DESCRIPTION OF WORK (SCOPE OF WORK)
ERAD currently hosts Cognos and Microsoft Power Platform technologies to provide data, reporting and application development to various departments in an Agency. It is anticipated that this platform will be exploited to a much greater extent in the near future to address all aspects of corporate reporting needs and application development which enables the organization to make decisions that achieve better outcomes, flexible deployment options, and to enable to easily scale analytics to meet changing business needs.
The successful candidate may work independently as well as with both consultant and staff resources of different units and departments throughout the Agency under the direction of project manager to deliver work projects including but not limited to:
JOB RESPONSIBILITIES:
- New development: Working with PA technical manager, responsible for understanding and documenting business requirements, providing project plans for new implementation, develop, test and deploy solutions to prod environment following PA processes for tracking user requirements, project development status and testing and deploying solutions following change/release management process.
- Systems Testing and Deployment – Responsible for unit and system integration testing, coordinating with business users for user acceptance testing and getting sign off from business users to implement solutions in the production for any new enhancements or development following PA’s change/release management process.
- Systems Support – Provide maintenance, enhancements and support of platform making sure the stability of applications is maintained by resolving any data issues, user help tickets in timely manner and provide on-call availability for off-hour problem resolution.
- Environment Support - Maintenance of Non-prod and Prod Cognos environments making sure the stability of these environments is always maintained by applying any required patching and upgrades as required.
- System administration - Provide system administration for installation and configurations of different components of Cognos platform, upgrades and responsible to maintain and establish user accounts, security profiles, controlling access to applications and reports following the process.
- Troubleshooting and Problem Management and Resolution - Logging, documenting, tracking and resolving system problems while ensuring ongoing data integrity with any and all interfaces and/or systems.
- Disaster Recovery Support – Defining, in conjunction with the Port Authority, the scope of periodic disaster recovery tests. Coordinating with other Port Authority staff and third parties to ensure all required tasks are covered for these tests.
- Documentation and Training - Responsible for providing all documentation needed for the continued operation and management of the system and for any new implementations that is accurate and available and in compliance with PA Standards. Provide training to end users on any new functionality of the application or platform by providing user guides.
MINIMUM EXPERIENCE AND QUALIFICATIONS:
- Minimum 12 years of relevant experience in architecting, design, and development of data warehouse systems (SQL Server based on Cloud/on premise and Analytics) at enterprise scale.

- Proficiency in Python development;
- Proficiency in using SQL and APIs to automate interactions with various data stores and systems;
- Familiarity with pub/sub event-based architecture and ETL data pipeline patterns with an ability to determine which is appropriate for what use-cases;
- Demonstrated experience with software development best practices including developing robust unit, integration, functional, and performance tests;
- Demonstrated experience following enterprise-grade DevOps practices including version control branching and release management, CI/CD pipelines;
- Demonstrated success in working with a highly collaborative and agile remote development team;
- Excellent verbal and written communication skills;
- Proficiency in the Microsoft Office Suite (Excel, Word, PowerPoint and SharePoint);

Job Title: Senior Cloud/Data Engineer
Location: McLean, VA 22102 (Needs to be onsite for 5 days a week Monday through Friday)

Job Description:
Strong hands-on experience building ETL pipelines using Apache Spark.
Experience with S3, DynamoDB
Hands on experience with AWS services such as Glue, EMR, Lambda, Step Functions, CloudTrail, CloudWatch, SNS, SQS, S3, VPC, EC2, RDS, IAM.
Proficient in Python and/or Scala programming languages
Knowledge of application development lifecycles, & continuous integration/deployment practices
Experience with development on AWS and cloud native applications
Experience with Developing Data Platforms on AWS
Proficient in Agile Software Development methodology, processes, and practices.
Experience with the full ELK Stack - Elasticsearch, Logstash, Kibana, Beat agents and REST API integration.
Experience with programming languages like Java, JSON etc.
Fine tuning the Search Relevancy according to the business requirements.
Develop Elastic alerting solutions using Watchers and Kibana.
Generate Alerts that will integrate into Service Now/Jira for ticketing.
Qualifications:
- Bachelors degree in related field
- Strong, analytical, focused, self-driven with excellent problem-solving skills
- Minimum 8 years of hands-on in-depth experience of AWS Data Pipelines development and implementation is required
- AWS Associate or Professional level certifications is a plus

Job Duration: Full time
Hours: 9:00am to 5:00pm Weekdays (Monday Friday)
The Cloud Data Engineer is responsible for designing, building, and optimizing scalable data solutions in cloud environments. This role supports strategic data initiatives across the enterprise by engineering secure and efficient pipelines that enable advanced analytics, real-time insights, and data-driven decision-making.
Minimum Work Experience: 1 year of experience
Minimum Degree Requirement
Bachelors degree or equivalent in Computer Science, Information Technology or Engineering or closely related field
Job Responsibilities And Duties
Data Pipeline Design & Development
- Build scalable, cloud-native data pipelines using tools such as Azure Data Factory, AWS Glue, or Google Cloud Dataflow
- Implement robust data ingestion and transformation processes aligned with business needs
- Manage structured and unstructured data workflows from diverse sources
- Design and maintain data architectures optimized for cloud platforms (Azure, AWS, or GCP)
- Leverage distributed systems technologies (e.g., Spark, Databricks, BigQuery) for performance and scalability
- Utilize Infrastructure as Code (IaC) tools like Terraform for resource provisioning and automation
- Ensure compliance with data privacy standards (GDPR, HIPAA, etc.) and internal governance policies
- Implement role-based access controls and encryption mechanisms to safeguard sensitive data
- Collaborate with Information Security teams to maintain audit-ready environments
- Partner with data scientists, analysts, and business stakeholders to understand use case requirements
- Translate analytical needs into technical specifications for data processing workflows
- Support real-time and batch data analytics solutions to empower data-driven decision-making
- Monitor data pipeline performance, ensuring high availability and minimal latency
- Conduct root cause analysis and troubleshoot pipeline failures
- Apply best practices for code efficiency, cost optimization, and scalability
- Create and maintain technical documentation for data flows, architecture diagrams, and workflow specifications
- Contribute to internal standards for coding, version control, and pipeline design
- Support the development of reusable components and frameworks for broader team adoption
- 1 years of experience in data engineering
- 1 year of experience in Azure Data Factory or AWS Glue or similar technology
- 1 year of experience in Python
- 1 year of experience in SQL
- 1 year of experience in one or more cloud platforms (Azure, AWS, GCP)
- 1 year of experience with CI/CD practices and version control systems (e.g., Git)
