Responsibilities

GovCIO is looking for a Full Stack Developer to sustain one of VA's legal case/matter and accreditation management systems. This role may include parts or all of the following: Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. May design graphical user interface (GUI) to meet the specific needs of users. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. May build add-on modules using application program language.

• Designs and codes applications following specifications using the appropriate tools.

• Maintains and modifies existing software applications.

• Analyzes detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.

• Participates in code reviews to represent reviewed work for adherence to standards and specifications.

• Writes or revises program documentation, operations documentation and user guides in accordance with standards.

• Diagnose and troubleshoot production application issues.

• Promote and drive innovation in technologies, processes, and tools.

• Work with Product Owners and Scrum Teams in requirements decomposition, backlog refinement, and breakdown of user stories and tasks.

Qualifications

Required Skills and Experience:

The Senior Web Developer shall perform the following:
+ Builds, designs, and maintains all websites and software applications.
+ Regulates exposure to business stakeholders and executive management as well as other authorities.
+ Designs, writes, and edits website content.
+ Understands UI, cross-browser compatibility, and general web functions and standards.
+ Creates solutions for identified problems or bugs.
+ Communicates with colleagues, managers, and stakeholders daily.
+ Executes assignments with the use of web applications, scripts, and programming languages such as HTML, CSS, JavaScript, and APIs.
+ Develops and validates test routines to ensure the quality of the external and internal interface.
+ Plans and delivers software platforms and products across multiple organizational units.
+ Designs assignments with web services like REST, SOAP, etc.
+ Evaluates written code to ensure it meets industry standards and is compatible with all devices.
+ Maintains a professional understanding of web development by tracking trends and participating in study groups.
+ Accomplishes company goals by accepting ownership of new and different requests.
**Requirements**
+ 7-10 years of experience as a Senior Web Developer, and have a full understanding of the Software Development Life Cycle
+ Bachelor's degree and/or equivalency.
+ Expertise in web development technologies, such as HTML, CSS, JavaScript, and other web development languages and frameworks.
+ Possess a deep understanding of web development standards and best practices, and be able to apply this knowledge to develop robust, scalable web applications, to include the Sitecore content management system.
+ Proficiency in backend development: experience with server-side programming languages and frameworks. To include ASP.Net, ASP.Net MVC, C# and Java. Should be able to design and develop database schemas and work with backend frameworks such as Node.js or Django.
+ Experience with front-end development frameworks such as React, Angular, or Vue. Should be able to design and develop user interfaces that are both functional and visually appealing.
+ Strong problem-solving skills: Should be able to identify and solve complex technical problems quickly and effectively. Should be able to troubleshoot issues and debug code efficiently.
+ Leadership and mentoring skills: Should have strong leadership skills and be able to mentor and guide junior developers. Should be able to work effectively as part of a team and be able to communicate complex technical concepts to non-technical stakeholders.
+ Demonstrated experience planning and managing multiple tasks
+ **Must be US Citizen** ; successful candidate is subject to a background investigation by the government and must be able to meet the requirements to hold a position of public trust

Job Description

As a Senior Software Developer, you will be responsible for full-cycle design and development, working across multiple tech stacks including Java, C#, JavaScript, C++, and more. Tactical knowledge of data modeling, SQL, and general web development technologies is essential.
