Key Responsibilities:

  • AI Strategy & Vision
    • Define and lead an enterprise-wide AI strategy aligned with business goals and regulatory frameworks
    • Identify high-impact AI opportunities with measurable business value
  • Innovation & Product Integration
    • Collaborate with product development teams to embed AI into the product development lifecycle
    • Champion the use of AI in process optimization and intelligent automation across the manufacturing footprint and all supporting functions
  • AI Implementation & Delivery
    • Oversee pilot projects and proof-of-concepts to demonstrate AI value
    • Collaborate with IT, data teams, and business units to integrate AI solutions into operations
    • Oversee the selection and implementation of AI platforms, tools, and frameworks
  • Data & Infrastructure Readiness
    • Partner with data teams to ensure data quality, availability, and governance for AI initiatives
    • Advocate for scalable infrastructure to support AI workloads (e.g., cloud, MLOps)
  • Talent & Culture
    • Build and lead an agile AI team in collaboration with cross-functional leaders; upskill internal talent through training and mentorship
    • Foster a culture of innovation and experimentation
  • Governance & Ethics
    • Establish AI governance policies and frameworks to ensure responsible, transparent and ethical AI use
    • Ensure AI systems meet stringent regulatory standards (e.g. FDA, MDR, ISO 13485)
    • Monitor regulatory developments and ensure compliance with data and AI-related laws
  • Leadership and Engagement
    • Act as a thought leader and internal evangelist for AI, educating executive leadership and cross-functional teams
    • Partner with external research institutions, AI vendors, and regulatory bodies to stay ahead of emerging trends

Qualifications:

  • Master's in Computer Science, AI/ML, Data Science, Biomedical Engineering, or a related field.
  • 10+ years of experience in AI/ML leadership roles, ideally within regulated industries (medical devices, pharma, life sciences).
  • Proven track record of delivering AI solutions at scale in manufacturing or product development environments.
  • Deep understanding of AI/ML technologies (including genAI & large language models), data platforms and cloud services. Familiarity with regulatory and ethical considerations in AI for life sciences and medical devices.
  • Strong leadership, communication, and change management skills.

Preferred Qualifications:

  • Experience in a regulated industry (e.g., life sciences, finance, manufacturing).
  • Familiarity with AI ethics, fairness, and explainability frameworks.

Client Engagement

JOB SUMMARY

This role plays a key role in supporting the team by providing technical expertise and assistance in the implementation of Artificial Intelligence (AI) solutions. ESSENTIAL RESPONSIBILITIES

  • Problem Identification:Collaborate with Sr. Consultant and business partners to identify AI opportunities. Work with technical teams to explore solutions to business problems through research and applying human centered design methods.

  • Proof of Concept Design and Testing:Work across teams to facilitate the design of a proof of concept and testing plan.Ensure alignment around the problem statement and the measures that would determine whether the solution is viable.Facilitate business readiness tactics and measure effectiveness.

  • Implementation and Value Creation: Support translating proof of concept into scaled use and value creation using change management and project management best practices.Serve as an advisor and partner for change execution.This includes, but is not limited to, working with internal and external learning and communications partners and change strategists to design and deliver interventions that mitigate adoption risk.

EXPERIENCE

Required

  • 3 years of experience in management consulting or strategy required

  • 3 years of experience in Orchestrating and leading change management plans and interventions.

Brief Job Description:

The Cloud Artificial Intelligence (AI) engineer will focus on the design and architecture for IT modernization and transformation for Chief Technology Officer (CTO) initiatives. This person leads strategic initiatives and workgroups, possesses solid technology skills, and has a base understanding of HHS business processes. This position will perform advanced, senior-level technology architecture work in support of HHS CTO projects whose scope is to address HHS-wide technology needs. This position will work closely with the CTO, Deputy CTO, Chief Enterprise Architect, portfolio manager, application development teams, business stakeholders and other partners.

They will have to utilizes agile development practices and works together with other teams in support of application enhancements. They will act independently or as a member of a workgroup or project team. They are responsible for the quality and on-time delivery of the deliverables. This position will work under minimal direction with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

(30%) Leads the work efforts for CTO strategic initiatives and/or technology projects. Serves as a lead cloud AI engineer defining, leading and delivering initiative/or technology projects that meet specific business needs. Conducts and oversees studies and the preparation of initiative reports that include study findings, presentations, recommendations, and instructions for proposed system implementations/enhancements; formulates logical descriptions of problems; and designs and implements optimum solutions. Enables delivery and execution against a highly advanced and/or managerial (senior level) computer systems analysis work. Work involves hands-on planning and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Prepares As Is and To Be analysis, Gap analysis, SWOTs, charts, diagrams, and tables that depict the present and proposed systems in terms of an estimation of costs, benefits, and work effort. Plans and schedules studies and system implementations. Provides technical and business process guidance.

(25%) Drives and leads data/AI initiatives that cross functional agency systems, other IT groups and other state entities that require coordinating, planning, and scheduling during project development and implementation stages. Provides options in the determination and implementation of architectural solutions. Provides a design and implementation of new and revised methods that effectively meet agency needs. Ensures that designs comply with data security requirements for each category of data contained in a solution.

