Chief Quality Officer

At Houston Methodist, the Chief Quality Officer (CQO) position is responsible for implementing the HM vision and strategy for excellence in clinical quality outcomes, value, and patient safety. The CQO position collaborates with the System CQO and other system physician leadership in quality and patient safety to support the development of the strategy and goals for leading unparalleled quality and patient safety at HM and development of a High Reliability Organization. This position assures that safe and reliable processes are embedded into the delivery of health care and develops a Just Culture which values patient safety, clinical excellence, evidence-based medicine, and continuous learning. The CQO position works in close association with the System CQO and entity Director and/or VP of Quality & Outcomes and collaborates with all disciplines, hospital leadership, and the medical staff to promote identification of organizational vulnerabilities, health care design using human factors and system principles, and learning to understand and prevent adverse events, achieve high reliable processes, and outstanding clinical outcomes. This position is responsible, along with other members of the HM team, to ensure that HM's unique combination of resources is used wisely to fulfill its responsibilities to its community, to enhance its premier position in the marketplace, and to ensure its continuing leadership in medicine. This position reports directly to Executive leadership in the organization and has responsibilities which include overseeing the activities of the department staff, ensuring quality, productivity, functional excellence and efficiency to accomplish strategic and operational objectives. In addition, this position is accountable for employee engagement, adequate staffing levels, budget development and compliance, staffing decisions such as hiring and terminating employment, coaching and counseling employees on work related performance, and developing and implementing policies and procedures to ensure a safe and effective work environment. This position also ensures training, monitoring and operations initiatives are implemented which secure compliance with ethical and legal business practices and accreditation/regulatory/government regulations.

Responsibilities

PEOPLE ESSENTIAL FUNCTIONS

Sets priorities and functional standards, giving direction to staff as necessary to ensure the best possible delivery of service and high customer/patient satisfaction.
  • Drives department service standards and activities to impact department and/or system score for patient/customer-based satisfaction, through role modeling and fostering accountability. Serves and actively participates on various entity committees as a voice for the department.
  • Attends meetings of the Medical Staff to educate and coordinate the activities of the quality and safety program. Participates in orienting Medical Staff and other hospital staff members to policies and procedures related to quality and patient safety.
  • Serves as liaison with medical staff to assure appropriate utilization of hospital services/resources and as liaison between physicians and hospital unit employees.
  • Communicates with CNO regarding services and clinical enhancements necessary to maintain or achieve a safe, high quality patient care environment. Provides appropriate medical direction in accordance with all applicable hospital policies and procedures.
  • Meets with Directors, CNO and CEO on a regular basis to review appropriate data relating to operations, quality of care, and patient safety, and quality of customer service. Assists directors in development and revision to unit specific policies as indicated.

+ Supports and implements a Quality and Patient Safety strategy that links delivery of clinical care with education and research, adopting management and operations processes that maximize function and minimize administrative overhead.
**GROWTH/INNOVATION ESSENTIAL FUNCTIONS**
+ Identifies and implements innovative solutions for practice or workflow changes to improve department, entity or system operations by leading unit projects and/or other department/system-directed activities. Proactively leads task forces and committees. May represent HM at assigned community or professional organization meetings.

  • Ability to lead multiple departments (operations, lending, compliance, HR, etc.) and drive strategic initiatives.

  • Provide strategic financial oversight ensuring transparency, accountability, and long-term organizational health.
  • Partner with the COO to ensure strong budgeting and forecasting processes, aligning fiscal strategies with organizational goals and impact priorities.


Organizational Innovation & Impact

  • Identify and pursue innovative opportunities to grow the organization, build new partnerships, and expand service delivery to enhance access to resources.
  • Serve as a strategic thought partner and cross-sector support to other organizations working to advance mental health outcomes in South Carolina.
  • Leverage data to communicate and “tell the story behind the numbers” of the impact that Gateway has on the Upstate.


QUALIFICATIONS

  • Bachelor’s degree required; advanced degree in a related field preferred.
  • 10+ years of executive-level leadership experience within a nonprofit and experience in the mental health space preferred.
  • Proven track record in strategic planning and operational execution aligned with organizational goals.
  • Demonstrated success in fund development, including major gifts, grants, sponsorships, and public/private partnerships.
  • Experience providing strong financial oversight, including budgeting, forecasting, and aligning financial strategies with organizational impact.
  • History of effectively engaging and collaborating with diverse stakeholders, including Board members, community leaders, funders, and staff.

