DLZ Corporation has an opportunity for a Senior Project Manager in the Water and Municipal Services Group in the Western Michigan area . This position will serve as a client manager including business development for our Grand Rapids, Muskegon, Kalamazoo and St. Joseph offices.
Design/Project Management Duties & Responsibilities:
- Manage public works engineering projects from planning and procurement through start-up and construction.
- Business and project fee development for site-civil, water, storm water and wastewater projects at treatment plants, distribution and conveyance systems.
- Review proposed contracts to determine significant parameters, time schedules and mileposts and define the major task areas.
- Direct the planning and development of the project scope, procedures, and budget.
- Ensure contractual commitments are met and the work is being performed according to the client's instructions.
- Maintain effective relationships with members of all divisions and departments responsible for performing services in connection with the project(s).
- Monitor fees and budgets; report problems to the appropriate Department and Division Managers.
- Prepare or direct the preparation of progress and special reports to staff and clients.
- Obtain client's acceptance of work, coordinate completion of final project paperwork and preparation of final report.
- Mentor less experienced staff members
- Be actively involved in civic and professional activities, societies and organizations.
- Ensure all work is performed in a safe and responsible manner, in accordance with the company

Business Development Responsibilities:
- Develop relationship and grow the business footprint on the west side of the state
- Be actively involved in civic and professional activities, societies and organizations.
- Track Capital Improvement Plans, Master Plans, RFP, etc. to look for opportunities to add projects/clients to grow the DLZ presence on the west side of Michigan
- Split time between various offices to develop relationships with staff and get to know clients
- Support the team in expanding DLZ's project portfolio with existing clients
- Coordinate with DLZ team members to add additional municipal clients.
Job Qualifications:
- Bachelor's Degree in related engineering field or equivalent with 20 years of experience in a junior or similar role; a comparable combination of education and experience can be considered.
- Professional Engineer (PE) Registration in the state of Michigan required
- Ability to visit and safely traverse construction and project sites, complying with all applicable safety codes and requirements.
- Must possess a level of proficiency with software programs inherent to successful completion of the work assigned.

The Department of Human Services (DHS), Bureau of Financial Management is searching for an analytically minded professional with a comprehensive understanding of how fiscal policies affect the delivery of government programs and services. As a Budget Analyst 2, you will meet with program offices to provide information, statistics, regular fiscal interpretation, and accomplishments. Work involves performing budgetary and financial functions related to the preparation of the annual budget, rebudgets, and reports for DHS; analyzing monthly agency budgeting and accounting reports for the purpose of maintaining expenditure controls; accumulating information from JDEdwards financial system; as well as developing budget and year end reports.
You will have the opportunity to present reports to the Deputy Director, Office of Administration, and management staff, regarding the current status of funding versus contractual obligations and the projected year end surplus or deficit situation within each funding stream. In this role, you will also be reviewing and approving contract modifications and adjustment requests submitted by the program office.
Additional responsibilities include:
- Verifying contract modifications, amendments, or re-budgets have been correctly entered by the Controller's Office
- Reviewing all system conversions and adjustments to each service provider's contract
- Ensuring accuracy and smooth processing of payments
- Preparing a projection of assigned grants on an annual basis
- Assisting in the preparations of the county grant budget for the annual budget submission
- Preparing and compiling monthly financial reports, quarterly reports, and other ad hoc reports as requested
- Serving as a liaison with different bureaus of DHS

Summary

Essential Duties And Responsibilities
Team Leadership

- Lead by example in managing timesheets, expenses, and training requests, ensuring operational efficiency in civil design workflows.
- Collaborate with Business Line leadership and HR to attract top talent in municipal engineering, overseeing the interview and selection process to build a team of design engineers, project managers, and other key roles.
- Champion seamless onboarding for new hires, ensuring a welcoming experience and quick integration into municipal services operations, project delivery, and civil design processes.
- Serve as a mentor and coach, offering actionable feedback and development opportunities aligned with individual and organizational goals in municipal engineering and infrastructure development.
- Advocate for company policies and a culture of accountability, leading performance discussions and addressing challenges with fairness and transparency.
- Partner with staff to set ambitious annual goals, facilitating Mid-Year and Annual Performance Evaluations to celebrate achievements and chart future growth in civil infrastructure projects.
- Proactively assess and communicate staffing needs, working with leadership to maintain a dynamic and capable team adept at handling municipal design services and infrastructure planning.

- Serve as a trusted advisor to high-value clients, offering strategic solutions in civil engineering consulting, municipal project design, and infrastructure planning that go beyond technical deliverables to solve their most pressing challenges.
- Anticipate and exceed client expectations in municipal engineering services and civil design solutions, building enduring partnerships that drive repeat business and new opportunities.

