**Job Description Summary:**
The Point of Care Testing Coordinator is responsible for the operations of laboratory testing performed in areas other than the main laboratory. Responsibilities include equipment evaluation and selections; training and certification of staff; monitoring of quality control, proficiency testing and quality assurance; preparation of procedure manual; and compliance with deferral, state and local regulations and voluntary standards. Examples of areas when alternate site testing occurs: Nursing units, physician offices, health centers, McConnell Heart Health Centers, Outpatient Surgery Center, Family Practice, and Work Health. This position also consults on issues of Point of Care Testing to any OhioHealth facility and any community health facility.
**Responsibilities And Duties:**
25% Oversees performance of procedures in locations other than main laboratory; Recommends which procedures should be performed. Evaluates and selects in collaboration with main laboratory manager and director equipment needed to perform procedure, maintaining high level of quality in the most cost-effective manner. Coordinates and standardizes approaches between individual sites. Prepares written technical procedures for each test. Assists with development of appropriate lab tests.
15% Prepares training program assures training and certification of testing staff occurs as required. Monitors staff performance according to established guidelines.
35% Responsible for the completion of quality control and proficiency testing programs and for integration of activities with similar programs in central laboratories. Monitors and reviews programs and instrument maintenance records. Works in collaboration with Quality Assurance Coordinator and lab management to establish ongoing monitoring system for continuous quality improvement.
20% Monitors and assures compliance of point of care testing regulations both procedural and safety as stipulated by federal, state, and local standards CAP, JCAHO, OSHA, CLIA, and COLA
5%Provides reports to laboratory managers, directors, process improvement teams, and others as appropriate. Serves on laboratory process improvement and JCAHO readiness committee.

**Summary:**
+ Evaluate and monitors POCT systems to ensure compliance with Good Laboratory Practice. Maintains inventory of instruments and performs troubleshooting and semi-annual validations. + Performs procedures using appropriate equipment and instruments available in accordance with established laboratory policies and procedures; Exercises good judgment in result interpretation and problem solving; Recognizes and troubleshoots malfunctioning equipment or procedures; Performs maintenance and repair on instruments as required.
+ Performs and records quality control for instruments and equipment; Initiates troubleshooting and corrective action; Notifies the manager of quality control results that are outside of established laboratory ranges and documents what corrective actions were taken; Identifies statistical trends and devises action plans to bring testing into acceptable performance ranges.
+ Learns new procedures within reasonable time frame. Performs several tasks simultaneously during peak workload situations; Completes tasks within allotted time; Effectively assists co-workers in the absence of specific instruction or during lag time to accomplish departmental or section goals; Seeks additional assignments/responsibilities as needed; Successfully adjusts approach or work schedule when necessary to adapt to changing work demands, situations, responsibilities and people.
+ Presents in-services for personnel performing POC tests; Assists with instruction of procedures and techniques to students, technologists and new employees.
+ Ensures that all areas performing POC tests are meeting initial, six-month and annual competencies, as well as maintaining complete competency records; Meets with sections that are non-compliant in competency testing or QC documentation.
+ Maintains a productive, cooperative working relationship with all members of the laboratory; Communicates efficiently with staff performing POCT, supervisors and co-workers; Maintains a positive rapport with medical staff and hospital personnel; answers inquiries regarding test results, methodologies, test specificity and sensitivity.
+ Demonstrates initiative in continually improving departmental functioning, as well as personal knowledge, skills and work experience. Completes mandatory in-services on or before the due date.
+ Performs duties in accordance with Penn Medicine and entity values, policies and procedures.

**Credentials:**
+ MLS Certification by a minimum knowledge based exam such as the Board of Certification (ASCP), equivalent or eligible to take such an exam.
**Education or Equivalent Experience:**
+ Bachelor of Arts or Science is required in MLS or other biological or chemical science or U.S. equivalent (substantiated by foreign credential evaluation statement)
+ 3+ years experience with moderate, high complexity laboratory testing experience is required.

