Job Description Summary:

Swinerton Management & Consulting (SMC) is the professional services organization at Swinerton
SMC is not a builder and provides strategic consulting, program management, project management and construction management services for Owners on their design and construction projects.

Job Description:

The Project Engineer position is an entry-level career position at SMC. The ideal Project Engineer(PE) candidate is an individual with a graduate degree in architecture, engineering or constructionmanagement with a minimum of two (2)years experience representing the Owner/Owner's Teamon a design or construction project.

The successful Project Engineer candidate can support multiple projects concurrently. Thecandidate should have very good written and verbal communication skills and can translatetechnical construction issues into common language so clients can make informed decisions. Agood part of the work is documenting project issues, taking OAC meeting notes, producing DailyReports, overall management of the RFI and submittal process, and meeting coordination.

Key responsibilities include setting up and maintaining project documentation on behalf of anOwner in multiple electronic document platforms (i.e., Procore, E-Builder, etc.). Adherence toOwner procedures and protocols and SMC procedures is needed. Candidates that have experiencebeing an Owner representative is highly preferred.

Position Responsibilities and Duties:

Able to perform all essential Entry Level/Intern Project Engineer
responsibilities.
Attend and document project meetings (write minutes), including OAC
meetings, Client Stakeholder meetings, and AHJ meetings.
Set up and maintain electronic ling system.
Update and maintain all sets of drawings, specications and logs (RFI,
Submittal, COR, etc.)
Evaluate and understand basic construction means and methods.
Distribute all documents to the General Contractor and other contractors and
vendors hired separately by the Owner, maintain document logs.
Evaluate eld problems and review Contractor generated PCIs and log all
PCIs.
Prepare and maintain PCI logs on the Owners electronic management
system.
Review, log, and transmit submittals.
Maintain submittal logs.
Perform expediting functions.
Review and log change order submittals.
Maintain progress photo album.
Review contract close out documents (O&M manuals, as-builts, etc.) for
adherence to contract requirements.
Maintain record set drawings.
Document punch list work.

Complete other responsibilities as assigned.

MINIMUM SKILLS OR EXPERIENCE REQUIREMENTS:
Engineering, Construction Management, or Architectural degree, or
completion of Construction Management Certicate Program, or equivalent
Minimum 2 years of construction-related experience, preferably representing
an Owner, or demonstrated equivalent experience.
Construction related internship experience preferred.
Basic estimating and scheduling skills
Basic computer skills
Ability to read and understand plans and specications.
Eective organizational skills
Eective written and verbal English language communication skills. Ability to
present before Owner and Stakeholder groups.
Ability to use independent judgment; self-starting.
Drafting and Advanced computer skills a plus
Knowledge of virtual construction technology systems preferred.
Participate in Project Interviews to secure new work.

Purpose
The Associate Director, Category Management - Consulting & Professional Services partners with VP-level business or functional stakeholder(s) to develop global procurement strategies, contributing to a cross-functional team that informs strategy through analysis, market expertise, and understanding of broader business objectives. This role builds an annual strategic plan and leads a team of managers to achieve ambitious performance targets aligned with organizational goals.

Responsibilities

  • Partner with VP-level business or functional stakeholders to develop global procurement strategies for an individual procurement category, acting as a Business Partner where necessary.
  • Build a comprehensive annual strategic plan for the relevant category, incorporating category strategies that align with overall business goals.
  • Contribute to a cross-functional team that informs strategic decision-making by leveraging market intelligence, staying abreast of industry trends, emerging technologies, and market dynamics.
  • Define and develop strategic value drivers with key category suppliers to secure collaborative partnerships that challenge the status quo to achieve cost savings, optimize processes, and enhance overall procurement value.
  • Integrate sustainability and environmental, social, and governance (ESG) measures into category strategies, collaborating with suppliers to enhance sustainable and responsible sourcing practices.
  • Lead Supplier Relationship Management (SRM) strategies, driving innovation with key category suppliers and collaborating to enact creative and cutting-edge solutions that deliver on long-term business needs.
  • Develop and activate mitigation strategies to proactively define and manage procurement risk across the relevant category, , ensuring compliance.
  • Ensure effective project management from initiation to completion, directing and guiding cross-functional teams to deliver strategic category-related projects. Identify opportunities for process optimization and efficiency gains, leveraging data analytics to develop long-term continuous improvement programs that achieve strategic objectives.
  • Drive the end-to-end procurement process from sourcing strategy to contract negotiation and execution, leading negotiations with key category suppliers and strengthening decisions with strong analytical insight and strategic perspective.
  • Lead & coach a team of Managers, setting ambitious performance targets, providing tailored coaching, and evaluating team performance. Assist in planning to address skillsets, workforce requirements, capability needs, and long-term organizational staffing goals.
Qualifications

