**Summary:**
The Hospital Manager, Police (Captain) is a vital member of the leadership team, responsible for overseeing the operations of a primary division within the Police Department, such as Operations or Support Services. This role involves planning, organizing, and directing division activities to ensure the safety and security of the hospital. The Captain collaborates closely with the Director/Chief of Police to develop and implement departmental policies, set division goals aligned with broader objectives, and foster cooperation with hospital
departments and external law enforcement agencies.
Key responsibilities include managing personnel, conducting performance evaluations, addressing disciplinary matters, and coordinating police services throughout the hospital. The Captain also prepares and delivers presentations to hospital leadership, staff, and community groups. In the absence of the Director/Chief of Police, the Captain may assume temporary authority over hospital policing operations and perform other assigned duties.
**Responsibilities:**
1. Operational Management - Plans, organizes, and directs the operations of a primary division within the Hospital Police Department, rotating between divisions as needed. Serves as the acting Chief in the Chief's absence, with full authority over hospital policing operations. Additionally, develops and implements departmental policies to align with hospital safety goals and coordinates police services with hospital departments and local law enforcement agencies to ensure a unified approach to public safety.
2. Personnel Management - Directs personnel assignments, conducts performance evaluations, and manages disciplinary matters for division staff. Responsible for recruiting, hiring, coaching, and managing staff in alignment with UNC Healthcare policies, fostering a positive work environment that supports employee retention and professional development. Also conducts staff meetings, communicates policy changes, and implements performance evaluations and training plans, encouraging staff to pursue certifications and providing leadership development opportunities.
3. Administrative Duties - Manages divisional budgets, ensuring efficient resource allocation, and develops, implements, and monitors the divisional operating budget. Provides command authority during major incidents, participates in public communication efforts related to hospital security, supervises special projects, and keeps the Chief informed of significant activities impacting the department and hospital.
4. Collaboration and Consultation - Works closely with hospital leadership, department heads, and external law enforcement to address security concerns and provide expert consultation on risk assessments, crime prevention, and emergency preparedness. Serves as a liaison between the Police Department, hospital administration, and legal/risk management teams, ensuring security efforts align with organizational goals and regulatory requirements. Additionally, collaborates with local law enforcement, IT, transportation, and parking departments to integrate security systems, enhance safety protocols, and coordinate response efforts during critical incidents.
5. Compliance and Quality Improvement - Develops and implements emergency response protocols, ensuring staff are properly trained and prepared for various situations. Works closely with legal counsel to maintain compliance with laws and regulations governing security and police operations. Conducts regular audits of police operations and performance metrics, identifying areas for improvement and aligning practices with industry standards. Also engages hospital staff and community members in quality improvement initiatives to enhance overall effectiveness.
6. Training and Development - Implements cross-training programs to enhance staff versatility and deepen their understanding of various departmental roles. Encourages staff to pursue relevant certifications and provides leadership development opportunities, fostering a more skilled and adaptable team.

? Bachelor's degree in criminal justice or a related field; an equivalent combination of education and experience, preferably in a campus or healthcare setting may be considered.
**Licensure/Certification Requirements:**
? Must have successfully graduated from a North Carolina Basic Law Enforcement Training course or currently hold certification as a law enforcement officer in another state.
? Must have continuous and uninterrupted service as a full-time sworn officer, with no more than a one-year break. It is important to acknowledge that North Carolina law does not acknowledge or establish a reciprocal arrangement with Federal law enforcement certification.
? Prior experience within higher education or as a Senior Level Police Executive in a similar sized or larger is advantageous and will be taken into consideration.
? NCDL required.
**Professional Experience Requirements:**
? A minimum of 2 years of supervisory experience in law enforcement at the rank of Lieutenant or above; an equivalent combination of education and experience, preferably in a campus or healthcare setting.