Eight years of experience in clinical laboratory compliance and operations to include four years of supervisory or managerial experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Technologist/Scientist/Specialist certification by ASCP BOR -OR- Certified Histocompatability (CHT) or Certified Histocompatibilty Specialist (CHS) by ACHI -OR-Medical Technologist (MT) or Molecular Diagnostics Technologist (MDT) by AMT. Two additional years of laboratory experience required may be substituted for required certification.
This position may be responsible for maintaining the security and integrity of critical infrastructure, as defined in Section 113.001(2) of the Texas Business and Commerce Code and therefore may require routine reviews and screening. The ability to satisfy and maintain all requirements necessary to ensure the continued security and integrity of such infrastructure is a condition of hire and continued employment.

+ Partners with POCT leadership to administer POCT program. Co-chairs Regional POCT Committee meetings. Maintains current knowledge of POCT standards, regulations, technology, local and national initiatives. Attends annual POCT meetings.
+ Develops and enhances infrastructure of POCT program.
+ Manages and responsible for quality of service and quality of care. Provides guidance and direction for provision of POC laboratory services throughout Region. Interprets and communicates organizational goals and initiatives to initiate service opportunities for laboratory contributing to quality of service, quality of care, and meeting targets for resource allocation.
+ Oversees and/or serves as project lead in implementation of POCT strategies and initiatives. Provides ongoing project management and status reports. Serves as primary project liaison, communication, and change management lead to nursing and clinic supervisors and managers to effectively manage POCT program. Assures laboratory service arrangements are appropriate, accessible and compliment organizational and departmental goals and initiatives. Influences internal providers and community partners to work toward patient care goals. Ensures project meets schedule, cost, and objective targets. Participates in resolution of serious financial and service disagreements or contract negotiations. Oversees project plans and related planning documents.
+ May serve as Technical Consultant as defined by CLIA 88 for High Complexity Testing. The technical consultant is responsible for technical and scientific oversight. This person is not required to be on-site at all times, but must be available to provide consultation either on-site, by telephone, or electronically. In addition, the technical consultant, selects test methodology appropriate for the clinical use of the test menu. Verifies test procedures performed and establishes the laboratorys performance criteria, including accuracy and precision of each test and test system. Enrolls laboratory in an approved PT program commensurate with services offered. Establishes a quality control program appropriate for the testing performed and establishes the parameter for acceptable levels of analytic performance and ensures that these levels are maintained throughout the testing process. Resolves technical problems and ensures remedial actions are taken whenever test systems deviate from the laboratorys established performance specifications. Ensures patient test results are not reported until all corrective action has been taken and the test system is properly functioning. Identifies training needs and ensures testing personnel receive regular in-service training. Evaluates the competency of all testing personnel on an ongoing basis. Evaluates and documents performance of individuals responsible for testing at six months and twelve months in the first year of employment and yearly thereafter, unless test methodology or instrumentation changes, in which case, prior to reporting patient test results, the individuals performance must be reevaluated to include the use of the new test methodology or instrumentation.
+ Develops and communicates organization wide POCT service standards, policies and procedures. Negotiates and manages POCT performance standards and service levels. Communicates laboratory principles, strategies, and initiatives to obtain stakeholder buy-in and support.
+ Prepares system definitions and objectives, task plans, design documents, flow charts, feasibility studies, diagrams, user documents and specifications as required. Assists laboratory manager in performing cost/benefit analysis. Assesses impact of system modifications on customer.
+ Provides reports and studies on project proposals. Develops and implements programs to educate management on POCT systems capabilities, potential, requirements, and policy compliance.
+ Serves as liaison between POCT staff, users and vendors regarding training programs, seminars, and maintenance with other external specifications and documentation of laboratory equipment and systems. Participates and/or leads committees as appropriate.
+ Ensures POCT systems are in compliance with all regulatory requirements. Delegates responsibilities to assigned staff as necessary.
+ Maintains current knowledge of national and regional issues pertaining to POCT operations. Seeks opportunities to use technology to support various needs.
+ Networks with outside peers and other Kaiser regions to facilitate existing program improvements, learning programs, and new lab initiatives. Recommends means to utilize obtained information and implement solutions. Serves on national committees with program and other professionals to promote organizational interests and goals.
