Oversees a team of EMT and EMS Communication staff who are responsible for the movement of patients throughout the medical center. Essential in building this EMS service and implementing both a BLS and ALS service line at the Medical Center. Responsible for regulatory compliance with departmental policies that they will help develop. Provides direction, leadership, accountability and coordination for the EMS program. **Job Description:**
**Primary Responsibilities:**
1. Oversees, supervises, manages and directs the administration and operation of Lahey Hospital Medical Center's Emergency Medical Services system. Responsible for staff operations, business planning and budget development. Ensures emergency medical services are in compliance with professional standards, state and federal regulatory requirements. (essential)
2. Develops, implements and monitors a master plan for delivery of emergency medical services based on established goals and objectives that assure provision of competent Intra facility patient care. Serves as liaison between the department and the hospital administrators, and outside EMS partners. (essential)
3. Under the supervision of, and with the approval of the EMS Medical Director, establishes, implements, monitors and revises the use of system-wide protocols, policies and procedures for all patient care activities from dispatch through triage, treatment, transport and/or non-transport. (essential)
4. Acts as an advocate and proponent of the Lahey Hospital Medical Center's EMS system as a whole. (essential)
5. Develops, implements and oversees operating, revenue and capital budgets for the EMS department by forecasting, submitting relevant data and monitoring revenues. (essential)
6. Manages EMS department resources; i.e., medical supplies, treatment and diagnostic equipment, communications equipment, uniforms, vehicles, buildings, training equipment, physical plants and offices, in accordance with standards consistent with delivery of competent patient care and maintenance of a positive public image. 7. Initiates internal investigation, as required in personnel misconduct, complaints, inquiries and incidents; researches and approves, implements and documents counseling and/or disciplinary action. (essential)
8. Establishes priorities for department activities; delegates assignments to and placement of personnel; ensures proper allocation of personnel and other resources; disseminates information and special orders. (essential)
9. Organizes workflow and prepares schedules; reviews payroll and leave time. (essential)
10. Has the authority to direct and support employees daily work activities. Has the direct responsibility to undertake the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: More than 7 Indirect Reports: None
11. Assists in planning, monitoring and/or managing budget in functional area of department.
**Required Qualifications:**
1. High School diploma or GED required. Bachelor's degree preferred.
2. Massachusetts Paramedic certification preferred.
3. BLS (Basic Life Support) certification, Valid MA Drivers license
4. 8-10 years related work experience required in Emergency medical services. and 3-5 years supervisory/management experience required.
5. Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications. May produce complex documents, perform analysis and maintain databases.

- Ensure that public health and medical emergency response plans, policies, and procedures are coordinated with County and city emergency management programs, first responders, schools, and other community partners.
OPTION I
License/Certificate: Possession of a valid license to practice as a Registered Nurse in the State of California and possession of a valid Advanced Cardiac Life Support certificate as defined by the American Heart Association.
Experience: Three years of experience as a Registered Nurse in an acute care hospital setting, one year of which must have been in an emergency department or as a Disaster Coordinator.
OPTION II
Certificate: Possession of a Paramedic License and possession of a valid Advanced Cardiac Life Support certificate as defined by the American Heart Association.
Experience: Five years of experience as a Paramedic.
ALL OPTIONS
Knowledge of: California statutes and regulations on emergency medical services; supervisory theory and techniques; basic medical terminology and equipment related to pre-hospital and trauma care; group dynamics and community organizations; data collection and analysis for EMS pre-hospital and trauma systems; statistical record keeping; program training and evaluation; and proficiency with personal computers and common software (word processing, spreadsheets, databases).

Incumbents are responsible for coordinating and implementing training, quality assurance, and the trauma monitoring components of the County's EMS systems or programs for the Riverside County EMS Agency (REMSA), Public Health Emergency Preparedness and Response (PHEPR) Branch, or at the Department level for the Riverside County Fire Department, including the development of standards and protocols, investigations of violations and evaluations as to the appropriateness of emergency medical services and/or transport. Provide technical supervision for the EMS Specialists and other designated EMS personnel; assign and review the work of subordinates and provide guidance and direction to them.

Conduct site visits for pre-hospital providers, trauma centers, base, and receiving hospitals; provide staff services to assigned EMS committees.
Assist EMS or Public Health staff by interpreting policies, procedures, laws and regulations pertaining to EMS.
Review and evaluate suitability of EMS and disaster response training and continuing education programs to ensure compliance with legislative requirements.
Serve as a liaison between public health and medical system stakeholders and the Department of Public Health.
Oversee the development, implementation, and monitoring of the Medical Health Operational Area Coordination (MHOAC) Duty Officer Program.
Ensure that public health and medical emergency response plans, policies, and procedures are coordinated with County and city emergency management programs, first responders, schools, and other community partners.
License/Certificate: Possession of a valid license to practice as a Registered Nurse in the State of California and possession of a valid Advanced Cardiac Life Support certificate as defined by the American Heart Association. AND Experience: Three years of experience as a Registered Nurse in an acute care hospital setting, one year of which must have been in an emergency department or as a Disaster Coordinator.
Certificate: Possession of a Paramedic License and possession of a valid Advanced Cardiac Life Support certificate as defined by the American Heart Association. AND Experience: Five years of experience as a Paramedic.
Knowledge of: State of California statutes and regulations on emergency medical services; supervisory theory and techniques; basic medical terminology and equipment related to pre-hospital and trauma care; group dynamics and community organizations; techniques for collecting, compiling and analyzing data pertinent to EMS pre-hospital and trauma systems and care; statistical record keeping; principles and practices of training; methods of program evaluation and curriculum development; personal computers and ability to effectively use software programs (e.g., word processing, spreadsheets and databases.)

The Senior Emergency Medical Services Specialist class is the advanced journey level class in the series performing the full range of the Emergency Medical Services Specialist duties, and is characterized by the responsibility to provide technical supervision over subordinate EMS positions. Incumbents are responsible for coordinating and implementing training, quality assurance, and the trauma monitoring components of the County's EMS systems or programs for the Riverside County EMS Agency (REMSA), Public Health Emergency Preparedness and Response (PHEPR) Branch, or at the Department level for the Riverside County Fire Department, including the development of standards and protocols, investigations of violations and evaluations as to the appropriateness of emergency medical services and/or transport. This class may also be responsible for overseeing the development and implementation of public health and medical emergency response plans, trainings, and exercises to enhance coordination and response capabilities during disasters.
