BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Education Cluster (EC), Office of State Superintendent Education (OSSE). The position is responsible for directing accounting operations by ensuring all financial information is accurately recorded and reported using well-established accounting systems and processes. Duties include, but are not limited to: ensuring the Accounts Payable Unit processes vendor payments in compliance with the Quick Payment Act and OCFO policies; providing expert technical guidance to the Associate CFO regarding the Accounts Payable operations; overseeing AP Supervisors and acts as a back-up when necessary; coordinating year-end accrual process; preparing and overseeing financial statements; designing and implementing accounting systems and new payment processes; establishing and updating policies and procedures; coordinating the agency's component of the District's annual financial audit and; coordinating the training of accounting staff. Performs other duties as assigned.
Minimum Qualifications
Six (6) years of progressive experience performing the related duties and responsibilities such as directing accounting operations, accounting systems and processes; preparation of financial statements; expert knowledge of and compliance with accounting and auditing laws, regulations and principals.
In addition - Applicant must have a bachelor's degree earned at an accredited US institution in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law. Applicants must submit an official transcript that verifies a bachelor's degree in accounting or a related field and 24 semester credit hours in accounting in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

Job Description and DutiesUnder the general supervision of the Accounting Administrator I (Supervisor), the Accounting Officer will administer the Travel Desk in Accounting, which supports over 800 employees. Analyze, audit, review in-state and out-of state Travel Expense Claims (TECs') for all Represented and Exempt/Excluded staff using CalATERS Global system for accuracy, compliance and appropriateness with Government Codes, State Administrative Manual (SAM), CALHR Rules and Department Administrative Manual. Provide customer services to help travelers with various travel related issues; re-class expenditures and take necessary action for proper funding source and Chart of Accounts. In addition, the position work extensively with SCO to update/delete CALPROFILE, CALACCOUNT and CALXREF files. This position will also be responsible for reconciling and paying the USBank Business Travel and Meeting Planners Account. This position is also responsible for maintaining Travel Advance and Dues tracking log for individual travelers as well as creates Office Revolving Fund (ORF) checks. Job Description And Duties
The Department of State Hospitals - Napa Financial Services Department has a permanent full-time vacancy for an Accounting Officer Specialist position. The Accounting Officer Specialist reports to the Accounting Administrator I (Supervisor) and independently performs the more difficult semi-professional accounting work in the establishment and maintenance of accounts and records for specialized agency activities, departmental systems, and for central fiscal control activities; maintenance of a segment of an accounting function for a State department (e.g., reimbursements);
and, to do other related work.

Under the general supervision of the Accounting Administrator I, the incumbent maintains the Uncleared Collection Listing (UCL) for the department's accounting function. Maintains records of receipts and researches transactions to determine the proper accounting for all items. Prepares, reviews and analyzes financial reports, statements, accounts and records related to receipts. Reconciles department records to State Controller's Office records. The incumbent exercises moderate control in the administration of established policies and procedures, and may have on-going contact with program managers, control agencies, local governmental jurisdictions, Federal Government, vendors, and members of the public.

- Process payments to suppliers according to invoice or contract terms
- Liaise with suppliers and internal departments in respect of the progress and contracts
- Handling staffs disbursement claims and preparing payment vouchers
- Ensure proper approval has been made for all payments according to internal control policy
- Recording payment records in SUNsystem (Accounting software) and ensuring all relevant correspondences are properly filed
- Follow up with suppliers on outstanding payments and resolve any payment discrepancies
- Assist in month-end closing and other accounting tasks as required, such as stock-take, monthly accruals, and prepayment breakdowns
- Diploma or above in Business, Accounting/ Finance or related disciplines;
- At least 1 year of relevant experience in payment cycle. Candidate with experience in MRO business/ aviation industry is definitely an advantage;
- Knowledge of general accounting principles and practices;
- Proficient in Microsoft Office applications, especially Excel;
- Good communication and interpersonal skills;
