**The Challenge:**
+ The candidate must have a strong educational background in design of steel structures, concrete structures, geotechnical engineering, and foundations.
+ Experience reviewing substation structure design, rigid bus design, foundation design, oil spill containment design, retaining walls, masonry control shelters, and fire-walls is required.
+ This position will consist of performing design reviews of the aforementioned civil/structural design components in support of the development of bid/construction packages for substation projects.

**Your Impact**
+ Perform civil/structural design for marine and upland components under supervision of senior ports and marine engineers
+ Prepare technical written communications in the form of memoranda and reports

  • Oversee construction phase activities, including contractor adherence to civil design plans, managing field adjustments, and conducting onsite quality assurance for grading and site preparation.
  • Use critical thinking and engineering knowledge to comply with EPC Contract requirements while driving economic solutions that benefit both DEPCOM and the customer
  • Coordinate with other Engineering disciplines (Project, Structural, Electrical) and establish deliverables.
  • Self-perform and utilities third-party preferred partners to complete grading and erosion control plans, construction specifications, SWPPP, hydrology reports, etc.
  • Complete project due diligence via site visits to evaluate grading and site preparation strategy, existing drainage conditions and general site conditions.
  • Report tasks and civil deliverables status to key internal customers including Project Engineering, Project Management, Construction and Senior Management.
  • Review grading and drainage plans, drainage studies, ALTA/topo and other survey documents, and geotechnical reports to make recommendations for project site preparation design and identify schedule and cost constraints.
  • Organize and lead meetings related to Civil Engineering and site preparation with multiple internal and external project stakeholders.
  • Address site challenges such as soil stabilization, foundation design, and erosion control on large-scale developments.
  • Balance cost, schedule, and quality considerations through value engineering and innovative approaches to civil design and construction.
  • Implement lessons learned and contribute to the development of standardized workflows and process improvements across civil engineering operations.

IN THIS ROLE: You will have opportunities to work on multiple projects. You will help produce design calculations using the latest computer software; review supplier drawing submittals; perform technical analyses for infrastructure components; and develop supervisory skills when directing young engineers and designers. **RESPONSIBILITIES:**
+ Complete numerous assignments to further development of construction documents including drawings, specifications and estimates.
+ Use design software and CAE/CAD applications to implement project designs.
+ Prepare engineering computations, material quantity takeoffs, estimates, and geometric design.
+ Develop and implement QA procedures to ensure quality control performed by others is properly implemented throughout the program and assigned project.
+ Write detailed reports related to structural phases of assigned project to maintain records and transparency with program managers and Owners.
+ Support the needs of other discipline leads during design and construction phase of project development.
+ Make site visits to collect field data for structural aspects and evaluate contractor performance.
+ Review construction-phase submittals and shop drawings that require specific technical expertise.
+ Assist in the development of technical specifications, data sheets and calculations, and other construction related documents.
+ Provide input and technical guidance to CAD Designer/Drafters, Designers, and other Engineers working on the same project.
+ Perform technical and over-the-shoulder structural reviews for innovations, project constructability and component maintainability.
+ Review standards for materials and equipment to ensure the components are in accordance with the specifications and LEED sustainability plan.
+ Review design drawings and specifications at periodic check points as required by the PMP milestones.
+ Participate in value engineering and scope and budget reconciliation when requested by project manager.
**Qualifications:**
+ Bachelors degree in Engineering (or related field) and typically 1-2+ years of related work experience

Manage individual projects, tasks and/or assignments including staff, prepare and monitor project budgets, develop and coordinate various activities for the water conservation program, assist with the ongoing management of water quality programs, assist with the District’s ongoing modernization program, perform comprehensive hydrography functions and manage data management systems. Shall also support non-engineering departments including operations, maintenance and others as necessary.

Essential Job Functions:

