Position Summary:

The Director of Business Continuity provides strategic and operational leadership for Jackson Health System’s (JHS) enterprise-wide Business Continuity Program. This role ensures operational resilience for both clinical and business functions by building and maintaining a robust framework for preparedness, response and recovery while safeguarding patient care, and supporting transformation initiatives. The Director ensures that Jackson maintains the ability to deliver essential healthcare services during disruptive events, while embedding continuity planning into long-term strategic and operational goals. The Director will collaborate closely with Executive Leadership, Clinical/Business Operations, Emergency Management, Information Technology, and other stakeholders to ensure JHS maintains the ability to deliver essential healthcare services through the oversight, execution, and ongoing evaluation of a Business Continuity Management framework.


Duties & Responsibilities:


  • Design, implement, and oversee the system-wide Business Continuity Management (BCM) framework. Develop and enforce policies, procedures, and standards in compliance with the Joint Commission, CMS Conditions of Participation, and International Organization for Standardization (ISO 22301) best practices.
  • Serve as the primary advisor to Executive Leadership on business continuity, resilience and recovery strategies. Provides regular reports and data to the Executive Leadership on organizational readiness and risk posture.
  • Act as a senior leader with the Hospital Incident Command System (HICS) during disruptions, supporting rapid decision-making and recovery coordination.
  • Lead and institutionalize Business Impact Analyses (BIAs) across all business and clinical units, ensuring all critical services have documented priorities, dependencies and recovery timelines. Assess risks related to patient care delivery, IT/EHR downtime, supply chain, facility and community dependencies. Recommend and implement mitigation and recovery strategies that strengthen system resilience. Integrate BIA findings into planning, technology investments and resource allocation.
  • Develop and maintain a formal Continuity of Operations Plan (COOP) across hospitals, ambulatory care and corporate functions in alignment with regulatory standards.
  • Partner with IT to ensure a comprehensive Disaster Recovery Plan (DRP) is designed, tested and regularly updated to meet operational and clinical continuity needs. Ensure that all downtime policies and procedures, department specific playbooks, are accurate, current and regularly updated.
  • Partner with operational and Health Information Management (HIM) leadership to ensure that downtime forms are current and readily available during planned and unplanned downtimes.
  • Maintain key performance indicators including frequency and effectiveness of drills, reduced downtime, improved recovery times and sustained continuity of patient care. Link access control, physical security and technology dependencies into continuity and recovery planning.
  • Partner with EM, IT, Facilities, Clinical Operations, Risk Management, and Compliance to ensure seamless alignment of plans – disaster preparedness exercises, coordinated disaster response, and recovery planning. Facilitate the selection, implementation and appropriate use of downtime procedure applications. Engage with community partners, regulators and accreditation agencies to maintain compliance and collaborative response strategies. Chair or Co-Chair Business Continuity/Disaster Recovery steering committee to align strategies across the enterprise.
  • Collaborate with Clinical Informatics team to lead enterprise-wide training, awareness, and education initiatives to build a culture of preparedness. Develop an enterprise-wide exercise program, ensuring regular tabletop and full-scale exercises that validate readiness and compliance. Formalize after-action reviews and lessons learned while driving continuous program improvement including updating of policies and procedures. Monitor emerging risks, including cyber threats, climate-related events and public health crises. Identify opportunities to enhance continuity strategies through innovation, data analytics and transformation initiatives.
  • Performs all other related job duties as assigned.


Experience:


  • 5 to 7 years in business continuity, disaster recovery, enterprise risk management, or hospital operations with at least 5 years in a healthcare leadership role.
  • Applicants with extensive experience with business continuity but without hospital operations may be considered.


Education:


  • Bachelor's degree in related field is required. Master's degree is preferred.


Preferred Qualifications:

+ **Disaster Recovery (DR) plans development.** Develop, document, and maintain DR Plans in conjunction with Computing Services and other CMU Technology departments for infrastructure, systems, data, security, and third-party systems.
+ **Exercises** . Plan, facilitate, and document DR exercises to validate and verify the recovery capabilities of plans. Following exercises, document After Action Reports to identify and close gaps or implement process improvements.
+ **Continuous Improvement.** Track and assist in the remediation of findings identified in exercises and assessments, leveraging continuous improvement methodologies.
+ **Technology risk and innovation.** Collaborate to maintain the DRBC Program and relevant DR Plans by maintaining awareness of emerging technology innovations and potential risks.
+ **Training and support.** Provide training, support, and awareness to plan owners, administrators, and users.
+ **Technology prioritization and recovery orchestration.** Assist in defining recovery priorities and sequence of recovery of infrastructure and systems based on business requirements.

CDM Smith is currently seeking a Disaster Recovery Engineer to support the City of Asheville in their disaster recovery efforts. The successful final candidates must know the Public Assistance (PA) Program and be able to write up projects and develop cost estimates. The goal of this role is to ensure that the citizens of Asheville are utilizing all the programs available to them.

Job Duties:

- Consult site inspectors to validate and record infrastructure damage to include: taking photographs, making site sketches, and writing detailed damage descriptions.

- Advise client on the development and review of scopes of work and cost estimates, including code and standard requirements.

- Review and analyzes engineering reports, designs, and as-built plans.

- Make recommendations regarding claim eligibility and maximizing the use of the different FEMA programs in revery and mitigation efforts.

- Consult specialists in the development and/or the evaluation of hazard mitigation proposals and benefit-cost analyses.

- Work with client to prioritize their projects, facilitates applicant meetings throughout the program delivery and recovery stages.

- Provide analyses and updates reports, participates in status update meetings as needed.

- Apply the knowledge of engineering laws and principles by leading activities to perform appropriate maintenance, investigation, functioning, planning, setting up, and assessment of the engineering procedures, structures and tools and the assets that comprise them.

- Conduct on site investigations and analyzes relevant data including maps, reports, tests, drawings and other as required.

- Ensure compliance with guidelines and regulations including permits, safety etc.

- Develops, trains, educates junior engineers, guides the technical direction, and serves as a liaison with clients.

The Business Continuity and Disaster Recovery (BC/DR) Analyst is responsible for working with the various IT Managers in the Division of Information Technology to design, implement and manage system recovery and continuity plans. Develop recovery procedures and standards and conduct regular BC/DR tests and technical meetings to continually review and resolve any issues. The Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) has a vacancy for a Disaster Recovery (DR) Analyst. Under the direction of the Disaster Recovery Process Lead, the DR Analyst will work with all levels of the organization to coordinate and assist the larger team with preparing for and participating in disaster recovery events.

The Disaster Recovery Analyst will be responsible to:

- Support disaster recovery testing through documentation of plans and test plans, identifying program needs, and maintaining artifacts
- Convene & manage meetings - agenda, participants, deliverables - to ensure important issues are aired and resolved
- Develop metrics and reporting dashboards to communicate status, dependencies and risks of various DR activities.
- Work closely with Business Continuity and Risk Management team members to continually mature and improve the response to disruptive events
- Work additional hours during the DR drills, which are conducted 4 times a year and is a 48hr event and can be extended to 72hrs. These events can require going to the site if needed. Therefore, so it will require some travelling on an as needed basis.
- Provide assistance with Change Management as a backup.

- Ability to work independently with minimal direction and under pressure with tight deadlines
