About the Role
The Tunnel and Bridge Agent (TBA) is responsible for patrolling assigned areas to control and expedite the movement of traffic and for responding to emergencies to protect life and property at the Port Authority's tunnel and bridge facilities. TBAs may be assigned to any Port Authority facility including the George Washington Bridge, Holland Tunnel or Lincoln Tunnel and Staten Island Crossings (Goethals Bridge, Bayonne Bridge and Outerbridge Crossing).
Responsibilities
Responsibilities of a TBA during an emergency include, but are not limited to:
+ Patrolling assigned areas to control and expedite the movement of traffic in accordance with traffic regulations.
+ Operating emergency vehicles and equipment.
+ Clearing traffic stoppages (towing disabled vehicles).
+ Responding to emergencies and removes disabled vehicles.
+ Fighting vehicle fires.
+ Performing vehicle extrication for injured passengers.
+ Administering first aid/CPR when necessary.
+ Providing public service information to customers as required.
+ Responding to hazardous material spills (i.e. Gas, diesel, oil, vehicle fluids).
Those hired for the position will be required to successfully complete the Emergency Medical First Responder Certification Test, Basic Garage Training and On-the-job training (OJT), and Emergency Garage Training and related OJT which includes classes and hands-on work with heavy duty towing and recovery, vehicle firefighting, vehicle extrication, and Haz-Mat operations.
TBAs undergo a 9-week combined basic training and on-the-job training (OJT), where they are taught Professional First Aid, tunnel operations, emergency procedures, incident command, basic fire behavior, fire extinguisher handling, hazardous materials identification, and wheel lift operations. Once TBAs have obtained their Class A Commercial Driver License (CDL) with the required endorsements, they then attend advanced training. During the approximately 10-week advanced training program and OJT, TBAs are instructed on all advanced job functions including heavy duty towing and recovery, vehicle firefighting, hazardous materials operations, and vehicle extrications are required to successfully complete training and obtain the required licenses/certifications as specified at the start of training; failure to do so may result in termination from employment.
The TBA position requires working under the following conditions:
+ Work requires significant physical exertion.
+ Work in confined areas in tunnels 5-6 hours per day when on tunnel patrol.
+ Work in areas of high traffic noise levels.
+ Work in traffic lanes when stoppages and other emergencies occur.
+ Work in all types of weather conditions.
+ Work rotating shifts, including nights, weekends and holidays.
+ TBAs must wear a self-contained breathing apparatus when responding to emergencies.
+ TBAs must wear a uniform and equipment that require incumbents to conform safety regulations.
Minimum Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
+ High school diploma or GED from an accredited institution.
+ Minimum of one (1) year of work experience working in a field operations or public safety capacity, or as an emergency responder.
+ Possess a valid driver's license.
+ IMPORTANT INFORMATION: BEFORE the first day of employment, applicants without a Class A CDL must obtain a Class A Interstate CDL Permit with the following tests successfully completed:

The Public Safety Technical Consultant is a key member of the Oracle Public Safety implementation team responsible for assisting customers in migrating historical data to the Oracle public safety solution. **What you will do:**

**What you've done:**
+ Bachelor's degree in computer science, information technology, data management, or equivalent (minimum 8 years) work experience.
+ 2+ years of technical and/or consulting experience architecting enterprise and application solutions in public safety software.

**POSITION DETAILS**
The City University of New York (CUNY) is seeking a strategic and solutions-oriented leader to serve as University Deputy Director (UDD) of Public Safety at the University's Central Office. Reporting to the University Executive Director of Public Safety, the selected senior security executive will serve as the principal advisor and deputy, providing visionary leadership to advance the department's strategic goals.
As a senior security executive, the UDD will play a crucial role in leading public safety initiatives across CUNY's 25 campuses, which serve approximately 225,000 students across New York City's five boroughs. This position offers a unique opportunity to contribute to the safety and security of the nation's largest urban public university system.
In collaboration with the University Executive Director of Public Safety, the UDD will proactively advance the University's strategic public safety goals centered on enhancing community trust and accountability; utilizing the most current policies and best practices; delivering resources effectively and efficiently; and investing in the development of talent. The UDD will work to position the CUNY Public Safety Department as a national leader in community-based university public safety while ensuring the safety and security of all CUNY community members and facilities, spearheading initiatives to position the CUNY Public Safety Department as a national benchmark in innovative, community-centered public safety models, fostering a culture of excellence and accountability across all campuses.

