**Job Description**
AECOM is actively seeking a creative, highly talented be (UXO) Quality Control Specialist for employment in Kuwait City. **Qualified candidates must be available to start onboarding for this assignment on November 3rd, 2025. Deployment to Kuwait will happen shortly after that. This will require completion of pre-hire support activities (drug screen, background check, etc) by mid-October 2025.**
In accordance with Department of Defense Explosives Safety Board Technical Paper 18 (DDESB TP-18), a be (UXO) Quality Control Specialist must be able to:
Meet the criteria for and perform the functions of a UXO-TIII. Implement the project's quality control (QC) plan for MEC-related activities in accordance with applicable requirements. Conduct and document QC audits of MEC-related activities for compliance with applicable requirements. Identify and document non-conforming conditions and verify completion of corrective actions to remedy the non-conforming condition. Use global position systems for navigation and the recording of positions and/or findings Verify compliance with DoD Military Service- and/or DDESB-approved site plans. Prepare daily QC reports.
**Qualifications**
**Minimum Qualifications**
+ High school diploma or GED equivalent 4+ years of experience as a UXO tech and or demonstrated equivalency of experience and education
+ Current driver's license. The position requires using an AECOM provided vehicle and/or personal vehicle for AECOM company business.
+ Pass pre-employment drug screen.
+ Valid US Passport valid through 11/2026
+ Participate in and successfully complete a post-offer, pre-employment fitness for duty exam in accordance with 29 CFR . This position is contingent upon passing a Fit for Duty exam by receiving a medically "qualified" fit for duty result letter indicating the employee is medically "qualified" to conduct work activities at the jobsite.
+ 40-hour HAZWOPER
+ 8-hour OSHA Supervisor (initial)
+ Current 8-hour HAZWOPER refresher

In accordance with Department of Defense Explosives Safety Board Technical Paper 18 (DDESB TP-18), a UXOQCS shall meet the following minimum qualifications:
+ Graduate of a military EOD assistant course; or an accredited UXO technician training course; or military EOD school of the US, Canada, Great Britain, Germany, or Australia.
+ On-the-job training including, but not limited to, familiarity with the process, procedures, and equipment (e.g., geophysical) used for conducting MEC-related activities.
+ Military EOD school graduates: 1 year minimum MEC-related experience, 1/2 year minimum MEC-Supervisory experience, 8 years total EOD and MEC experience.
+ Accredited UXO School graduates: 8 years minimum MEC-related experience. 2 years minimum MEC-Supervisory experience. 10 years minimum total MEC experience.
+ Graduate of an OSHA-compliant (Section (e)(4) of Title 29, CFR) 8-hour Management and Supervisor Training Course.
+ Possesses an understanding of applicable explosives safety criteria and experience in the various phases of a munitions response to MEC or the performance of range clearance activities, as appropriate for the operations to be performed.
+ UXOQCS must:
+ Receive company- and project-specific QC training and work under the supervision of a certified quality professional.
+ UXOQCS must demonstrate an understanding of QC and QA practices associated with MEC-related activities and managing and processing MPPEH, including documentation of its explosives safety status.
**Preferred Qualifications**
+ Explosive Ordnance Disposal certificate
+ 10-hour or 30-hour OSHA Construction Safety

**General Summary**
A Construction Quality Control Manager is responsible for ensuring that construction projects meet specified standards and requirements. The primary focus is on maintaining the quality of the construction process and the final product.
**Essential Duties and Responsibilities**
+ Must have the ability to read, and interpret construction drawings
+ Perform difficult and challenging construction and project management functions including planning, directing and budgeting for assigned projects.
+ Responsible for coordinating inspections with the government, documenting findings, and resolving all deficiencies.
+ Responsible for government inspections and subcontract inspections for definable feature of work.
+ Review, approve and manage deliverables.
+ Review and assist with project design plan review to accomplish contractual objectives and provide direction and support to subcontractors, support staff, trades and crafts.
+ Responsible for assisting on the development of agendas for construction updates and progress meetings
+ Perform desktop publishing. Creates and assists in the development of visual presentations for the section.
+ This position may also consult with engineering staff and other technical personnel as required.
+ Responsible for keeping current on government regulations and commercial trends. Monitors project compliance requirements to ensure compliance with all required codes and standards
+ Maintain customer relations through communication both face to face, and digital. Professional appearance is desirable.
+ Perform other duties as assigned.
**Knowledge, Experience and Skill Requirements**
+ Knowledge of U.S. Government procurement regulations and labor laws desirable
+ Must have or be able to pass Corps of Engineers CQM class for contractors
+ Advanced management and employee, and customer relations skills.
+ Advanced verbal and written communication skills.
+ Knowledge of Microsoft Office suite of products, including Word, Excel, Access, PowerPoint and Project.
+ Experience with P6 (Oracle) is preferred.
+ Experience with ProCore is preferred
+ Advanced attention to detail.
+ Ability to work in a fast-paced environment while attending to multiple tasks and demands.
**Work Experience**
+ 5 years of relevant work experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
+ Experience with US Corps of Engineers, government contracting and general construction
+ 4 years of Supervisory experience preferred

