Meta is seeking a Technical Program Manager for our Strategy & Operations Team within Site Development. The Strategy & Operations Team's mission is to be a central conduit for strategic direction and business operations leadership for the wider Site Development organization, directly supporting site selection and enablement for Meta's data center capacity needs. This role will be instrumental in proactively maturing existing processes and launching new initiatives to support the scaling of site selection and development processes, meeting Meta's expanding data center requirements. The ideal candidate possesses expertise in site selection and development, excels in navigating complex and ambiguous challenges, and is adept at leading teams of subject matter experts to implement scalable solutions.
**Required Skills:**
Strategy & Operations Program Manager, Site Development Responsibilities:
1. Lead program management for the Site Development team, focusing on process development, efficiency improvements, and portfolio management systems.
2. Identify and implement Site Development process improvements to ensure consistency and quality in approach and reporting, and centralize approval processes.
3. Develop and manage consistent project data extraction from Site Development scope areas to feed the process of data center selections.
4. Oversee the Site Selection Portfolio and Pipeline, including tracking leads and managing portfolio status reporting.
5. Coordinate and communicate greenfield site and lease portfolio status and objectives to leadership, cross-functional teams, and the business.
6. Develop and implement new processes and tools to handle scaling and improve efficiency in Site Development.
7. Oversee roll-out of new tools, processes and workflows, regularly updating Site Development stakeholders and leaders on progress and challenges/risks.
8. Identify areas of risk and oversee development of mitigation strategies with subject matter experts.
9. Work with team to automate planning and portfolio health reviews through asset management systems and dashboards.
10. Build solid, trusting partnerships to readily mobilize people and influence across a broad range of partners, leaders, and organizations.
11. Occasional travel.

17. Interpersonal and communication skills with high attention to detail

**About the role**
The Data Center Construction Civil Engineer will be responsible for leading all aspects of projects from site planning to construction. This includes reviewing and representing program directives, providing input on Architect/Engineer (A/E) designs, ensuring compliance with client requirements, and guiding consultants to meet project goals and design standards. + Serve as consultant, advisor, and authorized representative for hyperscale data center clients throughout all project phases.
+ Collaborate with client partner groups, design consultants, construction management ?rms, and contractors to implement design and construction contracts on behalf of the client.
+ Provide engineering mentorship and conduct reviews of civil engineering works related to site layout and data center building design.
+ Contribute to developing civil engineering guidelines & design standards.

**Minimum Requirements:**

**Technical Requirements:**
+ Experience with Bentley MicroStation V8 or AutoCAD required
+ Experience with Bentley Open Roads Designer preferred
+ Primavera or Microsoft Project experience a plus
+ Proven track record of successful project and client development
+ Experience leading a team
+ Project management experience on a variety of Federal, State, Parish and City transportation projects and contracts a plus

**What You'll Be Doing**
**Job Summary:** Generally responsible for supervision and technical direction over a team of engineers and designers when functioning as a lead engineer. As lead engineer, responsibilities include total delivery of the civil/structural deliverables and services on time, within performance budget and meeting quality expectations. Duties may include performing advanced engineering work serving as a technical specialist for complex engineering assignments. Work at this level requires extensive progressive experience in civil/structural engineering and involves utilization of project controls for cost, schedule and quality of projects. This work will be performed under minimal supervision.
**Primary responsibilities will include but not be limited to:**
+ Reviewing and approving all civil/structural deliverables.
+ Validating professional service and construction estimates at the beginning of a project, and then tracking changes as the project progresses.
+ Producing professional service estimates in accordance with the department standards for project deliverables, project studies and estimates, change notices and for the development of new work through proposal efforts.
+ Establishing the design criteria, incorporating client requirements, estimate and/or scope basis and design basis meeting applicable state, local and federal standards and codes. Ensuring that any requirements for permitting have been established and communicated to the project team.
+ Knowing project scope and deliverables. Initiating timely change notices when deviation is made from project scope, affecting schedule, deliverables or cost of the work.
+ Planning and organizing the work of your team. Communicating the plan to your team, the project leadership team and the client.
+ Maintaining control of the project by tracking and maintaining discipline performance budget progress, schedule commitments, and quality standards. Understanding and utilizing the project tools that are in place for project control.
+ Delegating work to engineers and designers in proportion to their technical skills and experience, then following up for support to ensure efficient progress and quality.
+ Consulting with design leaders from other disciplines in proportion to their technical skills and experience, then following up for support to ensure efficient progress and quality.
+ Producing estimate level preliminary designs and material take-off suitable for the level of estimate being performed on a project.
+ Developing conceptual layouts and cost studies as necessary to determine the simplest, most efficient approach to solving engineering tasks at hand.
+ Familiarity with and utilizing department design and drafting standards.
+ Producing detail design calculations and sketches for materials of construction associated with the project. Calculations produced will be neatly prepared and organized for efficient checking by others and efficient use by drafters/designers for preparing drawings and as a deliverable when required.
+ Producing project designs with efficient use of construction materials with an overall emphasis on ease of construction and completed product meeting the expectations of the client.
+ Checking calculations made by other engineers to ensure accuracy, conformance to codes, specifications, design criteria and conformance to good engineering practice.
+ Producing construction specifications.
+ Monitoring drawings in progress to ensure conformance to design calculations and specifications.
+ Assisting the drafting group in resolving routine layout and detailing problems. Ensuring that sufficient sketches and details are provided for completion of engineering drawings.
+ Reviewing and checking vendor drawings and other discipline drawings for civil/structural input.
+ Producing bid packages enabling civil/structural purchase inquiries to be issued for procurement of materials or subcontract pricing.
+ Participating in the planning of training programs, continuous education opportunities and professional development of staff.
+ Ability to lead small to large size teams in coordinating civil/structural efforts and keeping the team focused on scope, schedule and budget.
+ Ability to identify and develop work sharing packages for interoffice execution support. Provide leadership to ensure communication and execution of work within scope, schedule and budget.

**Ideal Background**
**Education:** Bachelor or Master of Science degree in Civil Engineering from an accredited university is required. Structural coursework is required for structural engineering positions.
**Registration:** Professional SE registration is highly preferred.
**Experience:** This position requires 15 or more years of relevant industrial experience in civil/structural engineering
**Required Knowledge, Skills, and Abilities**
+ Familiarity with specifications and installation details of construction bulk materials and equipment.
+ Ability to create accurate civil/structural documents from the information found on vendor equipment drawings.
+ Ability to develop civil/structural specifications.
+ Ability to accurately estimate completion of assigned tasks.
+ Ability to develop a construction cost estimate, a detailed engineering schedule and a man-hour budget for a small project or an area for a larger project.
+ Ability to determine construction material quantities.
+ Develop design criteria and scope of work.
+ Experienced in estimating and scheduling professional service hours and assessing the progress and quality of civil/structural work.
+ Complete understanding of the skills and experience required to perform engineering and design functions.
+ Knowledge and application of company engineering design and CAD drafting standards.
+ Working knowledge of CAD software, either AutoCAD, Microstation or both.
+ Ability to lead teams to deliver on commitments.
+ Ability to deliver convincing presentations of Hargrove Engineers & Constructors services.
+ Proficient in the use of Microsoft Word, Excel and Outlook.
+ Excellent communication skills, both verbal and written.
+ Excellent virtual team skills and cross divisional relationships. Leader and promoter of work sharing through interoffice execution.