- Lead the development of comprehensive project scopes, budgets, and contracts that set the stage for successful delivery of municipal projects and civil design initiatives.

- Oversee project execution, monitoring progress to deliver municipal infrastructure improvements and civil design deliverables on time, on budget, and to the highest quality standards.
- Provide expert oversight and technical insight, ensuring adherence to QA/QC standards and driving continuous improvement in civil design and engineering.
- Build strong client connections throughout the project lifecycle, identifying cross-selling opportunities in municipal engineering consulting, public works, and civil design services.
- Champion the completion of projects with meticulous attention to detail, including financial management, invoicing, and adherence to civil engineering standards and municipal codes.
- Bachelors degree in engineering, architecture, or a related field is preferred.
- A minimum of 10 years of relevant professional experience, including at least 5 years in a leadership role managing teams.
- Proven ability to lead effectively with exceptional interpersonal and communication skills, including expertise in conflict resolution.
- Demonstrated success in networking, building partnerships, and collaborating across offices, disciplines, and functions.

C ompensation Range
$123,800.00 - $02,800.00
The expected compensation range for this position is displayed in accordance with Californias SB 1162. The final agreed-upon compensation is based on a number of factors, including but not limited to: individual education, qualifications, skills, prior work experience, competencies, and geographic work location. The total annual compensation package may consist of a base salary and eligibility to participate, after a qualifying period, in our performance and discretionary incentive bonus program(s).

Currently ProSidian Consulting seeks qualified professionals to staff multiple Grants Award Administration and Project Management roles on an as needed basis. Specific areas where Grants Award Administration expertise is required are as follows:
Grants Award Administration and Project Management Assistance:
- Assist in the development and revisions of marketing materials (pamphlets, handouts) to be used by the Federal Agency Department senior leadership at Executive and Congressional briefings.
- Provide subject matter expertise in regards to grant management and administration principles.
- Assist with developing tracking tools and mechanisms to ensure that the Federal Agency Department is meeting specified goals and performance measures.
- Draft standard operation procedures (SOP's) for review and approval by Government staff for all processes and activities being performed under Task 1, and update as needed.

In order to facilitate senior level meetings within the Federal Agency Department, the Grants Award Administration and Project Management Consultants should have great communication and presentation skills/experience, the ability to keep meetings within context and on schedule, as well as possess financial grants management subject matter expertise.
Grants Award Administration Systems and Business Support:
- Provide Grants.gov posting and user support, which may include managing user accounts, posting solicitations, troubleshooting system issues, monitoring application submissions, providing technical assistance and training to HQ and Regional staff.
- Assist with systems requirements, which may include documenting and tracking systems requirements, overseeing performance and User Acceptance Testing (UAT), tracking issues through resolution, and ensuring new systems meet all requirements of GPD and grantee user groups.
- Assists with systems mapping: creating system maps as needed for the current suite of grants management systems.
- Provide technical customer support for systems: providing grant management system end-user support.
- Assist in the development and revisions of grant systems procedures and internal projects, as it relates to process improvement.
- Draft system updates and communications for review and approval by Government staff prior to distribution through announcements and notifications.
In order to successfully deliver training for updates as well as technical assistance as it relates to their specific work streams the Grants Award Administration and Project Management Consultants should also possess good presentation and communication skills.
Training Support: Support The Clients Training Branch for the development and facilitation of grant management training for a wide range of stakeholders and provides internal professional development support to staff. Contractor support is required in the following areas:
- Evaluate current training programs, design evaluation instruments, compile and analyze data, communicate findings via several methods, and provide updates on an ongoing basis.
- Provide instructional design support for regional grantee meetings and internal training workshops, as well as assist with on-site facilitation, coordinate logistics, and develop website content for these events.
- Assist with the development of an onboarding program and provide ongoing support in updating materials and coordinating monthly onboarding meetings.
- Assist with the development of in-house grants management, administration and business operations training.
- Draft standard operation procedures (SOP's) for review and approval by Government staff for all processes and activities being performed under Task 3, and update as needed.
Administrative support shall also include services in the following areas:
- Process grant closeouts and archive project folders after closeouts are complete.
- Assist with other grant management and administration functions such as the review of program guidance and grant documentation pending approval.

The selected professional shall be responsible for an effective quality control program for all deliverables, work products, and services performed under this contract. The contractor shall institute policies, procedures, and processes that will ensure all products meet contract requirements and will promote Continuous Improvement of the products and processes. The contractor shall submit a Quality Control Plan in the Technical Proposal as part of their Management Approach with annual updates thereafter as necessary.

+ Proven experience managing and motivating a team of matrixed resources and cross-functional processes.
