Working in collaboration with the Associate Director, Benefits Access, the Program Manager will help to grow and support a body of work on SNAP. Specifically, the Program Manager will help identify, gather, and share best and promising practices in expanding access to SNAP, develop tools and resources that facilitate program and policy improvement and access, foster cross-state learning, and communicate effective practices through in-person and virtual technical assistance, convenings, webinars, and written resources (i.e., 1-pagers, case studies, and toolkits).
This position is preferably based in Washington, D.C. (Hybrid- 2 days per week); but could be fully remote for the right candidate living outside of the DC area 30 miles or more. The position offers a salary range of $65k to $75k. Exact compensation within the stated salary range may vary based on skills, experience, internal equity, and geographical location.
DUTIES AND RESPONSIBILITIES:
- Build programmatic expertise in SNAP serving as a technical resource for internal staff and public and private program partners.
- Oversee and manage responsibilities associated with Share Our Strength's SNAP Parent and Caregiver Advisory Council. This includes leveraging the unique experiences and expertise this group of parents and caregivers has with SNAP and other food assistance programs to support Share Our Strength's programmatic, advocacy, and communications work.
- In collaboration with the Policy, Government Relations, and State Campaign teams, provide guidance and expertise to defend against harmful state administrative or legislative actions and/or identify opportunities for innovation at the state level.
- Gather and share learnings from the field, including insight from program participants, partners, and state agency staff, to identify best and promising practices for expanding SNAP program access and improving program quality. Special focus should be on successful program models and the needs of communities of color and those experiencing persistent poverty.
- Provide strategic guidance, thought partnership, and technical assistance to No Kid Hungry state campaigns working to expand access to SNAP. This may include participating in planning meetings, leading trainings, and joining coalition/partner calls.
- Stay up to date on the federal and state SNAP landscape through internal and external relationships, especially with USDA, state agencies, and other national anti-hunger and poverty organizations.
- Contribute to the Center for Best Practices' website, newsletter, and other communication tools.
- Partner with colleagues to support Share Our Strength's work to be a diverse and inclusive organization, and ensuring this value is embedded in the organization and throughout our work.
- Up to 15% Travel.
- Bachelor's degree preferred but not required, or equivalent professional and work experience.
- 3 -5 years of work experience with a focus on SNAP, or federally-funded nutrition programs, roles pertaining to federal and state policy, state administration, and/or program implementation.
- Strong knowledge of SNAP program operations, outreach and enrollment strategies, data, and policy.
- Lived experience/expertise with federal nutrition programs, particularly SNAP, and/or experience partnering with people with lived expertise in federal nutrition programs to advance programmatic and policy strategy and goals.
- Experience providing training, technical assistance, strategic planning, or consulting services to nonprofit organizations, state agency staff, and/or educators/school personnel.
- Excellent facilitation, listening, and communication skills (verbal and written), including experience presenting to high-level audiences and communicating complex or technical information in an easy-to-understand way.
- Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
- Detail-oriented with strong organizational skills.
- Interest in anti-hunger and anti-poverty issues.
