned; Delivery schedule and project milestones; Positive quality checks on all scanning and indexing.

Monthly Report combination of the weekly status reports submitted with the monthly invoice to include Deliverable progress, and date(s); Work schedules for employees.

Qualifications

The Document Management Scanner (Document Management, Imaging, and Archiving) shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Powerpoint) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.

Document Management Scanner (Document Management, Imaging, and Archiving):

  • High school degree (or equivalent).
  • Basic computing skills required, adequate to run scanning equipment and review documents in electronic format and link documents to indexing.
  • Ability to stay focused on repetitive tasks, work neatly, and consistently.
  • Ability to quickly determine data elements critical for indexing.
  • Ability to take direction from various work leads.
  • Ability to work in a collaborative group setting.
  • Ability to lift records boxes weighing up to 50 pounds from floor location onto a cart and to return boxes to staging areas.
  • Must have demonstrated good oral and written communication skills.
  • Experience with large scale scanning of personnel and other records collections
  • Ability and experience to understand and perform work guided by specified requirements for workflow, processes, and systems required for Document Management, Imaging, and Archiving Including Document Search, OCR, Workflow, Version Control, Document Retrieval, Document Archiving, Meta Data
  • U.S. Citizenship.

This Position Qualifies as for Wage Determination (WD) with a listing of wage rates and fringe benefit rates for each labor category of workers which the U.S. Department of Labor has determined to be prevailing in a given area.

TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION: Work shall be conducted at the Department of Energy - Richland Operations Office, Department of Energy Office of River Protection, The Hanford Site, and Richland, WA.

Duties & Responsibilities

Duties & responsibilities may include, but not limited to:

  1. Participate in all maintenance projects.
  2. Perform light electrical repairs on items such as fixtures, switches, outlets, etc. Perform light plumbing work, such as clearing stoppages, replacing fittings, etc.
  3. Repair and/or replace broken glass, tile, carpet, screens, fixtures, appliances, draperies, locks, etc.
  4. Painting of the interior and/or exterior of the complex. Painting apartments-spraying, brushing, and rolling. Repair of drywall prior to painting, spackling, and sanding. Removal of wallpaper, if necessary, and replacement of drywall/sheetrock.
  5. Perform carpentry work, such as, but not limited to: fitting doors, freeing windows, replacing and building shelves, sanding and refinishing floors, installation of cabinets, vanities, trim and moldings, etc. Assist in custodial work in common areas, including sweeping, mopping, vacuuming, emptying trash, cleaning windows, removal of bulk trash, as well as other custodial work as assigned.
  6. Assist in grounds work, such as, but not limited to: trash picker, cleaning supplies, rakes, weed eater, edger, leaf blower and/or vacuum, lawn mower, multi-purpose tractor and/or cart, ladder, hedge trimmer, snow blower, ice melt spreader, Ventrac, shovels, forklift, pallet jack, etc.
  7. Repair concrete, masonry, roof, fencing, when required.
  8. Train and/or assist other employees on the overall needs of the property.
  9. Be responsible for inventory and/or tools, and utilization of maintenance materials.
  10. Assist Management in scheduling apartment inspections.
  11. Be responsible for the refurbishing of apartments prior to resident occupancy. Participate and assist in apartment move-in and move-out inspections.
  12. Keep accurate records regarding preventative maintenance, work orders, apartment refurbishing, annual inspections, inventories, purchase orders.
  13. Perform scheduled maintenance on all equipment based on the manufacturers’ recommendations and operating manuals.
  14. Inspect all units, buildings and common areas, performing repairs, and janitorial assistance as required.
  15. Have knowledge regarding water and gas meter cut-offs, all apartment and fixture cut-offs, sprinkler systems, sewer clean-outs, and post map of same.
  16. Inspect storage areas and entrances are locked and maintained, and adequate lighting in those areas is maintained.
  17. Responsible for getting make ready units up for leasing, as per the metric.
  18. Responsible for completing work orders in the time frame, as per the metric.
  19. Service Requests may include, but not limited to: boiler repair and cleaning, range and hood fan repairs, refrigerator/freezer repairs, items that main the property, such as appliances, walls, fixtures, flooring, plumbing, heat calls, electrical (except where a licensed electrician is required), painting, spackling, drywall repair and/or installation and hole patching. Cutting of any water, drain, sewer, gas, or propane line is strictly prohibited.
  20. Installation and removal of appliances (refrigerators, ranges, heat pumps, etc.) as needed and assigned.
  21. Property responsibility may include, but not limited to: service requests such as gutter and downspout, exterior siding, alteration of new or existing systems, road sign installation and repair, road line painting, and pot hole patching.
  22. Interior and/or exterior electrical repairs may include, but not limited to: troubleshooting wiring faults, switch and outlet replacement, bulb and fixture replacements, and light and power equipment on the job.
  23. Plumbing repairs may include, but not limited to: repair and cleaning of sewer drain lines, clearing blockages in any drain lines, repair and replacement of any kitchen sink, bath lavatory, bathtub, or toilet, and detection and prompt reporting of gas leaks, as required. (Except where a licensed plumber is required) Cutting of any water, drain, sewer, gas, or propane line is strictly prohibited.
  24. Snow removal, shoveling, spreading ice melt and other related duties may require on call assignments, as well as overtime.
  25. Shop responsibilities may include, but not limited to: keeping maintenance shop in a safe, neat and orderly condition; eliminate potential fire hazards as the need arises, maintaining records as to part quantities and keep note of parts’ availabilities due to discontinuation, shortages, or strikes; maintaining records on prices from company-approved vendors as to obtain the best competitive prices on commonly replaced parts; ensuring that the inventory is accurate.
  26. Scheduled through property managers, monitor and work with outside company-approved vendors and coordinate with their schedules.
  27. Meet safety requirements and communicate those requirements to management.
  28. Other duties as assigned except for duties that are prohibited by law based on licensure requirements.

*All maintenance staff is required to respond to every phone call during your scheduled on-call shift no matter what time of day the call is received. In the rare event that there is a catastrophic event, every maintenance technician will be expected to report to the property in order to assist the on-call Maintenance Technician. Some examples of emergency are:

  • No electricity
  • Main line backups
  • Clogged toilets
  • Leaks
  • Fire
  • No heat, and in some cases, no A/C
  • Locked front door
  • Any other life, health or safety issue recognized by Management and/or jurisdictional code requirements.
  • Other emergency calls as assigned
  • Other duties as assigned

Qualifications

1. On-call schedule required, to include evening, weekend, and/or holiday coverage.

2. Maintenance experience with multi-family housing, or experience in a related field.

3. Familiarity with contract work hours, Safety Standards Acts, OSHA, Department of Labor and Licensing, and all applicable federal and state safety standards, is highly desirable.

4. Some type of formal training or experience in one or more of the following areas:

a. Carpentry

b. Light plumbing work

c. Light electrical work

d. Painting

e. Refurbishing and cleaning

5. HVAC Certification , but not required.

6. CFC Universal Certification , but not required.

Physical Demands

  1. Ability to continuously stand or walk.
  2. Ability to bend, squat, climb stairs, and lift frequently.
  3. Ability to lift up to 50 pounds consistently, and up to 75 pounds occasionally.
