JOB SUMMARY:


The purpose of this position is to review development plans adding water, sanitary sewer, and storm sewer infrastructure that will become a part of the CCWA system and to review and prepare mark-ups and required documentation for Department of Transportation plans.



ESSENTIAL JOB FUNCTIONS:    


Meets with developers and engineers to discuss existing water and sewer infrastructure prior to project; discusses proposed connections or extensions of the water and sewer system stormwater requirements, floodplain requirements, submittal and review processes; and fees.


Conducts plan reviews of water, wastewater, and storm sewer system additions in new developments and other land development activities; reviews and verifies engineering calculations submitted by consultant engineers; reviews hydrology studies and reports; coordinates with other staff on floodplain permitting; ensures plans and development activities comply with applicable laws, ordinances, regulations, and standards; reviews civil plans; and initiates any actions necessary to correct deviations or violations.


Approves or disapproves plans and specifications; notifies appropriate design professionals of results; and documents reasons for disapproval of plans or specifications.


Conducts plan review of Department of Transportation projects; provides as-built mark ups of existing water and wastewater infrastructure and drawings of proposed work.


Creates unique plan review case for each project; enters map coordinates and engineering information; logs steps and approvals; attaches approval documents; generates meter quotes; and assigns inspector.


Prepares project estimates and material take-off for various water and sanitary sewer projects.


Assists Department Director and Engineering Supervisor in developing and monitoring budget and expenditure items related to area of assignment.


Coordinates with Planning and Zoning staff and officials from local jurisdictions on the review of preliminary and final site development plan; coordinates with other departments internally as needed.


Works with GDOT on mutual projects; determines water and sewer locations; marks-up plans to resolve conflicts; prepares project schedule; and prepares project estimates.


Prepares and obtains Department of Transportation highway permits for utility work in rights of way.


Prepares and obtains various permits; reviews CCWA civil plans.


Enters work orders for inspections required for in-house projects into Department computer systems.


Performs floodplain assessments utilizing appropriate Federal Emergency Management Agency maps as requested.


Assigns construction coordinators for approved projects; provides documentation to engineer/developer/contractor.


Reviews close-documents; coordinates with stormwater records, water/sewer/storm easements, GIS, and Floodplain Manager; and close project in JDE and CityWorks database.


Provides maps as part of customer relations; prepares various customer notifications; responds to customer questions and concerns; and coordinates fire flow tests.


Provides support and technical assistance to customers and CCWA staff, including water and sewer locations, service availability, meter quotes, etc.


Performs other assigned duties.



MINIMUM REQUIREMENTS TO PERFORM WORK:


Associate’s Degree in Civil Engineering or a related field; three (3) years of related work experience in plan review; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.


Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

PHYSICAL DEMANDS:


This position classifies the physical exertion requirements as light work involving lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, one must have the ability to do substantially all of these activities. Your Specific Responsibilities:

Evaluate and perform quality control reviews of final contract Plans packages to ensure compliance with Florida Department of Transportation (FDOT) policies and procedures prior to forwarding to the

appropriate Central or District Office for letting. Ensure proper approvals and deliver District production project mailings to Central Office or District Contracts to meet the District's production schedule.

Coordinate with other District staff to ensure that items required to develop the contract package are complete and accurate. Review and verify corrections have been made to submittals.

Ensure plans sheets are properly incorporated into the final plans package in accordance with the FDOT Design Manual (FDM), the Computer Aided Drafting and Design (CADD) Production Criteria Handbook, and FDOT procedures. Ensure technical special provisions, modified special provisions, and developmental specifications are properly incorporated into the final contract plans package in accordance with the Specifications Handbook and FDOT procedures. Track missing components and f acilitate the preparation of revision memos as necessary.

Provide assistance to project managers and designers during production with Digital Delivery procedures, associated file maintenance tasks, and securing signing/sealing. Receive and authenticate Digital Deliveries, maintain integrity and security of files and post to appropriate server(s). Provide quality assurance reviews of Digital Delivery components as project production progresses.

Assist in the development and maintenance of an evaluation and tracking system for Final Plans submittals. Check the results of the evaluation system and recommend necessary action.

Coordinate with project managers and designers on initiating the project and preparation of the proposal in Transport PES system. Initiate the project by transferring header information from mainframe TSO

into Transport PES and verify & update data fields. Create the proposal in Transport PES with project characteristics and other pertinent information. Load this data as header information and as site records in Transport PES. This information includes but is not limited to the project intent & scope, standard/special acquisition time, and contract time. Process revisions and addendums as necessary per Estimates procedures.