Reporting directly to the Board of Directors, the CEO will provide strategic guidance and operational leadership for the entire organization. The future CEO will be responsible for ensuring outstanding patient care, while also leading strategy, growth plans, programmatic offerings, systemwide initiatives, and academic and research endeavors.

Overview of Responsibilities:

  • Provide strategic leadership and oversight for the health center while collaborating closely with other senior leaders to ensure the efficient and effective delivery of exceptional, patient-centered care and safe, high-quality access and outcomes
  • Review, update, execute, and drive our strategic and operational plan, ensuring alignment with the health center’s vision and objectives, where patient care is paramount
  • Prioritize a positive work culture, which includes modeling open and transparent communication, respecting others, valuing diverse experiences and perspectives, building a climate of trust, treating others with compassion and empathy and ensuring accountability
  • Consistently demonstrate a commitment to patient care, employee engagement, and community relations

  • Partner successfully with Boston Medical Center, our primary hospital partner and through which NeighborHealth is DPH-licensed, as well as with other healthcare organizations within the Boston area
  • Develop and participate in systematic and effective mechanisms for fostering communication among individuals and groups within the organization and the community
  • Optimize operations, finances, and patient-care levels; develop and execute long range, strategic, operational plans for the organization; and measure success through key performance metrics, including productivity and quality
  • Demonstrate market agility in analyzing and evaluating opportunities for capital expansion
  • Develop strategic initiatives necessary to integrate and expand services, as well as add potential new services to meet the growing healthcare needs of our communities
  • Enhance the quality, access, safety, and efficiency of patient services and increase patient satisfaction with a focus on performance excellence
  • Embrace innovation, which may include leveraging technology and data to continually measure results, improvements, and successes through key performance metrics
  • Work collaboratively with leaders to align clinical practice, safety, value-based initiatives, hospital, network, and system goals

  • Partner with the CMO to ensure that the health center delivers safe, timely and high-quality care backed up by data and process improvement methods
  • Partner with the VP of HR to ensure that our workplace is diverse, inclusive and rewarding, with a focus on implementing best practices, with the goal of engaging talented leaders and employees across the health center
  • Optimize operations, finances, and customer service levels; develop and execute long range, strategic, operational and space use plans for the organization; and measure success through key performance metrics, including productivity and quality
  • Effectively communicate the services delivered by the health center to increase awareness within our communities
  • Work with federal, state and local officials, as well as government and funding agencies
  • Understands the principles of fundraising, including donor prospecting, cultivation, database management, and annual and capital campaigns
  • Serve as our chief spokesperson, both in person and in writing, to both large groups and small
  • As CEO, comply with all required policies, including our Standards of Conduct, Joint Commission policies, CMS Pace Program Regulations and Standards, HIPAA, applicable US Department of Health and Human Services’ Health Resources and Services Administration policies, safety policies, as well as any additional policies, procedures, laws related to employment with NeighborHealth
  • As with any role, additional responsibilities may be required

Qualifications:

  • Ten years of progressive leadership in healthcare, with at least five years in a senior-level executive role; community hospital experience strongly preferred
  • Proven experience gained in the health care delivery system continuum
  • Bachelor’s degree from an accredited college or university
  • Understands and is passionately committed to patient care, employee engagement, and community relations
  • A visible and highly engaged leader who has the ability to inspire, challenge, and motivate others to achieve common goals; demonstrates the values of respect, empathy, compassion, diversity and accountability

  • Experience and knowledge of highly regulated healthcare markets, as well as the ability to influence and collaborate with federal and state officials as well as regulatory agencies
  • A sophisticated knowledge of healthcare funding, and experience in competitive marketplaces with the ability to make complex and difficult decisions; knowledge of healthcare regulations, laws, and industry trends
  • Experience using and analyzing information systems to recommend opportunities for optimization and efficiency
  • A track record of leading initiatives which support the delivery of high-quality, equitable and compassionate care
  • A record of recruiting, training, and mentoring employees and a reputation for sustained, inclusive, trust-based provider and employee relations through understanding of employee viewpoints and needs
  • Must be able to travel as needed, within our community as well as to conferences and professional development events