Specific responsibilities include, but are not limited to:

Develop department-wide polices for standardization and the collection of metrics/trends. Research and evaluate campus security systems/technology and lead implementation of best practices for institutions of higher learning. Develop and implement quality assurance, compliance, and safety inspection programs.
**Emergency Management** : Direct the coordination of emergency response teams in collaboration with law enforcement, fire departments, and emergency medical services ensuring effective crisis response.
**Leadership and Strategy** : Collaborate with the University Executive Director to advance CUNY's public safety goals, focusing on enhancing community trust, accountability, and operational efficiency. Provide strategic leadership and expert counsel in shaping and executing the Public Safety Strategic Plan, ensuring alignment with the University's long-term vision and evolving security landscape.
**Staff Management** : Assist in managing over 1,000 sworn and non-sworn personnel, promoting a culture of excellence and continuous professional development within the department.
**Community Engagement** : Cultivate partnerships with community stakeholders and government agencies, strengthening trust and collaboration, promoting CUNY's reputation as a leader in progressive public safety.
**Budget Management** : In coordination with the Director, manage the department's budget, ensuring efficient allocation of resources to support public safety operations.
**Risk Assessment and Mitigation** : Conduct regular risk assessments to identify and mitigate potential threats. Lead emergency management planning, readiness, and training operations across the University.

**Reporting Responsibilities** : Responsible for management and reporting of department accreditation plan. Develop and maintain monthly, quarterly, and annual executive level reports of public safety elements.
**CUNY-wide Collaboration** : Attend senior level meetings and strategic planning sessions for public safety initiatives. Collaborates with Campus Public Safety Chief and conducts campus site visits as needed. Conduct high-level briefings as necessary for the chancellery and department-level staff. **NOTES** :
+ Until further notice, this position is eligible for a hybrid work schedule.
+ This position is subject to a satisfactory background investigation by the University Office of Public Safety, which may include, but is not limited to, criminal history review, drug test, credit checks, driving record review, work history verification, reference checks, etc. This position is subject to random drug testing, as well as re-fingerprinting and re-investigation every five years.
+ Within one year of appointment to this title, or sooner based on the availability and satisfactory completion of mandated university training, a person appointed to this position must qualify for Peace Officer status in accordance with the requirements of the New York State Division of Criminal Justice Services, Bureau of Police Standards. Persons appointed to this position must, within one year of appointment to this title, receive the New York State Department of Criminal Justice Services certified firearms training in accordance with New York P.L. article 35 and be eligible to carry firearms.

**QUALIFICATIONS**
Minimum:
+ Baccalaureate degree and a minimum of 10 years of progressively responsible public safety, security, law enforcement, or military service, with at least 3 years at an executive level.

+ Comprehensive knowledge of New York State Penal and Criminal Procedural Law.

**What you have done:**

+ Responsible for the creation, advancement, and closing of Public Safety opportunities.
+ A history of consistently meeting sales quotas and crafting/growing pipelines in net new territories.
+ Strong applications background and understanding of software systems.
+ Has outstanding interpersonal skills to complete sophisticated sales transactions and provide information and transparency to any sales deal; or problem resolution situation.
+ Conducts interactions with internal/external clients, peers, and management in a polished and highly professional manner.

New York City College of Technology (City Tech) of the City University of New York (CUNY) is a comprehensive college in downtown Brooklyn, offering associate and baccalaureate degree in technology and health related degree programs, other career-oriented degrees and liberal arts transfer degrees in its Schools of Arts and Sciences, Technology and Design, and Professional Studies. The Public Safety Department at City Tech is looking for hourly Campus Security Assistants to help ensure the safety and security of students, employees and visitors on City Tech's campus.
These are part-time positions (up to 32.5 hours per week, contingent on the department's needs and budget).
**MINIMUM QUALIFICATIONS**

QUALIFICATIONS:

(A)

• Bachelor's degree in systems engineering, computer engineering, electrical engineering, mechanical engineering, engineering science, transportation management or a related technical field from an accredited college. In lieu of the degree, 14 years of related technical experience in system safety, safety engineering, or safety assurance within a regulated transportation environment may be considered.

• Must possess a minimum of 10 years of progressive technical experience in system safety, safety engineering, or safety assurance within a regulated transportation environment.