The SSHO/QCM position is responsible for the coordination and implementation of corporate health and safety programs and policies to assure compliance with government contract specifications and regulatory requirements. This position provides technical support for military construction sites and complex projects at multiple locations across the USA. Position requires being able to ensure all materials and workmanship meet the requirements of the contract. Must be able to meet the five year minimum of Quality Control Management as laid out in the specifications.

Essential Functions
  • Coordinate, administer, and maintain program documentation in accordance with OSHA and EM385 (e.g., USACE and NAVFAC) requirements.
  • Provide technical health and safety guidance related to construction, restoration renovation, and remediation projects.
  • Ability to be approved by our government clientele and serve as an EM ) Alternate Level 1 Site Safety and Health Officer (SSHO).
  • Write Accident Prevention Plans (APPs), review Activity Hazard Analyses (AHAs), and support subcontractors with producing client-approved project-specific plans, such as Fall Protection and Prevent Plans, Excavation and Trenching Plans, Steel Erection Plans, and others as needed.
  • Support the Bristol Health and Safety Training Manager in achieving corporate objectives by training employees and subcontractor Competent Persons for high-risk work activities, such as work at height (i.e., Fall Protection), Excavation and Trenching, and Confined Space Entry.
  • Work with Project Managers and site personnel to ensure compliance with company programs, government regulations and other guidelines.
  • Administer the Motor Vehicle Safety Program, including new hire motor vehicle record screening, computer-based-training (CBT) for Authorized Drivers, Monitor DOT compliance (as necessary) and review In-Vehicle Monitoring System (IVMS) data.
  • Update existing CBTs and develop new CBTs for Bristol health and safety programs for all levels of employees, managers, and supervisors.
  • Assist with incident and near miss investigations, root cause analysis and development of corrective actions and lessons learned.
  • Conduct periodic inspections and audits of operations and construction projects.
  • Possess a high level of integrity and always maintain confidentiality.
  • Other duties as assigned.
  • AS QCM you must be able to lead and take notes for all meetings with the Government and End-user.
  • Be able to learn and grasp the computer program Procore for construction.
  • Must be able to review submittals provided by the subcontractor to ensure they meet the requirements of the contract.
  • Review and enter daily reports in Procore, Bristol's Intranet Server, as well as enter reports into RMS or ECMS.
  • Conduct and facilitate the three phases of construction. (Preparatories, Initials and Follow-up Meetings.
  • Competently inspect materials and quality of work performed.

Required Education and Experience
  • Meet the minimum requirements for USACE EM ) Level 1 SSHO -
    • High school diploma or GED and at least five years of cumulative health and safety construction experience within the last ten years. In addition, must have maintained competency by taking 24 hours of documented formal classroom training within the past five years. OR
    • A health and safety, science, or engineering associate's degree. AND
    • Board of Certified Safety Professionals (BCSP) certification:
      • Construction Health and Safety Technician (CHST) AND
      • Three years of construction health and safety experience.
    • Valid driver's license with fewer than 3 minor moving violations (e.g., speeding
    • Complete the QCSM training provided by the USACE.

Preferred Education and Experience
  • A health and safety, science, or engineering BA, BS, MA, or MS degree.
  • Minimum of 5 years of construction QCM experience construction projects like applicable contract as well as having completed the Army Corp. of Engineers Quality Control Management.
  • BCSP Associate Safety Professional (ASP) certification, AND/OR
  • BCSP Graduate Safety Professional (GSP) certification, AND/OR
  • BCSP Certified Safety Professional (CSP) certification, AND/OR
  • BCSP Certified Instructional Trainer (CIT), AND
    • More than 3 years' experience serving as SSHO on EM385 military construction projects.
