Health System Project Manager

The Health System Project Manager will serve as a critical resource in supporting, managing and driving strategic projects and initiatives across the enterprise. The incumbent will support executive management in executing business/operational strategies. The Health System Project Manager will be part of a new group responsible for creating a Health System Project Management Office (HSPMO) function at UW Medicine.

This position is highly visible, requiring a high level of professionalism, confidentiality, knowledge of the programs and projects at UW Medicine, attention to detail, and the ability to quickly build and maintain positive relationships with key leaders and managers across the health system and associated organizations. A strong blend of technical/process redesign skills and leadership, interpersonal, and communication skills is essential for success in this role.

The Health System Project Manager needs to have depth of expertise and an ability to navigate and work on behalf of the enterprise UW Medicine system. They will be essential for UW Medicine to achieve its mission to improve the health of the public.

Duties include but are not limited to:

  • Lead and oversee the Clinical Strategic Planning efforts and Clinical Strategic Growth Programs
  • Integrate the Clinical Strategic Planning efforts into the existing Strategic Planning Department
  • Provides project management for development/implementation of key initiatives and enterprise critical projects. Monitors and manages key deliverables of the associated initiatives.
  • Interacts closely with leaders to carry out key projects and works directly with stakeholders across the system to drive successful completion of tactical and strategic initiatives.
  • Builds strong cross-functional relationships with internal departments to implement business/operational strategies.
  • Consults with and influences senior management at various levels in and across a wide variety of functions.
  • Advises and makes recommendations to leaders on key strategic and tactical decisions.
  • Provides support for financial, sales and operation reporting and analysis.
  • Lead change and execute on business objectives through oversight and management of key stakeholders and owners.
  • Lead optimal utilization of the PPM solution by executive consumers and senior leadership and other project management (PM) functions across the enterprise.
  • Collaborates closely with the EPM Analyst and other shared service teams (e.g., UW Medicine Finance, UW Medicine IT Services) on reporting solutions.

Required:

  • Master's degree in Business Administration (MBA), Health Administration (MHA), or related field of study.
  • At least 7 years of demonstrated success/results in a consulting capacity (e.g., having overseen and managed multiple projects).
  • Demonstrated ability to influence leaders, employees and teams to work toward deploying a different future state:
    • Strong executive presence including communication and presentation skills with a high degree of comfort to large and small audiences.
    • Demonstrated strength in data-based decision-making, analysis, influencing and storytelling.
    • Experience in planning and managing cross-functional efforts.
    • Experience generating business documentation such as building business cases, identifying personas, defining scenarios, narratives, and process flows.
    • Proven experience motivating high-performing individuals; creating inclusive and collaborative team environment.
    • Regardless of the venue (in-person, phone, or email/text), have the ability to behave as a consummate diplomat - demonstrating professional and patient demeanor in challenging situations.
    • Strong communications both verbal and written in all settings.
    • High levels of competency with: PowerPoint, Visio, Excel, and Data visualization software (e.g. Tableau).
  • An equivalent combination of education and experience may substitute for stated requirements.

Job Description

Harlem Hospital Center has been a bedrock of the Harlem community since 1887. The hospital provides a wide range of medical, surgical, diagnostic, therapeutic and family support services to the residents of Central Harlem, West Harlem, Washington Heights and Inwood. Harlem provides over 90 specialized ambulatory care services, dentistry and oral surgery, behavioral health services, and community substance abuse treatment.

Duties & Responsibilities

Purpose of Position :

This class of positions encompasses professional staff, supervisory, clinical and administrative work within a pharmacy department, with varying degrees of latitude for independent initiative and judgment. Health System Pharmacists adhere to Federal, State and local laws and other regulatory requirements regarding pharmacy and institutional practice. All personnel may be required to perform related work.

Under direction, with wide latitude for the exercise of independent initiative and judgment, supervises a Pharmacy unit and/or performs as a specialty clinical pharmacist in a hospital, clinic or other health care setting.

