CFO Recruit is partnering with a well-respected agency in Louisiana to appoint a highly capable and mission-driven Senior Controller. The successful candidate will oversee all financial operations and serve as a key advisor to executive leadership on complex fiscal matters. This opportunity is ideally suited for a seasoned finance professional such as a Senior Controller, Comptroller, Accounting Manager or Director of Finance, ideally with experience in the public sector and an understanding of governmental budgeting and compliance.

Crucially, this role requires a leader with the confidence and authority to represent the financial interests of the agency in high-level discussions with city and state government officials. The ability to advocate effectively and navigate the nuances of public finance is essential.

The Director of Finance will have the following responsibilities:

  • Leading the finance and accounting department, with one direct report and a team of nine indirect reports.
  • Providing strategic direction, coaching, and performance oversight to ensure a high-functioning finance team.
  • Managing the full scope of financial operations: budgeting, accounting, procurement, forecasting, grants, tax, and audit processes.
  • Developing and presenting timely, accurate financial reports to internal leadership and external government bodies.
  • Overseeing and reconciling financials across multiple fund areas.
  • Reviewing and revising budget performance reports to ensure compliance with Louisiana statutes and other applicable regulations.
  • Ensuring the appropriate allocation of revenue-sharing tax receipts from the State of Louisiana.
  • Leading special projects and initiatives, such as system upgrades, grant audits, and financial process improvements.
  • Representing the organization with financial clarity and authority in multi-agency meetings and budgetary negotiations.

To be successful in this role the Director of Finance will have the following experience & qualifications:

  • Bachelor's degree; CPA designation preferred but not essential.
  • At least 10 years of progressive experience in financial leadership, ideally within a government agency or publicly funded entity.
  • Proven experience managing government contracts, grants, and compliance with federal/state reporting requirements.
  • Strong technical knowledge of accounting systems and prior experience with system implementations or upgrades.
  • Exceptional critical thinking and analytical skills, with the ability to solve complex problems and make sound decisions.
  • Demonstrated ability to positively challenge executive-level stakeholders and remain firm under pressure.
  • High level of professional integrity, discretion, and commitment to public service.
  • Strong presence, confidence, and communication skills to effectively represent the organization at senior levels.

The **Financial Controller** is a key member of, and strategic partner to, the VP of Sales and Leadership Team. Physical Requirements

Qualifications
+ Bachelor's Degree in finance or related field of study from an accredited university required
+ May consider an Associate's degree in finance or related field of study from an accredited university with a minimum of seven (7) years of Financial/Accounting experience required
+ May consider a High School Diploma or equivalent with a minimum of nine (9) years of Financial/Accounting experience required
+ Minimum of five (5) years of Financial/Accounting experience required
+ Minimum of three (3) years of SAP experience preferred
+ Thorough understanding of Cost Accounting required
+ Strong ability to analyze & think strategically required
+ Proficiency in preparing charts, graphs & presentations required
+ Strong SAP experience preferred
+ Superior communication skills with colleagues at all levels required
+ Outstanding abilities in relationship building & customer service required
+ Strong process improvement, problem solving & organizational skills required

The Financial Controller's primary responsibility will be to oversee the US accounting and reporting operations to ensure the integrity of financial information and reports, specifically the preparation of management accounts and various consolidated reporting requirements. In addition, the role will oversee our Agency Accounting team that is responsible for the billing and collection of Select's premium receivables and loss deductibles. The position requires working closely with other teams and the Group generally as a trusted business partner and collaborator.

**What's the Job?**
+ Review and analyze all investment-related transactions.
+ Maintain accounting policies & procedures and ensure financial statements and underwriting-related transactions are prepared in accordance with US Statutory and US GAAP accounting.
+ Assist in the preparation of the Company's annual financial plan.
+ Manage and ensure regulatory filings for financial returns at a State level are complete, accurate, and timely filed.
+ Ensure appropriate internal controls are in place and being adhered to toward the integrity of financial information and the safeguarding of the Company's assets.
+ Manage the month-end close process - including coordinating with the Underwriting and Operations teams, working with the offshore team to review & post journals, resolve queries & complete all reconciliations.
+ Oversee the accounts payable process, working with the offshore team - including reviewing of invoices, approving banking templates and releasing payments.
**What's Needed?**
+ Certified Public Accountant (CPA)
+ In-depth knowledge of US Statutory and US GAAP accounting
+ Some prior experience and knowledge of the E&S Insurance/Reinsurance market and regulatory requirements are preferable but not essential
+ Advanced MS Excel skills and the ability to navigate complex spreadsheets
+ Experience with Decision Focus is preferred.

We are seeking individuals who have worked in an office environment to fill the position of Financial Controller for our Fredericksburg location.
Responsibilities & Essential Functions:
+ Overall management and leadership of the accounting function.
+ Oversee full-cycle accounting department operations: G/L, A/P, A/R, credit & collections, and tax (income, sales, and property).
+ Define and direct a tight, repeatable month-end close process and prepare monthly financial statements, including reporting to other entities.
+ Work closely with all departments to understand variances, and to design effective, repeatable processes and systems to provide leadership with actionable financial data and insights.
+ Continually evaluate and improve accounting systems and processes, striving for process automation, improved efficiency and accuracy, and greater internal and external customer satisfaction.
+ Help manage outside auditors during annual external audit and agreed upon procedures.
+ Manage monthly and annual filings and reporting for internal and external financials, corporate income tax, sales tax, and property tax.
+ Coordination with accounting personnel of International affiliates.
+ Establish, implement, and review accounting team goals.
+ Establish strong relationships with inter-departmental peers and be their go-to accounting resource.
+ Supervise, develop, and provide guidance and direction to accounting personnel to assist them in their professional development.
+ Other Duties as assigned.
Qualifications & Required Skills
+ A strong work ethic and ability to independently perform the responsibilities and essential functions.
+ Active-status or working toward CPA license.
+ Minimum 2 years public accounting audit experience.
+ Deep working knowledge of GAAP, credit & collections, contracts, and process and internal accounting controls for GL, inventory, AP, and invoicing.
+ Successful record of implementing accounting infrastructure and teams and implementing IT solutions to support rapid growth.
+ Experience with general capitalization policies and best practices.
+ SAP experience.
+ Familiar with managing intercompany transactions and elimination entries.
+ Must be hands-on and a proven and effective leader.
+ Experience with Google Suite (Gmail, Sheets, Docs, Google Applications).
+ Excellent verbal and written communication, as well as presentation skills. Confident and effective communication at all levels.
Education, Experience
+ Minimum 10 years of accounting experience, with increasing management responsibility and focus. Minimum five years in public accounting and Senior or higher audit experience may be a substitute. Multi-state, multi-location sales, service, and distribution controller experience, preferred.
+ A Bachelor's or Master's degree in Accounting required, Master's Degree/MBA preferred.
