What You'll Do
  1. Increase understanding of CZI's impact among key audiences through proactive, integrated communication planning, thought leadership content development and active, ongoing media relations.
  2. Advance and execute the positioning strategy for CEO(s) and senior leaders, including developing message platforms, identifying and evaluating speaking and media engagements, writing scripts, speeches, talking points, and background materials.
  3. Anticipate and mitigate crisis communications issues by monitoring the internal and external landscape, developing communication plans/talking points on relevant issues, and coordinating with key stakeholders and spokespeople.
  4. Partner closely with other senior leaders on the Brand and Communications team as well as throughout the organization, coordinating and planning integrated executive communications and storytelling opportunities across initiatives and programs that are optimized for consistency and impact.
  5. Serve as CZI spokesperson and prepare other spokespeople as needed.
  6. Provide strategic guidance and consultation with cross-functional teams, executives, leaders, and partners.

What You'll Bring
  • 10+ years experience as a senior-level communications practitioner with experience serving as spokesperson and demonstrated ability to establish and maintain media relationships

Compensation

About the Opportunity

Reporting to the Managing Director and Chief of Strategy, the Director, Government Affairs provides leadership and management of the institutions legislative and advocacy work. The position is primarily responsible for developing and executing the Academys external strategy at all levels of government including city, state, federal, international, and indigenous governments.

Position Duties and Responsibilities: The Director of Government Affairs will lead the Academys governmental agenda. They will recommend, develop, and implement, strategies on policy, regulatory, and funding opportunities primarily at the city, state, and federal levels. They will serve as a liaison and partner with indigenous and international governments and representatives.

The Director will collaborate with all levels of government and with colleagues across the Academy on key institutional objectives, to obtain public support and funding for the Academys scientific research, educational programming, exhibitions, and operations. The Director will also develop and leverage internal and external partnerships and communication networks to maximize the Academys presence in the city and state, as well as nationally and internationally.

Government Relations & Advocacy

  • Heads the Academys federal, state, and local government relations, including public policy matters, grants, earmarks, and other sources of revenue as well as any relationship building, advocacy, and lobbying efforts.
  • Lead the Academys engagement with City & County of San Francisco (CCSF) elected officials, department leadership, and staff.
  • Serve as the primary liaison with the Mayors Budget Office, partnering with the Academy Finance team and Building Operations Team to ensure requirements are met for the annual CCSF budget process.
  • Advocates in support of the Academy and its exhibits, programs, and curricula by meeting with federal, state, and local government officials.
  • Builds and cultivates professional relationships with members of federal, state, local, international, and indigenous government entities and agencies.
  • Research and monitor government activities that could affect the organization's mission and vision.
  • Participates and testifies before government committees in support of the organization and/or industry.

Public Policy & Strategy

  • Partner with senior management and leadership on strategic planning for known and potential regulatory activities related to the business and industry.

JOB SUMMARY:

