Job Description

This Child and Family Specialist/IHBS Provider is responsible for providing in-home mental health services such as Intensive Home Based Services (IHBS) to children/adolescents and their families. Responsibilities: Child & Family Specialist (CFS) participate in Child & Family Teams, provide direct services to children, adolescents and their families, promotes child and family / professional partnerships and family decision making. Child & Family Specialists’ submit required Matrix documentation and reports, timely, to ensure all documents meet current and acceptable standards, maintaining fidelity to the Wraparound model and meeting guidelines for all audit entities. Participates in agency-related activities, including, as necessary, the review of charts, client assignments, assessment and programming, crisis response as needed, staff meetings, screening and intake, and internal/external quality assurance activities. Under supervision of the Wraparound Director/Assistant Director of Field Based Services, the Child and Family Specialists collaborates with other entities within the SPA and county to ensure a maximum level of effectiveness and fidelity to the model. Ensure maximum participation in the planning, implementing and evaluation of services by clients/consumers through their participation. Under general supervision, has responsibility for the children and families they serve in establishing and evaluating the Plan of Care; promotes family decision making and consensus building; provides outreach and emergency services and counseling in crisis situations; performs related work as assigned. In the Field Based Services, Child and Family Specialist must adhere to agency and regulatory body standards, policies and ethics for professional roles, conduct and behavior. Serves as a role model for children, adolescents and adults who may have emotional or behavioral problems. Demonstrates appropriate daily behavior, appropriate expression of emotions, as well as appropriate role modeling. Ensures to understand, follow and implement the Agency Quality Assurance (QA) and Quality Improvement (QI) process in performance of duties as determined by the scope of responsibility for this position, in accordance with the funders, county, state and federal requirements. Requirements: BA/BS degree and one to three years of experience working with seriously emotionally disturbed children and adolescents and their families; or some college with an emphasis on social work/psychology plus five years of experience providing direct service to the target population. Maintain a valid driver’s license and provide proof of insurance if transporting clients/families. Obtain Red Cross CPR, First Aid and Pro-ACT certification and maintain such certification throughout the term of employment. DEFINITION:
Prepares reimbursement claims for health and/or mental health care provided under Federal, State and Special medical aid programs or prepares yearly budget requests, annual financial plans and evaluates operational performance against expenditures standards.

CLASSIFICATION STANDARDS:
Positions allocable to this class conduct special studies, assignments or projects in expenditure management which involve the analysis of changes in laws, regulations or policies governing fiscal programs, the modification of accounting systems to incorporate changes and the production of program and financial reports.
Essential Job Functions
Analyzes reimbursement requirements for Federal, State, and/or Special Programs to determine if claims for reimbursement conform to applicable rules and regulations and result in maximum revenue collection.

Prepares Medicare and Medi-Cal cost reports and State mandated disclosure reports.

Analyzes costs and develops rates for contractual agreements with County and Non- County providers.

Analyzes preliminary budget requests, conducts comparison studies of units and subunits previous financial performance and cost effectiveness, completes cost analysis, revenue forecast and reports findings and recommendations to financial management.

Develops and/or monitors annual financial plans/unit budget allocations for the expenditure of funds within each unit, monitors performance against the plans/allocations, analyzes and prepares summaries of financial activities to keep units and executive management informed of financial condition.

Develops, monitors and adjusts billing rates to reflect cost changes and maximize cost recovery.

Analyzes utilization of billing rates and/or contract allocations for appropriate application, informs management of problems and recommends corrective action.

Analyzes program performance data and conducts studies of accounts, records and the integrity of electronic data which are basic to program and financial reporting.

Identifies operational problems, develops solutions and recommends modifications in the automated accounting system to improve the responsiveness of the system to the needs of expenditure management.

MINIMUM REQUIREMENTS :
Completion of accounting courses in an accredited college equivalent to 21 semester units or 32 quarter units including at least two courses in advanced accounting subjects such as governmental accounting, computerized accounting or auditing -AND - One year of professional accounting or responsible staff experience in health care financial operations.
Professional Accounting is defined as: a wide range of accounting responsibilities including preparation, analysis, review, maintenance, reconciliation and control of financial records and fiscal revenue and expenditures forecasting.

Staff experience is defined as: Work performed to assist and support administration by doing research, analysis and making recommendations to line managers for the solution of problems such as organization, utilization of personnel, allocation of funds, workload and workload fluctuation, or programs and procedures for accomplishing work objective.
