+ Proficiency in engineering software such as AutoCAD, Civil 3D, HEC-RAS.
+ Excellent communication, interpersonal, and leadership skills.
+ Ability to effectively manage multiple projects.
+ Ability to work independently and collaboratively in a fast-paced and dynamic environment.
+ Ability to travel to project sites as required.

Public Works touts a modern office building designed for Public Works operations including in-house traffic sign shop, materials laboratory, and traffic management center.

Civil Engineer Registered -> Starting salary, $2.73/hr.

Civil Engineer Unregistered -> Starting salary, 29.69/hr.

The position involves regular public interaction in the delivery of Public Works project and services delivery.

Occasional opportunities for public speaking engagements including public meetings, elected officials meetings, and presentations to professional organizations.

Occasional weekend work for an unforeseen event necessitating broader Public Works response and staff support.

Travel regularly for field work throughout the County largely within one hour of Kingman.

* Provides design data for and performs analysis using engineering applications including but not limited to Computer-Aided Drafting, pavement management, traffic demand and road capacity, highway performance monitoring, road infrastructure and traffic control device asset databases, spreadsheets, and Geographic Information Systems (GIS).
* Assists with engineering division review of residential subdivision and commercial project plans and construction drawings during subdivision or site plan review process; ensures compliance with codes and standards.
* Conducts traffic engineering studies to support compliance with adopted standards; conducts traffic engineering studies to support traffic safety improvement planning and projects.
* Performs pavement designs and evaluates pavement existing conditions; makes engineering recommendations on pavement preservation strategies, priorities, and project programming.
* Provides technical assistance and consults with other departments and outside agencies regarding engineering functions, site development, and transportation.
* Prepares permit applications and supporting technical documents as required by local, state, and federal jurisdictional agencies and necessary to maintain and operate road infrastructure systems inclusive of but not limited to Bureau of Land Management, United States Army Corps of Engineers, Federal Highway Administration and Arizona Department of Transportation.
* Supports Public Works transportation and right-of-way permitting programs.

Required Minimum Education, Experience, and Training: 

Civil Engineer-Unregistered:   

* A Bachelor's degree in Civil Engineering from a College or University accredited by the Accreditation Board for Engineering and Technology (ABET), Inc. 
* Possession of an Engineer in Training Certification or evidence of having taken the examination and waiting results.
* For Environmental Quality/Waste Disposal may consider EIT certification being obtained within one year of appointment.
* Satisfy all education requirements for professional registration by the Technical Board of Registration for the State of Arizona.

Civil Engineer-Registered:  

* A Bachelor's degree in Civil Engineering from a College or University accredited by the Accreditation Board for Engineering and Technology (ABET), Inc. 
* Current registration by the State of Arizona as a Civil Engineer or valid registration as a Civil Engineer with another state and the ability to successfully possess a State of Arizona Civil Engineer Registration within one (1) year of appointment to the position.  
* Three (3) to five (5) years progressively responsible experience in professional civil engineering work.  
* An equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

As assigned to Public Works:

* Modern methods, principles, and practices of civil engineering.
* Knowledge of land and construction survey systems and computer operations including computer aided design and drafting.

**What You Will Do**
+ Review analyses and designs; and investigate and develop appropriate recommendations regarding assigned Engineering project.
+ Serve as Project Manager or Technical Advisor on small-to-medium projects in area of expertise.
+ Evaluate and administer contracts with vendors for the provision of services.
+ Collaborate in site strategic planning and budgeting efforts for designated Engineering areas.
+ Assist in the development and evaluation of Authorization for Expenditure (AFE) for capital funding.
+ Perform other duties as required.
**What You Bring To Freeport**
+ Bachelor's degree in Civil Engineering or related Engineering discipline from an accredited curriculum and three (3) years of experience in an applicable Engineering field of expertise, OR
+ Master's degree in Civil Engineering or related Engineering discipline from an accredited curriculum and two (2) years of experience in an applicable Engineering field of expertise
+ Knowledge in the principles and practices of Civil, Geotechnical, Structural or Hydrologic Engineering or a related field of Science or Engineering
+ Knowledge of appropriate software (MS Office, AutoCAD, RISA 3D)
+ Certified Engineer-in-Training (EIT) or equivalent
+ Ability to communicate effectively, both verbally and in writing to a diversely educated audience.
+ Present a positive, professional image.
+ Self-motivated, energetic, able to execute, and client-service oriented.
+ Be able to prioritize tasks and work well under pressure.
+ Ability to develop and maintain awareness of occupational hazards and safety of yourself and others.
+ Skilled in following safety practices and recognizing hazards.

The estimated annual pay range for this role is currently  **$90,000-$124,500.**  This range reflects base salary only and does not include bonus payments, benefits or retirement contributions.
