Responsibilities:
• Works directly with Construction Project Manager, General contractor, Facilities and operations team.
• Providing Daily project updates between projects, the project manager, and other team members
• Detailed coordination between the construction project management team and field teams
• Work cross-functionally with Construction, Equipment, Facilities and operational departments to facilitate smooth transitions between active projects and operating facilities
• Leads and facilitates weekly stakeholder meetings to review project status, financials, and resolve issues.
• Recommend and implement ideas and innovations to improve the existing systems, work processes and procedures.
• Ensure compliance with company policies and procedures.

Qualifications:
• 1-3 years of construction supervision experience
• Associate or bachelor's degree preferred
• Experience with Procore, Microsoft 365, Excel, Word.
• Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple tasks in a fast-paced environment.
• Highly organized, able to handle a high volume of transactions without becoming overwhelmed during peak periods.
• Experience in both oral and written communication with internal teams and external clients.

Construction Field Supervisor / JSM - Distribution

Introduction

Provide Onsite Field Supervision/Construction Management services to support the Distribution Project Management and Construction projects in DTE's Service Territory in Michigan.

Scope of Work to Be Performed

Provide Field Supervisor/Construction Management services to oversee the construction of overhead and underground distribution to include, but not limited to the installation/replacement/removal of: poles, conductor, reclosers, underground cable, transformers, switches, disconnects, cross arms, anchors, as well as various other components of the distribution system.

Key Expectations

Providing expertise to DTE's project team as it relates to the development of the project scope, detailed construction plans, project cost estimates, project schedules, and identification of outage requirements (list of outages, exact work dates, and construction resource requirements) to implement for new facilities.
• Participate in design constructability reviews at the 30%, 60%, and 90% design milestones, providing detailed construction feedback to ensure designs are practical, efficient, and aligned with field execution requirements.
• Participate in on-site field and scope visits, daily tailboards, and safety briefings.
• Assist DTE in developing RFPs and awarding EPC contracts, as well as stand-alone construction contracts.
• Participate as a key member of project teams to develop the project scope, cost estimates, and construction schedules-including a detailed construction and outage plan with specific work dates, resource requirements, and support for RSD (Request for Shutdown) planning and coordination.
• Coordinate with ROW, Environmental, and RR groups to ensure they have all necessary permits in place before the start of construction.
• Participate in contractors' pre-construction and Safety Kickoff meetings to ensure DTE's safety standards and expectations are understood.
• Coordinate with Project Management and Project Controls to develop and maintain accurate target spend projections, while monitoring and routinely reporting on the construction schedule and cost.
• Ensure contractor activities do not compromise system reliability and that all project work is built according to design, making it maintainable by DTE upon project completion.
• Ensure project work does not hamper the Grid Operations maintainability of existing equipment at the site during construction activities.
• Identify and address all project safety hazards and environmental concerns.
• Prepare and deliver weekly, monthly, and quarterly project status reports using DTE's reporting templates, including schedule updates, progress tracking against the requested in-service date, key milestones, improvement opportunities, documented issues, kudos, and summaries of Safety Work Observations (SWOs).
• Contractor is responsible for providing the facilities, vehicles, and equipment (e.g., computers) necessary to complete the scope of work.
• Ensure the productivity tracker is updated daily.
• Work with the Contractor to ensure all necessary construction materials are kitted, delivered to the site, and inventoried. Coordinate with the Project Manager and DTE Planners & Wesco (DTE Material Provider) to address any material deficiencies.
• Perform daily Safe Worker Observations (SWO) and conduct hazard analyses, monitor contract crew members, and assess the skills and abilities of contractors for specific tasks, ensuring they comply with all safety and operational requirements.
• Monitor and report theft or illegal activity.
• Coordinate with DTE Environmental Group and specified Contractors on any environmental concern and/or clean-up activities due to spills of any type.
• Review the accuracy of As-built record drawings and ensure adherence to all related documentation, including Distribution Change Order forms, timesheet approvals, and coordination of the VMT Field completion process.
• Contractor shall work with the DTE engineer/planner or assigned representative on any deficiencies or discrepancies.
• The Contractor shall ensure that safety tailboards, PJBs, and applicable reviews are conducted, with documentation of the date and time of such Tailboards, PJBs, reviews, and attendees.
• The Contractor shall conduct safety stand-downs regularly and immediately after any safety concerns or issues are observed.
• The contractor shall inform contractors working on the site of the safe work expectations, as outlined in OSHA and DTE regulations.
• The Contractor shall exercise due diligence regarding DTE's rules and regulations, policies and procedures, safety manual, and all safety bulletins and alerts, as well as professional judgment calls concerning safety issues or quality concerns that may arise at each jobsite. It is expected that the contractor identify issues, report them accordingly, and resolve problems in accordance with DTE expectations and industry standards.
• Close collaboration with the Project Manager (PM) throughout the gated process and the Initiation, Planning, Scheduling, Execution, and Close-out Process (IPSEC).
• Provide comprehensive oversight of Time & Equipment (T&E) productivity, Hydro-Vac operations, Traffic Control activities, and Adder unit usage to ensure efficient resource utilization and cost control.
• Perform ongoing QA/QC (Quality Assurance/Quality Control) throughout the project's duration to support accurate daily and weekly billing and payment processing, eliminating the need for formal inspections during construction. The DTE inspection team will conduct a full inspection and reconciliation upon project completion.
• Support in the EFL (Emergency Field Leadership) Storm role and general Storm Response role, providing field supervision and coordination during storm events to support power restoration efforts in alignment with DTE's emergency response protocols.
• Collaborate effectively with internal and external stakeholders-including DTE departments, contractors, customers, municipalities, and various trades and crafts (e.g., UG, Primary, Pert, Substations, Joint Use)-to ensure coordinated execution, avoid conflicts, and maintain alignment with the construction schedule and safety standards.
• Assist in developing a Level 1-5 construction schedule, providing increasing levels of detail from high-level project milestones (Level 1) to fully resource-loaded, task-specific execution plans (Level 5), in coordination with Project Management and Project Controls.
• Perform crew productivity analysis by monitoring and evaluating contractor crew performance, comparing actual work output against planned targets, identifying inefficiencies, and providing feedback to improve resource utilization and schedule adherence.
• Support the acquisition of easements and municipal permits as needed to ensure that all necessary land-use and regulatory approvals are secured before construction.

