Under close supervision, performs manual work and semi-skilled mechanical tasks in the installation, repair and maintenance of water, sewer and stormwater piping systems. Exercises some independent judgment in determining work methods after receiving written or oral instructions.

Essential Duties

  • Perform manual labor including digging, lifting, loading, cutting and fastening.
  • Operate dump trucks, utility trucks and other vehicles.
  • Assist with operation of jetter/vacuum trucks for sewer cleaning.
  • Operate hand and power tools, jackhammers, rock drills, pumps and other construction related equipment.
  • Perform labor in the installation, repair and maintenance of utility system components.
  • Complete collection system repairs in accordance with standard operating procedures designed to protect the integrity and public safety of the sewer system.
  • Assist in set up of traffic control devices and shoring systems.
  • Assist in performing leak detection, hydrant flushing, pressure testing and chlorination of new water main construction and other distribution related activities.
  • Assist in performing inflow investigations, smoke testing, manhole inspections and camera inspections.
  • Perform basic building and grounds maintenance including mowing, trimming, painting, washing and snow removal.
  • Other duties may be assigned.
Qualifications
Training and Experience

High school diploma or GED equivalent; experience in mechanical maintenance and underground construction work; experience in the installation, maintenance and repair of underground piping systems; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities

Must possess knowledge of the types of and uses of common hand and power tools used in construction and maintenance work, particularly those associated with buried piping system maintenance and repair; knowledge of applicable occupational hazards and necessary safety precautions; and specific knowledge of public health hazards associated with sanitary sewage.

Skill in performing manual labor and construction work; skill in the use of and the care of hand tools and powered equipment; and skill in the safe operation of jetter/vacuum trucks or dump trucks.

Ability to work from simple sketches, plans and diagrams; ability to understand and follow oral and written instructions; ability to respond effectively to inquiries or complaints; ability to establish and maintain effective working relationships with other employees, officials and the general public.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Field Service Worker series which may be used in Streets and the Traffic Safety Division, as assigned. This class is distinguished from the Senior Field Service Worker by the performance of the more routine tasks and duties assigned to positions within the series. Since this class is typically an entry level class, employees may have limited related work experience.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from the Public Works Supervisor or Deputy Director of Maintenance & Facilities.

Essential Duties and Responsiblities
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS --Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:
  1. Performs a variety of duties in the repair and maintenance of city streets, sidewalks, storm drains, easements, parks grounds and related fixtures.
  2. Performs heavy manual labor; breaks up and removes surfaces; digs, shovels, loads and unloads soil, sand, asphalt mixes and other materials; loads and unloads rocks, sand, gravel and other items at assigned job sites; excavates and fills trenches and ditches.
  3. Performs street maintenance duties; assists in preparing surfaces for paving; patches potholes; mixes, spreads, shovels, rakes and rolls asphalt; sprays oil; lays chip seal surfaces.
  4. Assists with storm drain and flood channel maintenance duties; cleans storm drains; clears brush from catch basins, storm drains and flood channels; assists with building forms and preparing subgrades; mixes, pours, spreads and finishes concrete.
  5. Assists with traffic street maintenance duties; paints traffic control markings and stencils on pavements and curbs; fabricates, installs and maintains street signs; installs raised traffic bars, guard rails and reflectors.
  6. Places cones, barriers and signs to define the work area and protect the public; monitors and directs traffic to ensure area safety.
  7. Cleans and maintains assigned vehicles; monitors, checks and maintains fluid levels; fuels and lubricates vehicles; reports need for major repairs.