Examples of Typical Tasks :

At a more responsible level, performs the duties of Assignment Level I:
1. Fills prescriptions and patient orders, resolves discrepancies in patient therapy, and follows-up on problems.
2. Utilizes clinical data in evaluating physician orders to ensure appropriate therapy.
3. Provides and documents drug information and patient counseling.
4. Documents interventions, adverse drug reactions (ADRs), and medication errors.
5. Directs and utilizes personnel including technicians, aides and clerical staff.
6. Assists in the monthly inspection of the patient care units and the Pharmacy.
7. Maintains adequate medication supply in individual work area.
8. Participates in Pharmacy staff in-services and meetings relating to Systemwide and/or health care setting programs.
9. Operates and troubleshoots automated dispensing systems, as needed.
10. Advises prescribers on alternatives for non-formulary drugs.
11. Utilizes Outpatient and Inpatient computerized systems to enter and access patient care information.
12. Coordinates and analyzes statistics and/or clinical data.
13. Participates in quality management and utilization review programs.
14. May coordinate the work of a small group to accomplish a project or assignment.
15. May participate in the preparation and review of policies and procedures.
16. May assist in the development, implementation and execution of Pharmacy staff training curriculum.
17. In the absence of the supervisor, may assist in the supervision of a Pharmacy unit or function.

In addition to performing the duties of Assignment Level I at a more responsible level, the following are typical tasks performed as Assignment Level II:

1. Supervises and/or coordinates the operation of a Pharmacy unit or major function.

2. Prepares departmental reports, including the performance of statistical analyses.

3. Develops and implements new processes to improve the operation of the Pharmacy and the quality of care provided.

4. Orients new staff members.

5. Monitors and evaluates staff performance and follows appropriate disciplinary proceedings, as necessary.

6. Prepares unit work schedule.

7. Ensures staff compliance with regulatory agency and health care setting rules and regulations.

8. Responsible for the maintenance of adequate quantities of medication and other supplies in the Pharmacy unit.

9. Evaluates new drugs released by the FDA in terms of efficacy, adverse effect profile, and cost; makes recommendations on additions and deletions to the health care setting's drug formulary.

10. Manages the medication therapy of a group or unit of patients as part of an interdisciplinary team, and participates in rounds.

11. Coordinates the assessment of medication use.

12. Serves as a professional and technical resource for medical professionals in specialty area(s).

Minimum Qualifications
1. Possession of a valid NY State license to practice pharmacy.
2. Two years of post licensure experience; or
3. Completion of a post graduate specialty residency or fellowship program; or
4. Current Pharmacy Board Certification.

  • Coordinates drug procurement operations and inventory management to ensure critical drug availability, accurate inventory value assessment, compliance with 340B, optimized inventory turns, and minimized drug expirations.
  • Maintains computerized systems, split-billing software programs and technologies utilized in purchasing operations related to the 340B program.
  • Ensures that all records are maintained in accordance with regulation and policy.
  • Generates purchasing and inventory reports as requested by departmental leadership.
  • Maintains responsibility for borrow and loan systems from other hospitals.
  • Coordinates and maintains timely flow of purchasing and receipts with Accounts Payable.
  • Assists in managing vaccine supply including temperature monitoring.
  • Maintains oversight of emergency supplies
  • Coordinates inventory to resolve/manage backorders, shortages or recalls and secures acceptable product alternatives when necessary. Evaluates and adjusts par levels in response to ongoing utilization, shortages, waste and critical needs.
  • Participates in continuous quality assessment and improvement activities and medication safety initiatives.
  • Supervise adherence to DSCSA requirements.
  • Support inpatient controlled substance distribution systems
  • Manage reverse distribution procedures and monitors returns to ensure adequate credit is issued.
  • Lead annual inventory counts in coordination with Internal Audit Department.
  • Lead influenza vaccine purchasing, distribution, and inventory maintenance.
  • Work with clinical staff to determine alternatives to critical stock shortages and assist with determining and implementing therapeutic substitutions.
  • Manage the drug recall system, ensuring all affected product is identified, quarantined and returned for manufacturer credit.
  • Serve as a liaison to wholesalers and vendors for issues related performance and fill rates
  • Write and/or review policies and procedures.
  • Manage key aspects of pharmacy department routine regulatory monitoring programs (e.g.; refrigerator temperature monitoring programs, expiration date checking programs).
  • Manage the invoice process between pharmacy and accounts payable to assure bills are accurate and paid.
  • Manage outsourced pharmacy purchasing.
  • Enforce GPO contract compliance