(15%) Designs, develop and administers highly scalable AI systems with core capabilities across cloud-based provider services. This includes reporting and full system integration.

(15%) Leads and participates in solution implementation to include - coordinating and solving problems, analyzing systems and procedures, developing or revising existing code; scheduling, testing, installing, and implementing systems; writing or revising standards and procedures.

(5%) Articulates the current state and desired state of a technical solutions, identifies gaps between the two states, and develops approaches to close any gaps. Collaborates with HHS IT groups on recommendations. Assists in the preparation of information technology planning and justification.

(5%) Oversees the process of developing training for staff prior to implementation of a new technology or data analytics platform. May also conduct the training of technical staff and program staff on the use of the new tools, technologies, or application.

(5%) Performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs):
• Knowledge and hands-on experience of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.
• Knowledge of new cloud technologies and the analytical services available from the major cloud services providers.
• Knowledge of AI services and configuration required to setup the service available from major cloud services providers.
• Knowledge of databases, such as Snowflake, Oracle, and NoSQL data stores, e.g. Postgres.
• Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
• Knowledge of agile (scrum) methodology and scrum ceremonies.
• Knowledge of cloud-based services for AWS, Microsoft Azure or GCP.
• Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
• Strong analytical and problem-solving skills with experience as a technology architect for a software development, data analytics, performance management system, or data warehousing project.
• Skill analyzing technology systems capabilities, limitations, defects, and business problems to draw evidence-based conclusions and devise innovative solutions.
• Ability to work under pressure and successfully manage multiple overlapping deadlines, and able to handle multiple cross-agency projects.

  • At least 2 years of experience in an Architect role.
Preferred Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Business, or a related field on a year to year basis up to a maximum of 4 (four) years.
  • 2-5 years of progressive experience in IT solution design, architecture, and implementation.
  • 3+ years of experience with enterprise IT solutions in hosted/cloud environments.
  • 2+ years of hands-on experience in at least two of the following:

Pay Range Minimum:

$108,000.00

Pay Range Maximum:

$201,800.00

Base pay is determined by a variety of factors including a candidate's qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The Director of Data and Artificial Intelligence is a forward-thinking and strategic leader with a strong focus on harnessing data to drive innovation, scalability, and growth. This essential role involves close collaboration with business leaders and technology teams to shape and execute a comprehensive data strategy that aligns with our organizational goals. Your leadership will not only inspire but also act as a driving force for embedding a data-centric culture throughout the organization, making you a key player in our mission to achieve and exceed our ambitious objectives.

WHAT YOU'LL BE DOING (% of Time)

Building Data Foundations (40%)

  • Build the first Data and AI focused team while incorporating existing Data and Analytics teams.
  • Foster trust and credibility throughout the organization by prioritizing data requirements and delivering meaningful solutions.
  • Engage proactively in business and technical discussions to advocate for best practices in data management and analytics, ensuring these efforts align with key business objectives and deliver quantifiable results.
  • Advocate for data quality and governance, ensuring compliance with established policies and standards.

Business Operations/Leadership (30%)

  • Drive the evolution of the Data & Analytics organization from a conventional support function to a strategic business ally, cultivating a genuinely data-centric culture.
  • Establish and execute a vision for a robust, scalable, and cutting-edge data platform and infrastructure.
  • Adopt a consulting approach to ensure timely and budget-conscious delivery of requirements. As a medium-sized team, our leaders actively engage in problem-solving while also shaping and steering strategy.
  • Act as a collaborative leader within a high-performing team, inspiring trust through both competence and character, demonstrating vulnerability, and providing support to your teammates.

Implementing AI/ML Capabilities and Tools (20%)

  • Formulate and implement a data-centric operational strategy, transitioning to advanced data infrastructure and tools, and utilizing AI/ML to achieve measurable business outcomes.
  • Explore and integrate artificial intelligence and other emerging technologies into business operations collaborating with other Technology Directors.
  • Identify opportunities to utilize AI for enhanced decision-making and efficiency, and establish a process for evaluating which opportunities offer the greatest business benefits.

Crafting and Executing Data/AI Strategy (10%)

  • Develop and execute a data and AI strategy that supports the company's business objectives and drives innovation in construction processes
  • Implement a strategic data governance framework, working collaboratively across departments to improve data quality, ensure compliance, and enhance accessibility.

DESIRED SKILLS AND EXPERIENCE

If you can do everything listed above, you've got what it takes. Perhaps some of the following would be helpful too:

  • Education: Bachelor's in Data Science, Computer Science, Engineering, or a related field required. Master's degree is a plus.
  • Experience: Minimum of 10 years of experience in data management, with at least 5 years in a leadership role, preferably in the construction industry.
  • Technical Skills: Proficiency in data analytics, machine learning, AI technologies, and relevant programming languages.
  • Industry Knowledge: Deep understanding of construction industry processes, challenges, and opportunities.
  • Leadership: Strong leadership and team management skills, with a proven ability to drive cross-functional initiatives.
  • Communication: Excellent communication and interpersonal skills, with the ability to convey complex technical concepts to non-technical stakeholders.