Public Rights Project (PRP) is a national 501(c)(3) nonprofit organization that helps local government officials fight for civil rights. We build their capacity to protect and advance civil rights, convene and connect them on key issues, and provide legal representation to help them win in court for residents. Since 2017, we've recovered over $46 million in relief for marginalized people; built a network of over 1,300 government offices, elected officials, and community-based organizations in 50 states; trained 130 prosecutors and government lawyers in 24 states; and secured court victories on abortion, immigrant, workers’, and voting rights. Public Rights Project seeks to hire our first Deputy Chief of Programs - Government Affairs to join our team. This is a remote, full-time, exempt position reporting to the Chief Program Officer (CPO). The Deputy Chief is a critical new role to enable us to build relationships with and optimize our services for mayors, city and county attorneys, county executives, and other local elected and appointed officials with whom we partner. The Deputy Chief will work closely with the Directors of the Election Protection Hub and Civil Rights Hub to ensure that local leaders across the country know about and can use our services to help them deliver for their constituents.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Build and implement PRP’s Government Affairs strategy to reach, engage, and support local elected and appointed officials across the country.
    • Work closely with the Civil Rights Hub (CRH) Director, Election Protection Hub (EPH) Director, and Fellowships and Learning (F&L) Director to understand and build a plan to meet their recruitment and targeting goals for local officials. Serve as an advisor and strategic thought partner to them.
    • Monitor and analyze target local governments’ policy and litigation activity on our core issue areas to inform engagement strategies and tactics. Analyze the potential impact of PRP’s cases and activities on target local communities.
    • Supervise the Director of Organizing to integrate nonprofit outreach and coalition-building with government affairs.
    • Build relationships with local elected officials, their chiefs of staff, and other senior staff and advisors to understand how PRP can best support their needs and recruit them to use one or more PRP services.
    • Engage directly and manage relationships with other government-facing organizations, including those serving local governments primarily.
    • Manage vendors and consultants in target states as necessary to implement the government affairs strategy.
    • Provide input to inform the CPO’s and CEO’s external affairs engagements, including conference attendance, speaking engagement, in-person events and other external relations opportunities.
    • Work with the Communications and Marketing team to develop communications and content strategies and materials to support your government affairs goals.
  • Represent PRP at third-party coalition, conferences, presentations, and other networking-building events, including events that require travel.
  • Grow PRP’s network of engaged government partners at both the state and local levels.

EDUCATION AND/OR EXPERIENCE:

  • At least 10 years of work experience preferred, 2-3+ years experience managing people preferred
  • Experience working in electoral campaigns, for and with elected officials in state or local government, or in public/government affairs
  • Experience managing large, complex projects with multiple internal and external stakeholders
  • Law degree or experience working with legal advocacy teams a plus but not required

KNOWLEDGE, SKILLS AND ABILITIES:

  • An understanding or ability to learn the basics of compliance and boundaries between 501(c)(3) vs. 501(c)(4) and other activities when engaging public officials
  • Knowledge of how local government works, how elected officials think, and political savvy in managing government stakeholders
  • Knowledge of the ecosystem of government associations and government-serving for-profit and non-profit institutions
  • Ability to think strategically while providing tactical support to bring ideas to life
  • Strong skills in change management and achieving buy-in at the leadership level. Ability to build strong relationships and trust across difference
  • Strong skills in supporting CEO or C-suite positions, senior appointees or elected officials
  • Ability to identify and communicate organizational gaps, risks, or challenges in a timely manner
  • Possesses a continuous learning mindset, able to share constructive feedback amongst team members, and highly adaptable
  • Exceptional judgment in discretion and sensitivity in handling confidential matters
  • Strong organizational, communication, and leadership skills, capable of leading cross-functional teams and managing complex organizational structures
  • Expert, detail-oriented, and proactive project management skills, including managing multiple work streams concurrently
  • Team player with ability and willingness both to complete and to oversee administrative tasks in support of team goals
  • Ability to deliver high-quality content and produce results on a deadline
  • Experience or ability to learn the following systems: Office 365, Salesforce, and Asana
  • A belief in the power of state and local government to make positive change in the world and a passionate commitment to economic, racial, gender, and environmental justice

ORGANIZATIONAL RELATIONSHIP:

Reports to Chief Program Officer.

PHYSICAL DEMANDS:

Requires sitting, talking and listening for up to 8 hours per day. Certain situations may require lifting items up to 20 pounds.

WORK ENVIRONMENT:

Fully remote organization and team. This role may require travel a few times a year to PRP events or meetings. We currently have remote staff in all U.S. time zones. While PRP supports flexible work schedules and work-life balance, this role may occasionally require evening or weekend work depending on project needs, deadlines, or partner availability. We aim to provide advance notice when possible and are committed to supporting staff with the flexibility and resources to manage their time effectively.

COMPENSATION

The determined salary range for this role is set between $30,560 - 195,840 exact salary will be based on candidate experience. For internal equity purposes, PRP will not negotiate with candidates outside of the role’s designated range.