• At least 7 years in a senior management or technical leadership role with accountability for enterprise-level safety programs.

• Must be a seasoned manager with a strong work ethic, business acumen, and must be capable of effectively introducing change to the way business is conducted, which may involve organizational and cultural changes.

• Demonstrated experience in developing, implementing, and managing Safety Management Systems (SMS) in alignment with FRA/FTA/FAA regulatory frameworks.

Responsible for directing the research and evaluation of new technologies for use in LIRR operations, approving recommendations for implementation.
  • Direct the team responsible for ensuring mandates and standards including, but not limited to, American Public Transit Agency (APTA), Federal Railroad Administration (FRA), American Association of Railroads (AAR), the National Safety Transportation Board (NTSB)/Public Transportation Safety Board (PTSB), Occupational Safety and Health Administration (OSHA)/Public Employees Safety and Health (PESH), Federal Motor Carrier Safety Administration (FMCSA), Department of Environmental Conservation (DEC) and the Department of Homeland Security are being adhered to by LIRR Departments. Direct internal and external audits of compliance, evaluate corrective actions, and monitor effectiveness of mitigations. Oversee the compliance of FRA programs including SAFER (Title 49 Part 217 Railroad Operating Rules); Passenger Train Emergency Preparedness (Title 49 CFR Part 239), System Safety Program Plan (Title 49 CFR Part 270); Critical Incident Stress Plan (Title 49 CFR Part 272).
  • Perform other assignments as requested by Senior Management.


QUALIFICATIONS:

(A)

• Bachelor's degree in systems engineering, computer engineering, electrical engineering, mechanical engineering, engineering science, transportation management or a related technical field from an accredited college. In lieu of the degree, 14 years of related technical experience in system safety, safety engineering, or safety assurance within a regulated transportation environment may be considered.

• Must possess a minimum of 10 years of progressive technical experience in system safety, safety engineering, or safety assurance within a regulated transportation environment.

• At least 7 years in a senior management or technical leadership role with accountability for enterprise-level safety programs.

• Must be a seasoned manager with a strong work ethic, business acumen, and must be capable of effectively introducing change to the way business is conducted, which may involve organizational and cultural changes.

• Demonstrated experience in developing, implementing, and managing Safety Management Systems (SMS) in alignment with FRA/FTA/FAA regulatory frameworks.

• Demonstrated experience with and an understanding of System Safety Engineering and Safety Risk management in complex systems.

• Knowledge of Safety Standards including but not limited to: MIL-STD-882, CENELEC standards, IEC 61508.

• Experience with and practical knowledge of using hazard analysis techniques including but not limited to: Fault Tree Analysis (FTA), Event Tree Analysis (ETA), Software Hazard Analysis, System Hazard Analysis, Operation and Support Hazard Analysis, Cause and Consequence analysis and Bowtie method.

• Must be able to understand and communicate technical issues to various audiences and all levels of management, anticipate and recommend audience responses, and put specific actions and policies into context with broad internal and external issues.

• Must possess strong human relations, communication (verbal and written), interpersonal, analytical, negotiation, problem solving, decision-making, and judgment skills.

• Must demonstrate a high level of initiative, professional integrity, and demeanor.

• Must have the ability to identify risks/problems, organize and convey pertinent information, and recommend viable solutions.

• Must possess demonstrated strategic management skills, including strategic planning, organization, project prioritization and management, resource identification and allocation.

• Must possess demonstrated effective leadership skills, which must be displayed both to internal and external customers, including labor organizations.

• Must possess experience with developing and mentoring employees and subordinates.

• Ability to plan, forecast, set objectives/goals to support corporate goals and determine course of action.

• Ability to motivate, develop and influence others in a positive and productive manner to meet department/corporate goals.

• Must possess prior experience with monitoring time and attendance.

• Must be available to work extended hours for unplanned work, emergencies, etc.

(B)

• Master's in systems engineering, computer engineering, electrical engineering, mechanical engineering, engineering science or transportation management.

• 10 years of progressive technical experience in system safety, safety engineering, or safety assurance in rail or transit operations.

• Experience with software/computer-based safety critical systems in a rail or transit operation.

• Experience in human factors analysis.

• Thorough knowledge of railroad operations.

• Strong understanding of LIRR operations, policies and procedures. Working knowledge of union rules with experience managing within a complex, unionized environment.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
