**Job Description**
**AECOM** is seeking a **Contract Administration Manager** to support our Federal Contracts Team. In this pivotal role, you will be responsible for overseeing all aspects of contract management, ensuring compliance, and minimizing risks for our organization.
This position offers a flexible hybrid work arrangement to include a combination of in-office and remote scheduling and can be based in, but not limited to: Arlington, VA; Germantown, MD; Greenville, SC; Glen Allen, VA ; Roanoke, VA.
**Job Responsibilities Include, but are not Limited to:**
+ Lead the development, review, and negotiation of complex contracts, ensuring alignment with organizational goals and legal requirements
+ Collaborate with cross-functional teams to interpret contract terms and provide guidance on contractual obligations
+ Develop and implement contract management processes and best practices to enhance efficiency and reduce risks
+ Monitor contract performance, identify potential issues, and propose solutions to mitigate risks
+ Manage a team of contract specialists, providing mentorship and guidance to ensure high-quality contract administration
+ Conduct regular contract audits and prepare comprehensive reports for senior management
+ Serve as the primary point of contact for contract-related inquiries and dispute resolution
+ Stay current with relevant laws, regulations, and industry trends to ensure compliance and identify opportunities for improvement
+ Coordinate with legal counsel on complex contractual matters and litigation support when necessary
**Qualifications**
**Minimum Requirements:**
+ BA/BS + 8 years of Federal Contract administration experience or a demonstrated equivalency of experience and/or education
+ Due to the nature of the position, US citizenship is required in order to work on Federal proposals.
**Preferred Qualifications:**
+ International Contacting Experience Preferred
+ Prior Management or leadership experience a plus
+ Knowledge and experience of US fed government and contracting regulations
+ One of the Following National Contract Management Association certifications: CFCM or CPCM
+ Working knowledge of FAR, DFARS, other FAR supplements, as well as the Uniform Commercial Code with the ability to independently research regulatory issues, understand their application and consequences to our business
+ Working knowledge of SharePoint 2016+/O365 SharePoint Online, and Salesforce
+ Proficient in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook
+ Team Player attitude, including acting as both as a formal and informal mentor to junior contracts managers on contracts and advocating for AECOM's Federal Business Services (FBS) support when working with internal clients.

**PURPOSE:**
The manager ensures that contract forms and documents are drafted timely, properly reviewed, accurate, and available for compliant contract delivery. The manager is responsible for the development and implementation of strategies and tactics to ensure continued improvement in the synchronization of systems, people, and processes; interprets, formulates, or oversees contract operating practices, and performance standards for business areas and programs. Supports growth objectives with lifecycle proposal support to include analysis of terms and conditions, risk analysis and mitigation, and compliance assessment. Facilitates effective contract operations responsibilities within program objectives and requirements.
**ESSENTIAL FUNCTIONS:**
+ Manages the drafting and review of our large group contracts, contract forms, and documents in support of compliant contract delivery, including the annual update/creation of contract documentation and templates. Leads the team that drafts ASOs, ASAs, EOCs, SBCs, and other contract documents. Actively participates in review, drafting and negotiation of various large group contract documents as needed.
+ Manages project files, logs, and databases to ensure timely completion of projects in support of Company initiatives. Audits and reviews contracts to ensure accuracy and consistency. Works with leadership across the organization and with other Blue Cross and Blue Shield Plans to improve the contract drafting and implementation processes.
+ Motivates subordinates in team effort toward Company/Divisional goals and timeframes. Develops and trains subordinates and provides guidance on policies and priorities as well as the Companys human resources policies and values. Develops and implements an ongoing cross-functional training to support all phases of contract drafting.

**QUALIFICATIONS:**
**Education Level:** Bachelor's Degree OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
**Experience:**
+ 5 years Drafting, interpreting, administering contracts and interpreting complex regulations.
+ 1 year Supervisory or progressive leadership experience.

+ **Assess vendor contracts and key provisions** to extract key terms, eligibility criteria, and negotiated timelines; ensure compliance with negotiated terms
+ **Validate accuracy and completeness of commercial terms** using internal purchasing data and vendor reporting; investigate discrepancies and resolve issues in collaboration with vendors and internal teams
+ **Deliver monthly and quarterly reporting** to inform finance, procurement, and leadership teams; provide forecasting, and analysis on trends, missed opportunities, and optimization potential
+ **Partner with Procurement, Finance, and Legal teams** to align allowance processes with contract terms, purchasing strategy, and accounting standards
+ **Identify trends, inefficiencies and opportunities for savings and value creation through data analysis and benchmarking**
+ **Maintain documentation and adherence to all regulatory and internal policies and procedures**
+ **Provide direction, mentorship, and oversight** to analysts or specialists supporting spend reporting and allowance administration
The salary range for this position is $25,600 to 172,500 annually.
