Terra Vista Management, Inc., the company that owns Campland and MBRVR, seeks a Manager of Information Technology to manage and direct Campland on the Bay's and Mission Bay RV Resort's information technology (IT) operations, at all times ensuring the department provides efficient and effective technical support service with minimal service interruptions.
Campland's and Mission Bay's IT environment differs from a typical corporate setting. We face scenarios where quick thinking, adaptability, and a willingness to learn atypical IT skills are essential. Because our guest-facing systems (wi-fi, cable TV, reservations platforms) directly impact the guest experience, the IT team needs to troubleshoot and restore service quickly even if it involves systems outside of standard or typical IT.
Our IT team also frequently works with a mix of equipment. For example, our telephone systems utilize copper lines and digital/cloud-based (Ubiquiti). Our IT staff is challenged with learning on-the-spot and being creative in their problem-solving as they keep the older systems running while planning and implementing long-term improvements. Our IT department sometimes assists other departments with such technical tasks as gate controllers or security cameras that other companies typically assign to a facilities department or outside vendors.
The successful manager of Information Technology will possess a mindset focused on supporting both staff and guest needs and the willingness and ability to learn and apply skills that may not traditionally fall under IT but are critical in the environment in which we operate.Managerial Duties/Responsibilities
- Supervises IT staff: hires, trains, provides timely discipline and/or performance feedback, terminations; assigns tasking and employee schedules

Minimum Requirements
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

The retirement benefit is based on age at retirement, years of service, and a consecutive 36-month compensation period. Employees currently pay 7.50% (pre-tax) toward the retirement contribution, which for PEPRA members, is determined by CalPERS each fiscal year based upon the actuarial report.
Classic Members: 3% at 60
Participants enrolled in the CalPERS Retirement Plan prior to January 1, 2013, with no break in service or a break in service of less than 6 months are considered Classic Members. The retirement benefit is based on age at retirement, years of service, and the single highest year of compensation. Employees pay 9.5% (pre-tax) toward retirement benefits.
Deferred Compensation
Employees are eligible to join the ICMA-RC 457 deferred compensation plan. This plan allows employees to set aside pre-tax wages for retirement.
ADDITIONAL BENEFITS
Cafeteria Benefit Plan
The City provides a Cafeteria Benefit Plan with a 2025 monthly allotment of 2,168 that can be used to help cover the cost of medical, dental, vision, supplemental life insurance, and ancillary benefits. The City participates in the CalPERS Group Health Benefits, which offers several options including HMO and PPO plans. Any remaining balance from the Cafeteria Benefit Plan can be designated to a health reimbursement account (HRA) for reimbursement of eligible health care expenses and/or dependent care flexible spending account (FSA) for eligible dependent care expenses.
Short-Term & Long-Term Disability
The City provides short-term disability insurance equal to 66-2/3% of income (up to 1,000/week) after a 14-day waiting period. The City provides long-term disability insurance with a monthly benefit of up to 5,000 after a 90-day waiting period. Employees have the option to elect enhanced long-term disability insurance (up to 8,000/month).
Life Insurance
The City provides group term life insurance and AD&D in an amount equal to 50,000 or one times base annual salary, whichever is greater. In addition to the basic group life insurance provided by the City, employees may purchase up to 500,000 of supplemental life insurance. Coverage over 150,000 is subject to approval by the insurance provider. Employees may also elect supplemental life insurance coverage for their spouse/registered domestic partner and child(ren).

The City provides an Employee Assistance Program (EAP). The EAP provides confidential evaluation and up to 6 free counseling visits for employees, family members, and anyone residing in the home of an employee.
2,000 Tuition Reimbursement
Each fiscal year 2,000 is available for reimbursement for costs such as tuition, fees, books, and other required materials for approved courses leading to a college degree. Reimbursement is made upon written verification of satisfactory completion of coursework. All expenses in excess of 2,000 will roll over to subsequent years and will be reimbursed up to 2,000 per year so long as the employee remains employed with the City. SUMMARY:
The Systems Administrator supports the agency's Information Technology (IT) infrastructure by maintaining hardware, software, and network systems, responding to alerts and escalated service requests, and contributing to IT improvement projects. This position plays a key role in day-to-day IT operations, strictly follows change management procedures, and utilizes the agency's Freshservice ticketing system for documentation and workflow compliance.
EXAMPLES OF DUTIES:
Essential Functions
- Responds to incidents and service requests, including issues with accounts, access, devices and applications.
- Manages on-prem and Microsoft Entra user accounts, permissions, and security/mail groups.
- Manages network servers and technology tools.

