ADLs have responsibility for the coordination of the day-to-day activities of the squads that make up our value streams. An experienced Agile Delivery Lead will perform a hybrid role where you will be expected to coach the squad(s) to continuously improve their Agile ways of working and continuous improvement. You will also own the delivery management of all product development and associated projects. This is an extremely varied, and business critical, role and will include (but is not limited to) the following activities:
Key Responsibilities:
- Delivery ownership and oversight across the cross-disciplined squads (utilising Agile values, principles and practices) within a Value Stream.
- Relentless focus on delivering value.
- Actively engaging in service delivery assisting with Vendor management, Financial and budget management, Legal Compliance and Risk management and more.
- Utilise JIRA boards to facilitate change delivery by actively participating in the collation & prioritisation of the backlog.
- Help the squad to meet their commitments, remove impediments and dependencies as much as possible, escalate where appropriate when the squad is off track, and ensure they take appropriate action.

Overview
We are seeking a highly skilled Subject Matter Expert II / IT Agile Lead to drive the adoption and integration of agile principles across programs and projects. The ideal candidate will be methodology-agnostic, with deep experience embedding an agile culture, facilitating continuous improvement, and enabling organizations to deliver digital services effectively. This role requires a balance of technical expertise, leadership, and stakeholder engagement to ensure alignment, transparency, and successful delivery. The SME II / IT Agile Lead will also play a key role in applying emerging technologiessuch as Generative AI (GenAI), Prompt Engineering, Knowledge Bases, NLP, and Large Language Models (LLM)into new and existing products.
Responsibilities
- Lead and embed an agile culture across teams and programs using techniques from a wide range of agile and lean methodologies.
- Create an open and trust-based environment that fosters collaboration, transparency, and delivery focus.
- Assess team culture, delivery processes, and workflows to identify areas for improvement and facilitate enhancements with the appropriate support.
- Apply tools and techniques including coaching, advising, workshops, and mentoring to drive organizational and team growth.
- Engage stakeholders across all levels of the organization to ensure alignment with business and program objectives.
- Establish and maintain clear lines of escalation in agreement with senior leadership.
- Ensure real-time project/program visibility by maintaining accurate, current status updates accessible to stakeholders without disrupting delivery.
- Work effectively with cross-functional teams, contractors, and partners across the National Library of Medicine (NLM) and other federal agencies.
- Apply agile best practices to team roles, behaviors, ceremonies, practices, and governance of digital service delivery.
- Define, monitor, and maintain key metrics and requirements that support delivery and performance.
- Equip staff with the skills to coach, mentor, and sustain agile practices independently.
- Provide executive coaching on digital service delivery design and best practices.
- Contribute to the development and integration of AI technologies, including GenAI, prompt engineering, NLP, knowledge bases, and LLMs, into new or existing systems.
- Education: Minimum BA/BS degree in Computer Science, Engineering, or a related discipline.
- Agile Certified Practitioner Certification (or equivalent) obtained within the last five (5) years.
- Minimum of five (5) years of experience embedding agile practices and culture across large teams and programs.
- Demonstrated ability to assess and improve delivery processes, culture, and team dynamics.
- Strong experience in stakeholder engagement, facilitation, mentoring, and coaching.
- Proven expertise in applying agile techniques across team roles, structure, governance, and cross-team coordination.
- Minimum of two (2) years of experience with AI and emerging technologies, including Generative AI, Prompt Engineering, NLP, Knowledge Bases, and LLM integration.
- Ability to obtain a Public Trust
- Agile frameworks and methodologies (Scrum, SAFe, Kanban, Lean, etc.)

Job Description
As the global process owner for mergers and acquisitions (M&A) and an Agile Consulting Lead for initiatives across Global Human Resources (GHR), you will be responsible for overseeing, designing, and optimizing the end-to-end M&A process and leading high priority, complex, cross-functional initiatives. This position will ensure alignment of M&A strategies with organizational objectives, drive process standardization, and ensure seamless integration of acquired businesses. The role requires collaboration with the HR Business Partners (HRBP) and HR Country Heads, cross-functional teams, key stakeholders, and senior leadership to program manage the M&A portfolio from due diligence to post-integration.
Key Responsibilities
* Reporting to the Agile Team Lead and Senior HRBP for Corporate Functions, State Street Investment Management and Global Markets, program manage the M&A portfolio, design and improve the M&A processes globally, and lead strategic Agile consulting engagements
* Partner with stakeholders across GHR to ensure effective and timely execution of Agile initiatives, M&A transactions and workforce integration, tailored to local jurisdiction requirements (e.g., workforce administration, HR policies, Works Councils / Unions, etc.)
* Manage and improve the GHR M&A Playbook and associated tools and templates needed for transparency and consistent execution
* Partner with GHR M&A Leads (e.g., HRBP or Country Head) to understand deal rationale / business case, terms and conditions, GHR requirements (e.g., retention programs), and impacts (e.g., organizational structure, culture, compensation and benefits)
* Partner with GHR M&A Leads to ensure effective project planning, change management, communications and completion of deliverables aligned to the GHR M&A Playbook
* Partner with GHR M&A Leads to ensure due diligence identifies HR risks and opportunities, (e.g., labor expenses, severance, benefits, employee relation issues and culture)
* Partner with GHR M&A Leads and Internal Communications to develop the overall communications plan for the transition for GHR staff and the broader organization
* Partner with legal, finance, IT and other functions to align M&A processes and ensure smooth execution and compliance with legal, financial, and regulatory requirements
* Report on the status of the M&A portfolio, key activities and integration progress
* Conduct after action reviews post integration to determine what worked well, what could have gone better
* Employ a consultative approach to Agile consulting engagements with a focus on transformation, innovative and effective solutions, and leveraging data and analytics
* Execute Agile consulting engagements with strong project management discipline, including effective planning, stakeholder management, communications, scope management, status reporting, and risk management
Job Requirements and Qualifications
* 6-8 years of experience in business consulting / transformation initiatives, process design and management
* Expertise in M&A and Human Resources disciplines, processes, systems and policies in a global context
* Complex program management, business acumen, finance, and analytical skills
* Strong influencing, relationship management and collaborative skills
* Strong written and verbal communication skills
* Comfortable working in an environment with tight deadlines and significant level of ambiguity and competing priorities
* Demonstrated good judgement, problem assessment, solutioning and decision-making capabilities
Salary Range:
$130,000 - $212,500 Annual
The range quoted above applies to the role in the primary location specified. If the candidate would ultimately work outside of the primary location above, the applicable range could differ.