DUTIES AND RESPONSIBILITIES

  • Maintain a safe and secure worksite through following all safety protocols.
  • Assess the cleanup site situation to determine the resources, materials and equipment needed. First person on site.
  • Supervise and lead the work crews completing operational duties at spills, projects and other job sites.
  • Gather data to complete timesheets, work summaries, manifests, picture logs, etc. as required.
  • Manage time, materials and equipment on worksite. Procure rental equipment as needed.
  • Work with Operations Manager and Project Managers.
  • Prepare waste for shipment and delivery.
  • Ensure the proper use of equipment and materials.
  • Liaison with customers and regulatory agencies.
  • Respond emergency response incidents 24 hours a day/ 7 days a week as required when on uncontrollable standby.
  • Coordinate and prioritize area resources to maximize efficiency.

Summary

This vacancy is for a Field Supervisor position assigned to the area of consideration which includes the select counties in the following states: GA/LA/NC/SC/AL/FL/MS. This position reports to the U.S. Census Bureau's Atlanta Regional Office.

Applicants selected for this position will have their home as their duty station and will be required to travel throughout their local area on a routine basis.

  • Leads a team of approximately 6 to 15 Field Representatives responsible for data collection in accordance with the scientific standards and expectations set by the Census Bureau and survey sponsors.
  • Understands surveys and or Special Census being conducted including response patterns, differences in survey procedures, their effect on interviewing experience, and is able to leverage general guidance, previous training, experience, and survey resource material in directing Field Representatives to resolve issues.
  • Regularly assists with the recruitment and training of Field Representatives.
  • When needed, conducts in person interviews throughout the area of consideration (as listed in the locations section of this announcement) and surrounding areas.
  • Evaluates, monitors, and mentors Field Representative performance through performance metrics on the job observations, regular performance reviews and conducts supervisory and administrative duties including the review and approval of payroll and leave requests.

  • You must have access to a vehicle (or public transportation) so that you can travel throughout the assigned geographic area.

  • The supervisory trial period for this position does not exceed 90 days, unless extended.

This position has a mixed-tour work schedule. A mixed-tour work schedule provides for periods of full-time, part-time, and/or intermittent work to accommodate fluctuating workloads. Position may include evening or weekend work up to 40 hours, hours will vary. The candidate(s) selected for this position must sign an agreement outlining the conditions of employment prior to appointment. This is a NON-BARGAINING unit position.

Qualifications

QUALIFICATIONS: Grade 6: Applicants must have one year of specialized experience equivalent to at least the next lower grade level in Federal Service. Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Field Supervisor. The applicant must have experience in the following areas: (1) interviewing clients, respondents, and/or customers to gather and obtain data in person and/or by telephone, (2) using a device such as a smart phone, tablet, or computer/laptop to collect data and generate reports, (3) completing work assignments in accordance with production or progress standards, (4) experience applying procedural guidance and/or training to address complex or unusual problems.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Education

Education cannot be substituted for experience for this position.