  11. Assists with various landscape projects and field renovations including installation of drought tolerant plants, and aeration, reseeding, and top dress of sod; installs woodchip as required.
  12. Learns and assists with the maintenance of irrigation systems for City parks and City-owned facilities including sprinklers, valves, pipes, mainlines, backflows, irrigation timers, and low voltage wiring.
  13. Learns and assists with maintaining, repairing, and installing playground equipment, outdoor fitness equipment, rubberized surfacing, field backstops, pitching rubbers, home plates, and dug out benches.
  14. Learns and assists with maintaining, installing, and repairing park facilities including chain link, wood, block, and wrought iron fences, gates, and hardware; learns to perform routine electrical installation and repair of lighting and related fixtures; assists with installations and repairs of barbeques, tables, picnic shelters, and benches; assists with installations and repairs of faucets, toilets, drains, drinking fountains, and related fixtures; cleans, resurfaces and paints court floors, posts, backboards, rims, nets, and related fixtures.
  15. Performs routine maintenance at regular and special City events involving set-up, and clean-up; participates in regular and special clean-up projects within community parks and public places including homeless encampments by picking up and removing trash and debris.
  16. Learns and assists with maintaining irrigation systems for City parks and City-owned facilities including sprinklers, valves, pipes, mainlines, backflows, irrigation timers, and low voltage wiring.
  17. Performs routine maintenance duties such as mowing and edging grass, operating a weed eater, blowing sidewalks and parking lots after mowing, cleaning restrooms, removing and trimming shrubbery, raking leaves and removing graffiti/vandalism.
  18. Assists in performing a variety of maintenance and repair activities for city parks including grounds maintenance, landscaping, and routine maintenance and repair of park fixtures; cleans restrooms and stocks materials and supplies.
  19. Learns and assists with performing grounds maintenance chemical application duties; stores, mixes and sprays herbicides, fungicides and pesticides; ensures proper application of all materials; ensures equipment is operating properly; performs all duties in compliance with City and mandated health and safety rules and regulations.
  20. Operates and maintains a variety of landscaping equipment including small tractors, spreaders, rototillers, stump cutters, sprayers, edgers, blowers, hedge trimmers, weed eaters, chippers, shredders and related equipment; ensures all equipment is operated in a safe and efficient manner.
  21. Assists in planting, pruning and maintaining street and park trees; removes stumps and cut back roots; cleans tree limbs and brush from signs; lowers and stacks branches and tree limbs.
  22. Operates a variety of manual and power tools and equipment such as shovels, rakes, airless spray equipment, heat bonding machines, stripers, compressors, jack hammers, push mowers, weed eaters, trucks, pick axes and various other equipment in support of streets and parks maintenance activities; cleans and maintains assigned equipment.
  23. Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  24. As assigned, provides assistance to cemetery operations; digs and fills grave sites.
  25. Ensures adherence to safe work practices and procedures.
  26. Performs related duties and responsibilities as required.

RETIREMENT
The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.

As defined by the PEPRA, a new member includes:

-A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.

-A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.

-A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.

All members who don't fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.

According to the Rialto City Employees Association (RCEA) Memorandum of Understanding, in addition to the monthly salary, the City offers:

CAFETERIA PLAN The City's Contribution to the Cafeteria Plan to go towards the employee's contributions for health, vision, and dental insurance premiums will be one thousand eight hundred dollars ( 1,800) per month. Employees hired on or after 11/14/2018 shall be provided one thousand eight hundred dollars ( 1,800) per month, but there shall be no cash back to the employee for any amount not used. Opt out for new hire employees (on or after 11/14/2018) shall be limited to a 200 per month for not electing City medical insurance.

LIFE INSURANCE provides a 75,000 double indemnity policy for employee plus dependent coverage ( 10,000 for spouse and 5,000 dependent children).

MERIT RAISES may be received in the form of salary increases seven times within or in six years with the attainment of satisfactory work performance.

BILINGUAL PAY is paid at the rate of 100 per period for employees who successfully pass the bilingual proficiency examination for Spanish.

EDUCATIONAL INCENTIVE An employee who has completed the probationary period and has attained college degrees will receive an increase to their pay as follows:

Associate's Degree: Three percent (3%) of base salary
Bachelor's Degree: Five percent (5%) of base salary
Master's Degree: Seven point five percent (7.5%) of base salary
Please note, these educational incentives are not cumulative.

TUITION REIMBURSEMENT Employees can receive up to 2,500 per fiscal year.

VACATION is earned at the biweekly rate of six (6) hours for the first through fourth years.

SICK LEAVE is accumulated at the rate of 4.62 hours per period (120 hours per year) with no maximum amount of accumulation.

SPORTS CENTER Employees, employees' spouses, retirees, and retirees' spouses shall be allowed free use of the Rialto Fitness Center during normal operating hours as long as the City has managerial control of the facility. Employees, employees' spouses, retirees, and retirees' spouses shall adhere to the same regulations regarding reservations and the use and care of the facilities as the general public.

DEFERRED COMPENSATION is available to those employees who wish to supplement their retirement income. Money may be deducted from their checks and placed in a security plan without paying taxes on the amount until it is withdrawn. Employees with 5-9 years of City service the City contributes 300/month on the employee's behalf. Employees with 10+ years of City service the City contributes 600/month on the employee's behalf.

EMERGENCY SERVICE: All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.

Position Description
The purpose of this position is to maintain and improve the City's stormwater drainage system and/or assist in the maintenance of public roads to ensure safety and reliability. This is accomplished by assisting with work activities, removing debris, and other related work as required. Minimum Qualifications and Requirements

    • Use fine and gross motor skills for equipment operation and tool usage.
  • Environmental Conditions
    • Work outdoors in extreme heat (>90°F) and cold (<32°F).
    • Perform duties in inclement weather such as rain, snow, and high winds.
    • Exposure to dust, pollen, fumes, and other airborne irritants.
    • Exposure to high noise levels; use of hearing protection is required.
    • Standing and walking often on rough or uneven terrain.

Minimum Training and Experience Required to Perform Essential Job Functions

  • High school diploma or GED equivalent.
  • Two years' experience related to general construction, maintenance and repair, and equipment operation, or any equivalent combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Any equivalent combination of education and experience.
  • Valid Missouri driver's license required.
  • Valid Class A Commercial Driver's License with air brakes and tanker endorsements required as a condition of employment and continued employment.