  • Bachelor’s degree in Business Administration, Supply Chain Mgmt or related field. Master’s degree is preferred
  • Minimum of 10 years of experience in procurement, supply chain, or related business or operations function.
  • Previous experience leading category teams, partnering with major suppliers, and reporting to senior leaders.
  • Strong proficiency in developing high-impact executive-level deliverables.
  • Knowledge of the pharmaceutical industry is strongly preferred.
  • Comprehensive expertise in category management, including market analysis, cost and financial assessment, ensuring strategic and informed procurement decisions. Fluency in negotiation and bidding, adept in overseeing complex projects with a focus on effective change management.
  • Strong capabilities in internal stakeholder management and influence, aligning procurement strategies with business needs and fostering collaborative supplier relationships.
  • Strategic thinking and accountability, anticipating future trends, and taking responsibility for impactful procurement outcomes that challenge the status quo.
  • Innovative problem-solving skills combined with a significant executive presence, enabling creative solutions and influential communication at all organizational levels. As a Consulting Director, you will contribute your leadership, client relationship, and technical consulting skills to support the growth of ERM’s business and client base primarily focused in North America, while networking with ERM's global Liability Portfolio Management & Remediation commercial and technical team and technology experts to share best practices across the industry. This is an excellent opportunity for a senior-level professional looking to join a thriving, dynamic team working with global clients and portfolios.

RESPONSIBILITIES:

  • Support and provide strategic and technical expertise on site investigation and remediation projects for a variety of clients with complex technical/regulatory issues in the chemical, manufacturing, power, technology, and oil & gas sectors, with particular focus on sites across the Midwest and Northeast.
  • Design and oversee implementation of remedial solutions for contaminated soil, ground water, and other media using innovative and emerging remedial treatment technologies as well as traditional systems.
  • Oversee multiple projects within client’s scope/budget/schedule expectations and ensure quality standards on project deliverables across ERM’s Liability Portfolio Management & Remediation service line (e.g., Brownfields redevelopment, site investigation and remediation, sustainable sediments, risk assessment, environmental construction management, site closure and decommissioning).
  • Appropriately delegate project assignments to project teams and mentor junior staff.
  • Coordinate with ERM offices in the Americas, Asia-Pacific, and Europe regions on national and international project delivery, where needed, within Liability Portfolio Management & Remediation as well as other services lines such Health and Safety.
  • Develop and expand client relationships that generate repeat business to grow the Liability Portfolio Management & Remediation service area in North America.
  • Prepare technical proposals and participate in business development with existing clients and identified leads. 
  • Build strong collaborative relationships with other ERM employees.

REQUIREMENTS:

  • Bachelor’s degree in science engineering or related discipline and Masters preferred.
  • 8-12+ years (20+ years preferred) consulting experience working with significant industrial clients on complex site investigation/remediation projects under a variety of state, federal, and international regulatory structures (e.g., Massachusetts Contingency Plan, CERCLA, etc.). 
  • Recognized expert with an established reputation in the regional marketplace
  • Excellent writing, communication, and strategic thinking skills.
  • Advanced knowledge of the local regulatory climate, with proven negotiation skills with state and local regulators.