Serve as the District's subject matter expert regarding final plans processing procedures. Incorporate changes in final plans processing policies or procedures into the District's plans preparation process through project managers and designers. Assist with final plans processing training of internal and external customers.

Summary

Performs a variety of routine and complex technical and administrative work in mechanical plans review and analysis to determine compliance with all applicable codes as well as accepted standards relating to building codes. Provides technical assistance to field inspectors in all matters relating to building codes. Exercises considerable initiative and independent judgment under the general direction of the Chief Mechanical Official.

Job Duties and Responsibilities

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Interprets and enforces all mechanical provisions of the Florida Building Code.

Reviews plans and applications for permits to ensure compliance with mechanical codes, laws and ordinances. Advises applicants of required changes. Gives approval on mechanical plans.

May assist with occasional mechanical inspections in the field.

Assists the Building Official or Deputy Building Official as needed.

Performs other related tasks as required.

Qualifications

Certified as a Mechanical Plans Examiner by the State of Florida and the Miami-Dade County Board of Rules and Appeals in accordance with Chapter 8, Article 2 of the County Code, and be qualified as one of the following:

(1) Possess a current Master General Mechanical Contractor license issued by the Miami-Dade County Construction Trades Qualifying Board and have five years of field experience under that certification, or combined experience with an Air Conditioning Contractor (Limited or Unlimited) issued by the Miami-Dade County Construction Trades Qualifying Board, or combined experience with an Air Conditioning A or B Contractor license issued by the Florida Construction Industry Licensing Board; or

(2) Possess a current State Certified Mechanical Contractor license issued by the Florida Construction Industry Licensing Board and have five years of field experience under that certification, or combined experience with an Air Conditioning A or B Contractor license issued by the Florida Construction Industry Licensing Board, or combined experience with an Air Conditioning Contractor (Limited or Unlimited) issued by the Miami-Dade County Construction Trades Qualifying Board; or

(3) Possess a current Florida Professional Engineer license having obtained the license pursuant to examination in the mechanical discipline and have five years of experience under that license; or

(4) Possess a current Florida Professional Engineer license and have 10 years of experience under that license; or

(5) Possess a current Broward County Master Mechanical license, have five years of field experience under that license, and have applied for and received a Master General Mechanical Contractor license reciprocity with Miami-Dade County.

Valid Florida Driver's License

HOLIDAYS: 16 days including 3 floating days.

SICK LEAVE: 96 hours annually.

ANNUAL LEAVE: 80 hours in the first year of employment, increasing up to 188 hours after 25 years. Employees must take 40 hours of annual leave each year.

BEREAVEMENT LEAVE: 5 or 10 work days for the death of a family member in accordance with the collective bargaining agreement and the City's Personnel Rules & Regulations.

MEDICAL INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.

DENTAL INSURANCE: Available to all employees through payroll deduction.

LIFE INSURANCE : Term Life and Accidental Death and Dismemberment equal to 1 x annual salary, fully paid by the City (up to 200,000).

VOLUNTARY BENEFITS: Several plans available, such as Short-Term Disability, Life Insurance and Critical Illness policies through payroll deductions.

LEGAL SERVICES: Legal Service plan available at a cost to employees through payroll deductions.

DEFERRED COMPENSATION: Employees are given the option to defer a portion of their pre-tax salary into the 457 Deferred Compensation Program.

TUITION REIMBURSEMENT: 2000 per semester ( 6,000 maximum annually) for approved college coursework.

SAFETY GLASSES: Required safety glasses are provided every 2 years.

RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:

RAMCO database functions, and associated tasks as part of a team, implementing and

Job Responsibilities:
* Responsible for the accurate documentation of all Aircraft maintenance tasks in
associated logs and records, monitors and updates Aircraft Flight Records, track and
notify Maintenance Managers of aircraft component Life Limits, major inspections, and
overhaul requirements throughout the life of the aircraft.
* Utilizes the RAMCO System and all supporting tools, content, and technologies, roles,
users, security, internal system notifications and other instructional technology user
accounts. Reviews the accuracy of documentation of RAMCO System support methods,
procedures, and configuration.
* Troubleshoots routine RAMCO network problems. Evaluates and follows through on
issues and problems until resolved or escalated. Reviews the accuracy of documentation
of server support methods, procedures, and configuration.
* Training Material: Works with Logistics, Flight operations, Aircraft Maintenance, and
Finance staff to provide help resources and training for users, how-to guides, and FAQs
related to the usage of the learning of the RAMCO System.
* User & Technology Support: Establishes business relationships with both internal and
external clients. Attend meetings, answer questions, and provides technical guidance
and/or training to users to ensure the success of the RAMCO System and the tools used
in conjunction with it.
* Documentation: Documents all project and task activity using the appropriate tools.

