The Benefit Counselor builds relationships, communicates, and educates union members about voluntary benefit plans, and enrolls eligible members in elected benefits through various enrollment platforms. This "people person" position offers a flexible schedule, paid travel, paid training, and a flat per day rate.
Essential Functions:
1. Actively participate in case, enrollment, product, and systems training. Through face-to-face, telephonic Benefit Center, and/or web, educate union members about benefit programs. Communicate available benefit programs to eligible members.
2. Enroll members in elected programs through web site and/or electronic enrollment system.
3. Accurately and thoroughly complete and submit all applications in compliance with data entry and data privacy policies and regulations.
4. Conduct all business and actions according to highest possible standards or professional conduct. Maintain confidences and protect confidential and proprietary information obtained in the course of employment.
Requirements
Educational Requirements:

Experience Requirements:

Required Qualifications:

1. Specifically describe in detail with time-frames and outcomes, your role and experience in developing, presenting, proposing necessary changes and implementing policy on topics related to Labor Relations, Legislation, or Human Resources.
2. Specifically describe in detail with time-frames and outcomes, your role and experience in managing disputes, responding to and resolving grievances, complaints, arbitrations and unfair practice charges.

Experience with investigation and responding to grievances
Experience in providing assistance to task force studies, analyzing legislation, case law, and administrative regulations in the field of labor
relations
Experience in the collective bargaining process
Ability managing projects, prioritizing, and ensuring deadlines are met
Ability to be flexible while working in a fast-paced environment with a broad range of staff, multi tasking and redirecting job focus when needed
Ability to demonstrate good judgment and confidentiality
Ability to work independently and within a team environment
Ability to confidently and effectively communicate through written and oral communication
Ability to analyze data and business process, draw sound conclusions, and present strong recommendations
Proficiency in designing, planning, and implementing policies, procedures and workflow processes
Proficiency in Microsoft Office, specifically Word, Excel, One Note, Outlook, PowerPoint, SharePoint, and Teams

JOB SUMMARY :
Under the direct supervision of a Regional Director, the Labor Relations Specialist has the responsibility to administer CSEA programs and objectives in servicing regions, locals, units and CSEA members. Typical duties of the position include the following:
ESSENTIAL FUNCTIONS :

Confer with and advise local and unit officers and committees regarding CSEA policies, programs and services.

Plan and develop local and unit organizations, programs and services.

Aid members with employment problems.

Represent members in salary and employment problems before administrative officers in state government.

Represent members in salary and employment problems before executive, legislative and administrative officers in local government.

Assist member groups in securing formal recognition and certification.

Negotiate terms and conditions of employment and write contracts.

Survey needs for new locals and units.
-
Initiate, promote and organize new locals and units where desirable.

Assist in establishing effective membership promotion contacts and programs of organized locals and units.

Examine records of locals and aid in improvement of such records.

Report to Headquarters all data required for record keeping purposes of services rendered.

Attend and address local, unit and regional meetings as required.

Perform related duties as required.
MINIMUM QUALIFICATIONS:
(A) High School Diploma or Equivalency Certificate
AND
(B) Three years of satisfactory responsible business or investigative experience which must have involved extensive public contact as an adjuster, salesman, customer representative, investigator, inspector, complaint supervisor. Labor relations experience from employer or employee standpoint is especially desirable.
OR
(C) Graduation from a recognized college or university from a four-year course for which a Bachelor's Degree is granted; or from a recognized school of labor relations.
OR
(D) A satisfactory equivalent combination of the foregoing training and experience.
NOTE: Candidates must possess a valid New York State driver's license and have a car available for business use in order to be appointed.