The Systems Administrator supports the agency's Information Technology (IT) infrastructure by maintaining hardware, software, and network systems, responding to alerts and escalated service requests, and contributing to IT improvement projects. This position plays a key role in day-to-day IT operations, strictly follows change management procedures, and utilizes the agency's Freshservice ticketing system for documentation and workflow compliance.
Essential Functions:
- Responds to incidents and service requests, including issues with accounts, access, devices and applications.
- Manages on-prem and Microsoft Entra user accounts, permissions, and security/mail groups.
- Manages network servers and technology tools.
- Ensures security through access controls, backups, Active Directory and Azure and M365.

Salary Range:
The anticipated starting pay for this position is between $91,000 and $05,000. Information Systems Technicians manage communication operations and networks aboard Navy vessels, and play a vital role in everything from electronic mail systems to special intelligence and information warfare systems. There are two types of Information Systems Technicians depending on whether you choose to serve on ships or submarines. Responsibilities may include:
INFORMATION SYSTEMS TECHNICIAN (IT)

Work Environment
As an IT, you are primarily stationed aboard ships at sea, while you'll serve aboard submarines as an ITS. You will also receive shore assignments. Your typical work environment will be a clean, climate-controlled indoor space used to house electronic equipment or computers.
Training & Advancement
Upon completion of initial training at Recruit Training Command Great Lakes (known as Boot Camp), both ITS and ITs report for specialized training, including:
Class "A" Technical School (24 weeks) in Pensacola, FL (for ITs) or Groton, CT (for ITSs) for training on Microsoft, Cisco and Oracle computer software and hardware fundamentals, automatic data processing, security, and system theory and operation.
After "A" School, Information Systems Technician Submarines (ITS) will also attend submarine training:
Basic Enlisted Submarine School (8 weeks) in Groton, CT, for training in basic submarine systems. Note that this training is only for Information Systems Technician Submarines (ITS).
After completing training, ITs and ITSs will receive their first assignments. ITs may be assigned to a ship, communication station or shore station, while ITSs may be assigned to a submarine, communication station or shore station. Promotion opportunities are regularly available but competitive and based on performance.
Advanced Training
Advanced training as an Information Systems Technician may be available during later stages of your career. For those with further leadership aspirations and a college degree, Officer roles may be available, providing opportunities to lead and train others.
Post-Service Opportunities
Specialized training received and work experience gained in the course of service can lead to valuable credentialing and occupational opportunities in related fields in the civilian world, such as IT and network support, computer programming, web development, and information security.
Education Opportunities
Beyond offering access to professional credentials and certifications, Navy technical and operational training as an Information Systems Technician can translate to credit hours toward a bachelor's or associate degree through the American Council on Education.
You may also continue your education through undergraduate degree opportunities like the Navy College Program and Tuition Assistance and the Post-9/11 GI Bill.
Qualifications & Requirements
A high-school diploma or equivalent is required to become an Enlisted Sailor and an Information Systems Technician.
Due to the sensitive nature of this role, you must be a U.S. citizen eligible for a "Top Secret" security clearance, which requires a background investigation. Immediate family members must also be U.S. citizens.
IT and ITS applicants should have good arithmetic, writing and speaking skills, and should be able to use and understand computers. You should also be able to perform detailed work, keep accurate records and work well with others as part of a team. Important physical attributes include good manual dexterity and physical strength.
ITS applicants must be willing to serve aboard submarines.
General qualifications may vary depending upon whether you're currently serving , whether you've served before or whether you've never served before .
Part-Time Opportunities
Serving part-time as a Navy Reserve Sailor, your duties will be carried out during your scheduled drilling and training periods. During monthly drilling, Information Systems Technicians in the Navy Reserve typically work at a location close to their homes.
For annual training, you may serve anywhere in the world, including locations in the U.S., at bases overseas, or in areas where humanitarian needs are great.

Most of what you do in the Navy Reserve is considered training. The basic Navy Reserve commitment involves training a minimum of one weekend a month (referred to as drilling) and two weeks a year (referred to as Annual Training) - or the equivalent of that.
Information Systems Technicians in the Navy Reserve serve in an Enlisted role. Before receiving the ongoing professional training that comes with the job, initial training requirements must be met.
For current or former military Enlisted servicemembers, prior experience satisfies the initial Recruit Training requirement, so you will not need to go through Boot Camp again.
For those without prior military experience, you will need to meet the initial Recruit Training requirement by attending Boot Camp in Great Lakes, IL. This training course will prepare you for service in the Navy Reserve and count as your first Annual Training.
