Summary of Position:

Code Enforcement Officers are responsible for ensuring residential and commercial properties are compliant with City ordinances related to property maintenance, building codes, zoning, signage, nuisances, and business licenses. They are also responsible for public education and attending neighborhood meetings. Day to day operations include: proactive patrols to identify code violations, field investigations, follow-up inspections, issuing notices and citations as appropriate, conducting business checks, and attending court.

Essential Duties and Responsibilities:

The following duties are normal for this position. The omission of a specific statement from the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Participate in community meetings in order to educate the public and build trust
  • Respond to citizen complaints in a timely manner and establish if a code violation is present
  • Patrol assigned zone and identify code violations
  • Issue notices and citations as appropriate
  • Keep detailed documentation and prepares evidence for testimony at court (i.e., photos, case notes, emails, phone logs)
  • Conduct business license checks and ensure businesses are compliant with local zoning ordinances
  • Provides information to the general public regarding existing code regulations and policies
  • Conducts research on vacant properties to identify responsible parties

Minimum Qualifications:

  • Must be eighteen (18) years of age or older.
  • Must have high school diploma, GED or equivalent.
  • Proficiency in Microsoft Office
  • Computer proficiency required
  • Must possess and maintain a valid Georgia driver's license
  • Must have a satisfactory MVR
  • Must be able to work various shifts which include working evenings, weekends, and holidays
  • Ability to pass a pre-employment background investigation, to include but not limited to, a drug screening and an oral interview.

High school diploma or equivalent with an associate’s degree in a related field preferred, and (3) three years of related construction or trades experience to include (1) one year of inspector experience.

Or, any equivalent combination of education and experience sufficient to competently perform the essential duties of the position

Current Georgia Driver’s License and a satisfactory MVR

Licenses and Certifications:

Residential Building, Plumbing, Mechanical, and Electrical inspector certifications from a recognized state, national or international association or obtain at minimum a Residential Building inspector equivalent certification within one year. Certifications must be maintained in good standing for the duration of employment at all levels of Building Inspector.

Level IB Advanced GSWCC, NPDES, or equivalent certification within one year

Knowledge, Skills, and Abilities:

Knowledge of relevant laws, codes, ordinances, regulations, and department policies and procedures.

Knowledge of the geography of Hall County.

Knowledge of construction standards, ADA requirements, fire safety regulation, knowledge of .

Ability to make required mathematical calculations, read blueprints, maps, and technical drawings.

Ability to compile, organize, and maintain data, records, and reports and use judgment in routine and non-routine situations.

Ability to communicate effectively orally and in writing.

ADA Minimum Requirements

Physical Ability: Tasks require the ability to exert light to medium physical effort in sedentary to medium level activity which may require some lifting, carrying, pushing, and/or pulling of objects and materials of medium weight (up to 20 pounds) and occasionally of heavy weight (up to 50 pounds). Tasks may involve extended periods of time at a keyboard or workstation as well as work in the field at construction sites. Duties require the ability to use a personal computer, to operate a motor vehicle, and to use tools and equipment used in inspection and measurement of construction elements.

Sensory Requirements: Tasks require the ability to communicate orally in person and by telephone. Tasks require the ability to visually inspect items for proper length, width, and shape using various tools and equipment.

Environmental Factors: Essential functions are performed with frequent exposure to adverse environmental conditions including weather, dust, debris, chemicals, and machinery involved in construction.