As a CACI Deployment/Plans Specialists you will provide Joint Operational Planning and Execution System (JOPES) support for the United State Army Special Operations Command (USASOC). Additionally, you will coordinate and validate the deployment, redeployment, and rotation of forces during exercises, contingency operations, and general war through all Combatant Commands. Finally, you will supervise multiple deployments in support of Military Operations and Training Exercises time-phased-force-deployment-data (TPFDD) documents simultaneously.
**Responsibilities:**
+ Provide transportation and traffic management technical advice guidance, direction, and input for the worldwide movement of all Army Special Operations units (active and reserve components) in support of contingency plans, joint maneuvers exercises and other operational commitments.
+ Formulate, prepare, and disseminate multi-mode movement planning guidance for Component Subordinate Commands (CSC) and Component Subordinate Units (CSU) using applicable directives, regulations, plans and requirements emanating from the Joint Chief of Staff (JCS), Headquarters Department of the Army (HQDA), United States Special Operations Command (USSOCOM), Geographic Combatant Commands, (GCC), and unified commands.

This position supports the Joint Staff J7, Joint Training, Deployable Training Division (DTD) in providing a continuum of individual, staff, and collective joint training to enhance the operational effectiveness of the current and future joint force. The selected candidate will provide observation, training, and feedback, focused at the operational and strategic levels, to Joint Force Commanders and their staffs during joint and multi-national training, exercises, and staff assist visits (SAVs). The focus of the observation, training, and feedback will involve the sharing of operational best practices to advance the effectiveness and readiness of the Joint Force to plan for and respond to crisis and conflict.

Responsibilities include:

  • Participate as a member of Deployable Training Teams (DTTs) observing, training, and providing feedback to Combatant Commanders, component commanders, and Joint Task Force commanders and their staffs during Chairman's Exercise Program (CEP) exercises and other joint and multinational exercises.
  • Ascertain key command challenges at the operational and strategic levels of war and conducts cross-functional analysis of information gathered from joint exercises and training events for the development of lessons learned, insights, and best practices.
  • Understand strategic thought and direction as it guides and is influenced by campaign, deliberate, and crisis planning at the operational level.
  • Research national strategic documents, historical exercise documents, real world operations, the operating environment, command mission, organization, plans, and orders, as well as interagency and coalition policies, strategies, and plans.
  • Conduct trend analysis, understands, and improves battle rhythm processes and staff development of timely decision quality information and ties phased operational planning to strategic guidance and thought.
  • Act as a subject matter expert and trainer in Planning and Assessment while supporting joint, multinational, interagency, for globally integrated planning and operations.
  • Integrate into, contributes to, and provides functional continuity in the Deployable Training Division.
  • Mentor, train, and support new Observer Trainers.
  • Develop the Commander's Facilitated After-Action Review (FAAR); Executive Summary Report (ESR); Combined Functional Report (CFR); Internal After Action Review (IAAR); post-event debriefs and summaries; and provide input into Joint Lessons Learned Information System (JLLIS), Joint Warfighting Concept development, and Joint Doctrine.
  • Update and maintain documents, articles, and periodicals such as "Joint Operations Insights and Best Practices" and joint functional area focus papers.
  • Develop and facilitate seminars for the National Defense University's Senior Leader Education Program Joint Operations Modules (PINNACLE, CAPSTONE, and KEYSTONE).

Requirements include:

  • Thorough understanding of the Joint Planning Process (JPP) at the operational level and the ability to train, observe, and provide feedback to joint force commanders and staffs as they conduct deliberate and crisis planning.
  • One of the following:
    • Bachelor's Degree with a minimum of 10 years of professional and/or military leadership experience.
    • Master's degree with a minimum of 8 years of professional and/or military leadership experience.
  • Understanding of the requirements for staffs to support the commander's decision cycle.
  • Must be willing to travel worldwide, to include areas considered hazardous duty.
  • Must have an active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a DoD Top Secret security clearance once aboard.