  • Prepare design documents including construction plans and specifications for a variety of water delivery system structures and support facilities. Projects may be constructed by contract, by in-house forces, or a combination of both. Review plans submitted by private engineers or others for conformance with District standards and requirements.
  • Oversee the research, evaluation and design of new construction and engineering standards.
  • Plan, organize, direct, coordinate and manage complex water projects and District programs to achieve District goals and objectives; and to provide technical input and expertise on studies related to water resources planning.
  • Coordinate and oversee the work of contractors for the construction, installation, maintenance, support, documentation, and testing activities to ensure compliance with District standards and specifications. Provide documentation during all project construction activities, interpret construction drawings and specifications in the field and effectively provide clarification of technical construction issues to District staff and contractor representatives.
  • Review, comment and prepare miscellaneous legal documents involved with easements, rights-of-way and property grants associated with any encroachment on existing District facilities or associated with the construction of new District facilities.
  • Assist in the planning, organizing and implementation of the various District Programs and regulatory requirements including the Companies Fallowing Program, Well Water Exchange Program, Irrigated Lands Regulatory Program (ILRP), the Bureau of Reclamations Water Management Plan, Sustainable Groundwater Management Act (SGMA), etc.
  • Assist in developing and maintaining the District’s Electronic Data Management Systems (EDMS), and all corresponding software’s such as Geographical Information Systems (GIS) and assists in developing and maintaining the District’s Information Technology needs and website management.
  • Assist in planning, organizing, directing or administration of the landowner and Company based Conservation Program activities, including inspecting completed installations to ensure conformance to design and equipment specifications and Company standards.
  • Assist in planning, collecting and organizing all Company data, including the groundwater levels, water quality data, pumping records, etc.
  • Assists in the professional development, engineering and design of the District’s short- and long-term modernization program for water and drainage facilities.
  • Ensures projects are completed consistent with deadlines, budgets and overall goals; takes corrective actions as necessary.
  • Ability to use and understand basic survey equipment such as GPS or level/rod to perform topographic and canal surveys.
  • Assists in coordination with public relations information either in letter or email format along with assisting with maintaining Company website, represent the District/Company to outside groups or organizations; participates in outside community and professional groups.
  • Responds to customer inquiries.
  • Assists in planning and coordination for board of director meetings, special events or workshops.
  • Analyzes availability and feasibility of grant funding for conservation, modernization and infrastructure projects and programs; completes grant applications to secure funding; prepares and ensures all applications, reports, and program budgets required by grant programs are completed as required for reimbursement.
  • Assists in oversight of purchasing, installation, service, maintenance and troubleshooting a variety of electronic equipment, for SCADA systems, and other measurement equipment used in water distribution and drainage conveyance operations of the District.
  • Properly follow District and OSHA safety precautions.
  • Performs other duties as assigned.

Qualification, Knowledge of:

  • Civil Engineering practices related to water conveyance infrastructure design and hydraulics.
  • Hydraulic calculations to determine the capacities of open and closed irrigation distribution systems.
  • Above average knowledge of GIS and AutoCAD, knowledge of Civil 3D is a plus; HEC-RAS modeling software is a plus.
  • Project initiation, CEQA requirements, design and construction.
  • GPS and other survey equipment.
  • Basic computer systems and Microsoft software including, but not limited to, Word, Excel, Project, Power Point, and Access.
  • Significant understanding of hydrography and SCADA functions of the Engineering Department including stream flow measurements, grower delivery flow rates verification and associated data management and analysis.
  • Bid specifications principals, bid and contracting processes and applicable laws.
  • Research and analysis methodologies.
  • Technical Report Preparation.

  • Work closely with all HMRD staff and management, constituents, consultants, contractors, other governmental agency representatives and the general public.

Education and Experience

Any combination of experience and education that would prepare the candidate for the duties and responsibilities of the position is acceptable.

  • Bachelor of Science Degree in Civil or Agricultural Engineering from an accredited college or university.
  • California registration as an Engineer in Training (EIT), or the ability to acquire within one year of employment is preferred.
  • One (1) year of experience as a professional engineer with background in the hydraulic design of both open channel and closed conduit water conveyance systems, and the preparation of technical reports and studies associated with the feasibility and master planning of large water resources and distribution related projects or facilities.

License and Certification

Must have a current and valid California driver’s license and good driving record acceptable and approved by the District’s Insurance Company.

Must possess or obtain Cardiopulmonary Resuscitation, AED, and First Aid certificates within period specified by the District.

Work Environment.

Some time spent outside a building and exposed to the sun. Irregular or extended work hours. Work performed in an outside environment with exposure to dust, dirt, and significant temperature changes between heat and cold.

Working Hours

The regular workweek shall consist of forty (40) hours, eight (8) hours a day, five (5) days a week, Monday through Friday. Exempt positions require the working of normal business hours but the job requires the ability to respond to immediate needs of landowners and the immediate needs to provide services such as water delivery, repair and maintain water district operations as well as other needs the District may have. This may require working additional hours over a regular workday and it may require response on weekends, holiday, evenings and other times that are not part of the normal workweek.