Position Summary

Drives development and implementation of corporate policy through strategic partnerships with government and industry groups aligning with business objectives. Responsibilities

  • Plans and directs organization's policies and objectives involving matters of state government laws and regulations nationwide, with a focus on California.
  • Oversees analysis of proposed state legislation to determine potential impact on the organization.
  • Works internally to establish company positions on state laws and regulations and communicates positions internally and externally.
  • Responsible for identifying, monitoring and influencing state government legislation, regulation and public policy with the intent to optimize the business environment and patient access to Illumina solutions.
  • Educate public policymakers on issues and initiatives that support and advocate for our industry and business nationwide, with a focus on California.
  • Create and maintain a positive leadership image and business climate for Illumina with state and local government policymakers.
  • Work with business units as appropriate on strategies and matters involving state issues which impact their products and require government relations involvement.
  • Utilize Illumina executives and subject matter experts to help educate state government policymakers.
  • Help manage major company events and high-profile meetings and visits with government officials.
  • Effectively represent the company through direct advocacy and participation at the state levels of government
  • Serve as primary liaison and advocate with key decision makers at state levels of government, with physical travel to state capitals as needed. Expectation of visiting Sacramento, CA quarterly.
  • Manage state government affairs consultants on as needed basis.
  • Work with Global Head of Government Affairs and Head of Government Affairs for AMR on managing internal requirements and documents as needed.
  • Policy Analysis Provide insightful analysis of proposed state administrative and legislative actions and their impact on Illumina. Consider alternative policy descriptions and their impact on other stakeholders. In close working partnership with business units and corporate functional experts, develop policy positions and appropriate messaging tailored appropriately to target audiences.
  • Advocacy Communicate directly and persuasively with government officials and staff, as well as both allies and opponents, in the advancement of Illumina public policy priorities. Demonstrate thought leadership and subject matter expertise where business strategic objectives can be advanced through proactive public policy engagement. Develop issue advocacy materials and presentations, testimony for delivery to legislative committees and regulatory bodies, and internal messaging for key contact and employee grassroots and vendor engagement programs.
  • Tracking and Intelligence Gathering Identify and monitor legislative and regulatory activities for their ripeness and potential impact, and report to internal partners in a timely and precise manner.
  • Industry Associations and Coalitions Serve on industry task forces and working groups where policy interests are aligned and Illumina leadership can be exerted. Represent the company at trade associations and participate as directed in meetings and work of national associations.
  • Third-Party Ally Development Similarly, build and lead other disparate advocacy coalition efforts intended to raise awareness on a disease state, barriers to patient access to therapy, or the importance of fostering a business environment friendly to technology innovation investment and employment. Particular focus on helping to cultivate business strategic partnerships with public and private payers, provider organizations, key clinical research institutions, as well as patient advocacy organizations. Leverage internal resources to support engagement plans.

Requirements

  • Experience working with legislators and other professionals at the state and/or federal government level
  • Experience communicating and presenting to senior-level stakeholders, both inside and external to the company
  • Experience with state compliance requirements
  • Strong working knowledge of state and local legislative processes with strong regulatory knowledge
  • Demonstrates business acumen with knowledge of current policies, practices and competitive landscape, as well as future trends and challenges in the marketplace. Specified health care knowledge preferred.
  • Significant experience reading, analyzing and interpreting legislative and regulatory documents
  • Ability to convey company views and positions in an open, honest manner that is interesting to others; able to tell a compelling story and use effective case studies; and to offer solutions and generate favorable action
  • Ability to build strong relationships, collaborate with and lead teams, and work well with cross-functional colleagues

The estimated base salary range for the Senior Manager, Government Affairs (Remote) role based in the United States of America is: $152,600 - $228,800. Should the level or location of the role change during the hiring process, the applicable base pay range may be updated accordingly. Compensation decisions are dependent on several factors including, but not limited to, an individuals qualifications, location where the role is to be performed, internal equity, and alignment with market data. Additionally, all employees are eligible for one of our variable cash programs (bonus or commission) and eligible roles may receive equity as part of the compensation package.
